CREATING A DISTRICT WITH SUSTAINABLE APPEAL Today, Paris La Défense is Europe s largest business hub. The district has never stopped evolving, adapting, reinventing itself over the past 60 years, under the firm leadership of the French government and local communities. As the district s history crosses paths with the Greater Paris project, La Défense Seine Arche intends to stand out, stronger than ever before, in the international landscape. To do so, it must maintain and enhance its appeal, an immaterial but essential asset that cities around the world are determined to secure at any cost. In addition to connectedness and innovation, these gateway cities pin their hopes on major business districts in constant development. Throughout the world, from New York to Tokyo, these districts are breaking free from the monofunctional development model to meet changing needs and expectations. Today, the Paris La Défense district must be reexamined through the lens of appeal in the broadest sense of the word. It must transcend its current position: a dynamic, exciting area recognized the world over, but all too often appreciated solely for its traditional function as a business district. Steering La Défense Seine Arche towards the future means opening it up to its diverse stakeholders, but also to its environment, by forging links with neighboring towns. EPADESA is thus committed to rethinking the development model for La Défense Seine Arche, finding the perfect way to unite two innovative urban planning initiatives: La Défense and Seine Arche. Even more fundamental is EPADESA s desire to reposition the area within a regional dynamic, by weaving it into the surrounding economic and urban fabric. EPADESA aims to rise to the challenge of making this vast territory in the western Paris Region not only a place to do business, but a place to call home. Only by fulfilling this dual objective can Paris La Défense strengthen its role as the major economic hub of the Paris Region, while reinforcing the stature of Greater Paris itself as a truly global city. AN AMBITIOUS AND UNIFYING UNDERTAKING All stakeholders must work to bolster the appeal of Paris La Défense by uniting around a shared vision for the future of the district. This is what the strategic and operational project is all about: broadening the horizon and organizing local, regional and national interests over the coming 10 years. It must also set a goal and point the way forward. This project was designed by EPADESA in close collaboration with the French government and local communities. It is based on an ambitious planning and development strategy for La Défense Seine Arche and has a fourfold objective: 1 Modernize the business district and open it up to the surrounding area. 2 Living in Paris La Défense: unlock the potential of residential property to generate appeal and a community spirit. 3 Achieve the quality revolution needed to bring Paris La Défense in line with users expectations. 4 Contribute to the international prestige of the French capital region.
OBJECTIVE 1 MODERNIZE THE BUSINESS DISTRICT AND OPEN IT UP TO THE SURROUNDING AREA With 140 buildings, including 70 iconic towers, Paris La Défense meets the expectations of international investors when it comes to office space. However, faced with competing business districts, this Diversify the La Défense landscape offering must remain competitive in the long term. To do so, the project includes a perennial renovation program to anticipate and organize tower refurbishment initiatives. Following from the quantitative focus of the Renewal Plan, the goal of modernizing the district is now less focused on new projects, privileging pursuit of architectural, environmental and urban quality. The business district must indeed be upgraded, but it is equally important to fully incorporate La Défense into the surrounding urban environment. Modernization is but half the battle: we must also help the area grow and expand, forging links between the business district and its immediate surroundings to create a vaster and more diverse territory. Paris La Défense requires a more coherent identity, a spirit built upon several prominent assets including the Hermitage Plaza program, Cœur de Quartier in Nanterre, the Gares neighborhood, the CNIT complex, Les Quatre- Temps, etc. The district must also move towards a new functional balance that includes housing, culture and entertainment, where Jardins de l Arche and the future Arena in Nanterre stand out as trailblazers. OBJECTIVE 2 LIVING IN PARIS LA DÉFENSE: UNLOCK THE POTENTIAL OF RESIDENTIAL PROPERTY TO GENERATE APPEAL AND A COMMUNITY SPIRIT The monofunctional development model led to the emergence of a major business district. The challenge now is to develop social and human dimensions that have not yet been fully achieved. Housing is the backbone of this ambition. La Défense Seine Arche already boasts one of the most extensive housing offerings of any business district, with 150,000 homes less than 20 minutes away by soft modes of transportation. Today, we must go even further to meet local and regional challenges while offering companies effective and guaranteed solutions for employee housing. Paris La Défense is destined to become not only a place to work, but also a place to live, thanks to new housing construction: innovative, economic and sustainable homes like those in the Hoche neighborhood in Nanterre, A housing offering that reflects the district s economic vitality awarded the EcoQuartier label in 2014. It will also feature a diversified offering that promotes home ownership and meets the needs of all populations. EPADESA thus plans to build more than 400 homes each year. Several development projects, including Les Groues in Nanterre, stand out as symbols of this momentum.
OBJECTIVE 3 ACHIEVE THE QUALITY REVOLUTION NEEDED TO BRING PARIS LA DÉFENSE IN LINE WITH USERS EXPECTATIONS OBJECTIVE 4 CONTRIBUTE TO THE INTERNATIONAL PRESTIGE OF THE FRENCH CAPITAL REGION For Paris La Défense, the challenge is twofold: maintain its stature among major business districts while pursuing a harmonious development strategy that enhances urban quality of life, with more housing, more services, more shops and more public facilities. From this perspective, the Seine Arche program west of the Grand Arche represents a key opportunity to reestablish ties between residential and business areas. It will also serve to revive urban cohesion, Focus on quality, making the district a thoroughly modern area starting in Nanterre and extending towards the historic axis that links Paris and La Défense. Other business districts, such as Canary Wharf in London, have successfully pursued this path of diversity. Paris La Défense must undergo a similar transformation, transcending its traditional status as a business hub and becoming an attractive social hub for employees, residents, students, tourists and other populations. This transformation is already underway, as can be seen in the Jardins de l Arche neighborhood. Here, new experiences await residents and visitors, including lively public areas, attractive green spaces and a stronger focus on soft modes of transportation. It will also include a denser public transportation network, with the arrival of new lines and stations by 2020. Paris La Défense is thus embarking on a new adventure as a contemporary, accessible, connected and welcoming city, focused more than ever on the future. Located along a major axis in the Paris Region, Paris La Défense is an integral part of the future of Greater Paris as a main economic driver and the symbol of the region s energy around the world. Strengthening the district s appeal will be Enhance one of the main economic drivers in Greater Paris a rising tide for the Paris Region as a whole, but it must be part of a coordinated initiative that includes the region s other major business hubs, like the nearby Central Business District (CBD) in downtown Paris, as well as Paris-Saclay, Marne-la-Vallée and Roissy, site of Charles-de-Gaulle Airport. Establishing stronger links among these key centers and combining their strengths will contribute to building a comprehensive and complementary offering throughout the Paris Region, adding to the region s prestige abroad.
