Next Generation Network Convergence Broadband Internet - Athens, 1 June 2007 7

What is Broadband? Technical definitions bandwidth OECD definition >256 kbps Other definition: a high-capacity, two-way link between end user and access network supplier capable of supporting full-motion, interactive video applications Based on today s technology and applications, we concluded that a minimum two-way, or symmetrical, transmission speed of 1.5 Mbps per individual user is required to meet this standard. We re not there yet symmetrical always on Broadband Internet - Athens, 1 June 2007 8

Social Definitions: What is it for? collaboration tool platform for knowledge economy entertainment communication tool barrier to access convenience education profit centre technological imperative place for artistic expression What is broadband? internet healthcare platform equalizer (rural/remote) commerce service delivery mechanism (e.g. e-gov) Participatiopn in the digital economy Broadband Internet - Athens, 1 June 2007 9

Stakeholders users citizens/consumers institutions: education, health business government providers public internet: telecom industry/isps research/educational networks content providers government promotion of info society, knowledge economy Broadband Internet - Athens, 1 June 2007 10

Business requirements Companies are: merging, disposing, acquiring, consolidating driven by transparency and compliance leveraging mobile flexible workforces introducing regional/local processes dependent on enabling telecommunications, mainly broadband Broadband Internet - Athens, 1 June 2007 11

Business requirements -2 Choice (i.e. competition) for a better: Availability Reliability QoS Reasonable price VNOs, especially MVNO, should be made available Broadband Internet - Athens, 1 June 2007 12

Business vs Residential Users Residential Users may require a larger bandwidth compared with Business Users Receiving a video needs a bandwidth sufficient, in the past, to a large Bank for managing all branches Business Users require MCR (minimum data rate) and symmetrical transmissions Tariffs based on data rate should be revised Broadband Internet - Athens, 1 June 2007 13

International Co-operation Industry and Regulators must co-operate QoS standards are necessary Interoperability must be assured with Private Networks, too Seamless communications should refer to international activities, not only to local technological infrastructures Broadband Internet - Athens, 1 June 2007 14

International Cooperation Needed, due to the global nature of telecommunications Operators try to obtain the largest profits Regulators must avoid anti-competitive behaviours International coordination is necessary and fruitful (e.g. roaming tariffs) Broadband Internet - Athens, 1 June 2007 15
