Dear Judo friends, INTRODUCTION BY ORGANISATION COMMITTEE I would like to take this opportunity and on behalf of the Dutch Judo Federation cordially welcome all the participants and guests of the 1e edition of the Dutch Open Masters in Dronten, The Netherlands. The Netherlands is a beautiful country with very nice atmosphere and we trust that the forthcoming tournament will be a well-organized event. One of our main goals is to make judo sport more popular and to organize championships in a way to fulfill all expecations and, if possible, to exceed them. In one of judo magazines we read a true statement not every judoka will become a champion but everyone will become a veteran judoka s so we really do hope that you enjoy this 1 st tournament for Masters in The Netherlands. We hope to grow develop this tournament in the coming years and therefore we start small to see if there is sufficient appetite for Masters Judo in the Netherlands. We would like to encourage judo athletes to continue or to start competing as veterans. Our task is to create pleasant surrounding and insipring atmosphere so all judo veterans can achieve their best results. 1.1. DATE The individual competition will be held on Saturday 2nd April 2011. 1.2. PARTICIPATION The competitors must be of a minimum of 30 years of age and no maximum age and not been participating in any international competition for senior for a minimum of 2 years, such as i.e. WC, SWC, EC, WCC or the OG. The responsibility to respect this rule is on the judoka respecting this rule. Each athlete can be entered only in one weight category, the one in which they have subscribed to. 1.3. AGE & CONTEST DURATION Age division Women / Men M1/M2 - F1/F2 (combined) 30-39 years M3/4 F3/F4 (combined) 40-49 years M5/6/7/8 F5/6/7/8 (combined) 50 years and older Contest duration The contest duration is 3 minutes for each match 1.4. WEIGHT CATEGORIES Women: -57 kg / -63 kg / -70 kg / -78 kg / +78 kg Men: -60 kg / -66 kg / -73 kg / -81 kg / -90 kg / -100 kg / +100 kg Grade: minimum 3 rd kyu (green belt) The Organisation Committee can combine a category with the next category if the number of participants in a Category is not sufficient. In this case, the medal awarded is that of the higher category. Athletes will be entered during the weigh-in in the category they belong to. However, they can compete in the category immediately above their own category. Changes in the weight categories are at the discretion of the Organisation Committee. 1.5. COMPETITION FORMULA All matches will take place on 2 nd April 2011 The system of the competition will depend on number of entries: 3 entries pool of three or Category combining 4 entries pool of four 5 entries pool of five 6 entries two pools of three. Top two of each pool cross over in semi final 7 entries a pool of four and a pool of three. Top two of each pool cross over in semi final 8 entries and more elimination system with double play For 2 or less athletes, the category will be joined to the closer age category at the discretion of the Organisation Committee Preliminaries of the individual contest will be held on 2 mats. Medal fights will be held on 2 mats 1.6. GOLDEN SCORE RULE The Golden Score rule will apply. After the regular time duration of 3 minutes there will be a Golden Score during 2 minutes. 1.7. MEDALS
Medals are only awarder if contest have been fought and the allocation is determined by the number of competitors competing in a category as follows: Three competitors 3 medals Four competitors 3 medals Five competitors 3 medals Six and more competitors 4 medals If a competitor competes in a combined category only one set of medals will be allocated amongst competitors in that category and not at the same time for the uncontested category. Certificate of Participation will be distributed to all participants from registration. 1.8. WEIGH IN The fighters: Presenting themselves after the closing of the weigh-in, cannot participate at the competition Can present themselves only one time at the official weigh-in Must present their EJU accreditation and an official piece of identity (identity card or passport) at the official weigh in The weigh in will be held at the Sports hall Christelijke Agrarische Hogeschool (CAH), De Drieslag 1, 8251 JZ Dronten, The Netherlands The weigh-in takes place on the day of the competition according to the weigh in schedule The weight of the fighters has to fall be within the category in which they have subscribed to If a competitor is over weighted for the category he subscribed to and has to be switched to a higher weight category than an additional fee of Euro 5, - will be charged. 1.9. DRAW Before the draw the lists of each category are hung in the draw room. No corrections can be made after the draw. The draw will be made by the Organisation Committee after the Weigh In, before the competition starts. 1.10. CONTROL OF NATIONS The times for check-in and registration for accreditation at the Sports hall CAH are specified in the program. Participating competitors must arrive and check-in within the time limits of the check-in and registration for accreditation: a. Finances The entry fee per competitor must be paid to the Organisation Committee. In order to take part at the competition the competitor must have fulfilled the necessary payments to the organizer before 8 march 2011. b. Control of Nations Identity: Nationality and age of the participants will be verified by each athlete s valid passport or ID. 1.11. RESPONSIBILITY OF THE FEDERATIONS a. Medical certificate The sex certificate and the medical certificate of the fighters are not required. The fighters will compete under the full responsibility of themselves. b. Insurance
