2 Sacramento Region Health Care Partnership Safety Net Learning Institute September 17, 2015 Speaker Bios Bob Harrington is deeply committed to helping organizations align around common goals to achieve sustainable results. Using proven methodologies and insights gained from years of practical experience, Bob works hand-in-hand with nonprofits and foundations to help them make strategic decisions, create successful partnerships, and manage organizational change. Bob has led client engagements with the Blue Shield of California Foundation, YWCA USA, Women's Center - Youth & Family Services, and Rogue River Watershed Council to advance collaborative strategies for mission achievement. Bob is a national leader, author, and sought-after speaker on collaboration and strategic restructuring in the social sector. Prior to joining La Piana Consulting, he was executive director of Children s Garden of California until it merged with Sunny Hills Children s Services; he then served as COO of the merged organization. He has extensive nonprofit management experience working in complex human services fields. Bob has an MSW from the University of Wisconsin at Milwaukee and a BA in Psychology from the University of California at Davis. Marty Lynch is the CEO of LifeLong Medical Care, a sixteen-site community health center in the San Francisco Bay Area. Lynch has been the Director of LifeLong and the Over 60 Health Center since He has been a non-profit administrator for over 30 years. In addition to serving the uninsured and Medi-Cal populations, LifeLong focuses on providing integrated services to special populations such as the disabled elderly, frequent users of emergency rooms, and the Homeless with medical, mental health and substance abuse problems. Lynch co-founded the Elderly Sub-committee of the National Association of Community Health Centers and is a past Chair of the California Primary Care Association. He has served on state task forces to examine policy changes necessary for the integration of primary care and mental health services and to develop a California plan for Alzheimer s disease. Lynch received a PhD in Social and Behavioral Sciences from the University of California, San Francisco and an MPA from the Kennedy School of Government at Harvard. In addition to health administration, Lynch is involved in public policy and research activities related to health access for the uninsured, long term care models, chronic care, and financing care for disabled populations. Lynch is also a Lecturer at the University of California, Berkeley. 1
3 Rebecca Roland is the Program Director for the California Telehealth Resource Center (CTRC). She joined the CTRC in Ms. Roland s background includes 15 years of experience in the health care field. She has worked with programs that include: substance abuse, behavioral health, home health, hospice, SNF/ALF, Med/Surg, HIV/Aids care, and GSA contract administration. She is also a certified professional biller and A+ certified technician. Ms. Roland helps clients to navigate the confusion and plethora of information available around starting a telehealth program in the state of California. Ms. Roland is also a current consultant for the Substance Abuse and Mental Health Services Administration (SAMHSA). She consults with current SAMHSA grantees about utilizing telehealth to help their client base. Prior to joining the CTRC, Ms. Roland worked with the team at the Center for Connected Health Policy. Ms. Roland worked on the Specialty Care Safety Net Initiative (SCSNI), a demonstration project that was funded by the California Health Care Foundation. This program provided 45 safety net clinics with access to specialty care from the 5 UC schools of medicine via telehealth. Bobbie Wunsch, MBA, founder and partner of Pacific Health Consulting Group, is a health care and management consultant who specializes in working with safety net providers throughout California. Bobbie spent the last 40 years working within the public and community health sector in the delivery of women's reproductive health, primary care and specialty health services. Financing and operating expanded health services for low-income, uninsured individuals in a continually changing environment occupies most of Bobbie's time today. Bobbie provides consultation on strategic planning, program development, redesign for improved effectiveness and efficiency, and cooperative business ventures to community clinics, county health organizations and local Medicaid managed care organizations. Bobbie also provides meeting facilitation for a wide variety of health organizations focused on issues impacting the safety net. Since 1990 Bobbie has provided consultation to many California counties and local publicly operated health plans on expanding coverage to the uninsured. This has included consultation to many counties to expand coverage for uninsured children through Children s Health Initiatives and to uninsured low-income adults as well as the development and implementation of locally operated Medi-Cal managed care plans. She currently is consulting with a number of California s health foundations and the State of California on the implementation of the DHCS 1115 waiver and health care reform for low-income uninsured individuals. bwunsch@pachealth.org 2
4 Laura Hogan, consults with nonprofit and philanthropy organizations to improve the health and well-being of communities. Her skills and experience include program planning and development, strategic initiative development, technical assistance planning, policy development and operational oversight of program initiatives. Previous to consulting work, Ms. Hogan held the position as Vice President of Program for The California Endowment. Her tenure with The Endowment ( ) included oversight of the grant making as well as developing foundation initiatives such as the Community Clinic Initiative, a ten year $120 million partnership between The California Endowment and Tides. Ms. Hogan led the development of The Endowment s ten year, strategic implementation strategy for Prior to 1999, Ms. Hogan worked as Executive Director for CommuniCare Health Centers, a community clinic providing 60,000 health/dental/vision/behavioral health visits and 35,000 health education and outreach visits. The staff included physicians, dentists, midwives, nurse practitioners, mental health clinicians and 200 volunteers. Ms Hogan serves as a senior strategist for Futures Without Violence to develop program initiatives. She serves as Co-Director of Start Strong: Building Healthy Teen Relationships, a teen dating violence prevention initiative of the Robert Wood Johnson Foundation.
