1. Deputy Executive Director Compliance The senior management position reports to the Executive Director, and performs the following primary duties and responsibilities:- MAIN PURPOSE OF THE JOB The Deputy Executive Director Compliance shall provide oversight on the Directorate of Compliance through monitoring, analysis, coordination and implementation of UNBS policies and programmes as well as provide regular policy, technical and performance briefs on enforcement of standards to management. KEY RESULT AREAS Develop and implement strategic plan for the Directorate which will enable UNBS realize its mandate. Prepare Annual Budget and Work Plan for the Directorate aligned to the Strategic Plan and available resources in enforcement of standards as provided under the UNBS Act and the Weights & Measures Act. Manage the Standards enforcement activities to ensure alignment to existing laws, regulations and UNBS policy and procedures framework. Develop and manage strategic relationships with other Regulators and Development Partners to supplement UNBS Compliance activities Plan and schedule meetings and stakeholder engagements to coordinate compliance activities within UNBS, and participate at National and Regional levels. Monitor and Evaluate performance of Departments within the Directorate to ensure that they realize set Targets and optimal use of Resources. Provide technical and administrative support to top management decisions impacting both internal and external clients. Prepare and/or review technical briefs, papers and presentations to assist in the innovations, policy and performance of UNBS enforcement activities. Prepare and provide regular Reports to Management on the performance of the Directorate. Manage the performance and development of staff within the Directorate. A Masters Degree in science or other science related qualification, or law from a recognized University/Institution. Applicants who possess Masters Degrees in other fields MUST have an honours degree in science or science related fields or law. Minimum twelve (12) years related work experience and skills; eight (8) years of which should be at a senior management level preferably in law, standards or standards related fields in a reputable organization Sound knowledge of Standards Bodies regulatory processes and requirements is essential
Membership to a recognized professional body, related to the role. Not more than 50 years of age. Manager Public Relations & Marketing Reporting to the Executive Director; the Manager Public Relations & Marketing shall serve as the Principal communication contact and promote activities and programmes of UNBS to the general public in a strategic manner with the main aim of improving the corporate image of the Bureau. The Successful Candidate will be required to perform the following duties; Create and maintain media contact and manage relationship with key media partners, PR agencies and the Government of Uganda media centre Ensure the highest standards of customer care are met at all times including answering enquiries from media, individuals and other organizations Arrange and coordinate media briefs and interviews with journalists, prepare and distribute news releases Prepare and supervise the production of UNBS publicity materials i.e. brochures, handouts, website content, direct mail leaflets, promotional videos, photographs, films and multimedia programmes Organise events including press conferences, exhibitions, trade fairs, publicity workshops and seminars, quality gala, open days, press and visitors tours Manage the PR aspect of a potential crisis situation that may impact on UNBS Corporate image. Develop and implement an integrated marketing communication strategy for UNBS products and services.
Review all UNBS services and products and develop appropriate marketing activities and services to drive awareness. Carry out effective mapping of UNBS stakeholders and determine the effective reach out strategy. Perform any other duties as may be assigned by Executive Director/UNBS Management. A Masters degree in a relevant field An Honours degree in Mass communication, Public Relations and Management, Journalism, B. Commerce,(Marketing option) BBA(Marketing option) or any other related field from a reputable university Possession of a professional qualification in a relevant field is an added advantage Must be computer literate in MS word, Excel, Access, internet and PowerPoint and social media Relevant working experience of at least 10 years in a reputable organization. Principal Human Resource Officer Reporting to the HRM; the successful candidate shall be required to perform the following duties; Coordinate UNBS efforts of performance management and quality improvement programs. Coordinate with Line Managers to plan, monitor and appraise staff key result areas in order to improve performance Ensure maintenance of a safe and healthy work place environment for UNBS staff Partner with Heads of Departments to analyze talent needs, and design annual talent plan. Provide continuous guidance, assessment, coaching, and counselling of staff who have performance related challenges and advise on support systems for such staff. Develop tools to align the performance/outputs of UNBS to strategic plan Prepare regular HR reports and statistics Develop and implement capacity building strategies and succession plans in line with departmental needs and Human resources manual.

Human Resource Officer Reporting to the Manager Human Resource; the successful candidate shall be required to perform the following duties; Carry out Human resource planning and manage information related to recruitment and personnel statistics Prepare and implement annual induction programs for the new staff in line with the annual recruitment plan. Coordinate payroll administration and other related payments Design and schedule training and Development programs to suit staff needs in line with departmental training requirements. Senior Internal Auditor Reporting to the Audit Manager; the successful candidate shall be required to perform the following duties; Monitor the implementation of internal controls across UNBS departments and functions in line with Internal Audit Professional Practices and UNBS policies. Prepare and submit regular Audit reports to help in communicating and interpreting the results of audit activities to relevant UNBS administrative and oversight organs. Review financial systems and controls, identify gaps and make recommendations for improvement Review and report on the system for generating financial information and data and on the reliability and integrity of Financial statements Conduct systems audit to ascertain whether or not internal controls are appropriate to UNBS and operating effectively and efficiently Conduct risk Management of UNBS set procedures for risk identification and management Qualifications and other requirements a) Possession of Honours degree in either Commerce, Business Administration, Accounting, Auditing, Finance or other relevant business courses. b) Possession of a professional qualification in accounting or auditing. c) Working experience of five (5) years in a reputable organization, international agency or Government Ministry, Department or Agency d) Should be proficient in computer - Ms Word and Excel, and able to use the Internet e) Shall be a member of a professional body. Qualifications and other requirements a) Possession of Honours degree in either Commerce, Business Administration, Accounting, Auditing, Finance or other relevant business courses b) Possession of a professional qualification in accounting or auditing. c) Working experience of three (3) years in a reputable organization, international agency or Government Ministry, Department or Agency d) Should be proficient in computer - Ms Word and Excel, and able to use the Internet e) Shall be a member of a professional body. Age: Between 25 and 35 years 7. Drivers Reports to the Administrative Officer and performs the following duties:- Drives the UNBS vehicles as directed and ensure their safety. Check vehicles to ensure that they are in proper and good running condition. Maintain the vehicle by ensuring its cleanliness, regular service and repair. Maintain vehicle records including service cards. Maintain accurate log sheets and give accountability of fuel used. Inform your supervisor immediately about mechanical problems which result from normal use and accident or theft immediately to both the police and your supervisor. Any other official duties assigned by the supervisor. Requirements Should possess at least 2 classes, (B, CH, DL and or DM) for the driving permit. O-level certificate of education. A-level certificate of education will be an added advantage. At least 5 years experience in driving with a clean record. A person of high integrity and honesty. A certificate in motor vehicle maintenance will be an added advantage. Age: 25-40 years The successful candidates should be ready to work from any part of the Country.
