8 1 Assistance on integrated and sustainable development by ERDF Regulation on ERDF (2006) Article 4: Convergence ERDF shall focus its assistance on supporting sustainable integrated regional and local economic development and employment by mobilising and strengthening endogenous capacity through operational programmes aimed at the modernisation and diversification of economic structures and at the creation and safeguarding of sustainable jobs. This shall be achieved primarily through the following priorities : 1. research and technological development 2. information society 3. local development initiatives 4. environment 5. prevention of risks 6. tourism 7. culture 8. transport 9. energy 10. education 11. health the precise policy mix depending on the specificities of each Member State!

9 1 Assistance on integrated and sustainable development by ERDF Regulation on ERDF (2006) Article 8: Sustainable urban development In addition to the activities the ERDF may, where appropriate, support the development of participative, integrated and sustainable strategies to tackle the high concentration of economic, environmental and social problems affecting urban areas. These strategies shall promote sustainable urban development through activities such as: strengthening economic growth, the rehabilitation of the physical environment, brownfield redevelopment, the preservation and development of natural and cultural heritage, the promotion of entrepreneurship, local employment and community development, and the provision of services to the population taking account of changing demographic structures.

13 3 The Programme Sustainable Urban Development Saxony ( ) Sustainable Urban Development Saxony - the basics How to create the funding programme? development and implementation of an administrative regulation ( Verwaltungsvorschrift ) by Saxon ministry of the interior main goal: actively supporting deprived urban areas to solve their specific problems in urban, demographic, economic, cultural and social matters subsidies up to 75% for projects on urban areas built = areas with manifold need for action in urban renewal (main period of urban expansion and industrialisation in germany) minimum number of inhabitants: 2000 saxon cities were invited to apply for participation on the program by developing an integrated action plan (IAP)

14 3 The Programme Sustainable Urban Development Saxony ( ) Sustainable Urban Development Saxony - the basics How to develop an Integrated Action Plan (IAP)? cooperation of different local partners (municipal authority, local associations, enterprises, regional planning authorities) analysing the situation in the city areas before starting with some projects (SWOTanalyses = strength-weakness-opportunities-threats) disadvantage of the funded quarters has to be shown up by defined statistic indicators; funding by ERDF must not substitute national funding programmes defining objectives for developing the determined city zones, defining a main topic to develop the city area; describing measures and suitable projects (costs, period of time for realisation etc.) each single project within an integrated action plan has to be assigned to 1 of 5 well-defined FIELDS OF ACTION