Each judoka is responsible for insuring itself against injury, theft and third part risk (Public liability) during the period of the championships. The Organisation Committee and the Dutch Judo Federation decline all responsibility. 2.1. JUDOGI The competitions will be held in white (and if possible blue judogi, but not mandatory) In order to enforce the proper size and measurements of judogi as defined by the Competition Rules and fair conditions for athletes, the special measuring device SOKUTEIKI and a new procedure of judogi control will be used. The women competitors must wear a white non-transparent T-shirt. The bras must not have any hard pieces. Long hair has to be bound with an elastic band. Make-up and jewellery are prohibited. The nails have to be cut short. 2.2. BACK NUMBERS Back numbers are NOT mandatory during this competition. 3.1. INSCRIPTION OF REFEREES The referees will be provided by the Dutch Judo Federation. 3.2. REFEREE MEETING A referee meeting is scheduled in the morning before the competition starts in the sports hall. 3.3. REFEREEING RULES The refereeing rules are the IJF and EJU rules. It s obligatory to take a decision at the end of each fight. For each contest, three referees will be appointed. Competition Jury The jury is not an appeals jury. It can be consulted by the referees in case of any difficulty. In no circumstances can the competitors consult the jury. No protest against the referees decisions will be accepted. Withdrawal by injury: During eliminations - If the responsibility of the injury cannot be attributed to one of the fighters, the injured fighter shall loose the contest; - If the responsibility of the injury is attributed to one of the fighters, the other will be declared winner; - The fighter responsible for the injury will not be able to participate at the recharge; - In case of withdrawal, the fighters cannot present himself for the following fights. During the finals or semi-finals - If the responsibility of the injury cannot be attributed to one of the fighters, the injured fighter shall loose the contest. - If the responsibility of the injury is attributed to one of the fighters, the other will be declared winner. Note: a fighter who has been declared as a loser by injury can continue the competition. A fighter who has got a direct «hansokumake» as the penalty against the spirit of our sport will not be authorised to continue the competition. 4.1. COACHING
Since the 1st January 2009, when the relevant IJF rule entered into force, a permanent exchange of views and communication on this issue among the coaches and IJF representatives took place. Most importantly, coaches conduct during major events has improved considerably. The IJF therefore approved modifications concerning coaches in the IJF events. Position of the coach Chairs for two coaches per each competition mat, for the blue and the white side, will be provided behind the barrier of advertising panels. Dress code: The following are forbidden at any time: shorter trousers, undressed upper body, any kind of head caps and cover, jeans, sweaters or similar sports unrelated dress, flip-flops 4.2. CONDUCT OF BEHAVIOUR OF COACHES The coach is responsible for his athlete s conduct from entering the competition venue until leaving it, before and after each contest. Coaching will be strictly limited to communication with athlete, tactical advice, encouragement, instructions in unexpected situations, as injury, etc. The coach will remain seated on his chair throughout the contest. Forbidden behaviour of a coach: Any comments on or criticism of the referees verdicts Demanding correction of the referees decisions Any abusive gestures toward referees, officials, or public Touching, hitting, kicking, etc. the advertising panels or any equipment Any kind of behavior showing disrespect to the opponent, referees, officials, opponent s coach, his own athlete or the public. 4.3. PENALTIES Any coach who infringes upon these rules will be disqualified from accompanying his athletes into competition zone and taking up coach s chair until the end of event (not only for the particular day). 4.4. Form 1 Woman for or form 2 Men Athletes subscription form MUST be sent by deadline of 1 st March 2011 to martenskroon@solcon.nl 5.6.2. Entry Fee Athletes. The athletes must pay the entry fee before the deadline, to the Organisation Committee: The entry fee is Euro 15, - Euro per participating competitor All payments entered after the inscriptions deadline will be Euro 25, - per competitor If a competitor is over weighted for the category he subscribed to and has to be switched to a higher weight category than an additional fee of Euro 5, - will be charged Final payment date for registration 8 March 2011 to account of organisation (see 6.1).
5.2. HOTEL AND ACCOMMODATION Hotel and accommodation needs to be organised by the athletes themselves. The Organisation Committee will not provide any services in this respect.
