In this situation, the first instinct is often to cut services. CHCs should first perform a thorough financial analysis before making any decisions. This analysis should include consideration of other program eligibility, self-pay payments, volume changes, and utilizing reserves. However, the Act also imposes significant new compliance challenges for CHCs and exposes managers to increased risk of liability under the False Claims Act.
