New in 2014: Schls that previusly applied fr funding frm Creative Partnerships Explre and Develp t research, plan and develp an artist residency nw submit these applicatins t ArtsSmarts Saskatchewan Artist in Residence (Phase 1). This change is designed t better meet the needs f schls and teachers as they engage with artists and in arts activities that are linked t educatinal utcmes. Funding Maximum funding available: $10,000. The demand fr Creative Partnerships Explre and Develp funding generally exceeds available resurces. The Saskatchewan Arts Bard may nt be able t prvide grants t all the recmmended applicants r prvide grants in the amunts requested. Rles Lead Partner The Lead Partner rganizatin is respnsible fr: Preparing and submitting the applicatin accrding t prgram requirements and the adjudicatin criteria Crdinating the prject Receiving, managing and administering the grant funds Negtiating a cntract with the artist(s) and paying artist fees accrding t the agreed-upn terms Fulfilling all grant reprting requirements Cmmunicating regularly with the Saskatchewan Arts Bard. Cmmunity Partner(s) Raises awareness with the cmmunity abut the prject and the arts Cntributes t the prject accrding t their wn expertise and resurces Prvides access t the cmmunity and cmmunity resurces. Nte: Cmmunity partners may include ther cmmunities, cultural rganizatins, grups within the same gegraphic cmmunity, stakehlders, businesses and any ther grups that may benefit frm, and cntribute ideas r resurces. Fr prjects that explre Abriginal art frms, skills, knwledge, teachings and/r wrld view, partners such as Elders r Traditinal Knwledge Keepers can guide apprpriate explratin f Abriginal cntent. Artist Partner Assists the cmmunity t: Assess their cultural needs and desire fr engagement in the arts Develp a plan fr a lnger-term dedicated artist residency that may lead t an applicatin fr a Creative Partnerships Artist in Residence applicatin Supprts thse invlved in the prject in their develpment f knwledge and skills in the arts Serves as a cllabratr and mentr fr the prject. Nte: An applicant may have a specific prfessinal artist 1 r arts prfessinal (e.g., cultural planner) in mind fr their prject and have develped its prject prpsal accrdingly hwever it is nt necessary fr this individual t be cntracted befre submitting the applicatin. The Saskatchewan Arts Bard may be able t prvide advice n identifying an apprpriate artist r arts prfessinal fr the prject. In mst cases the applicant will hire an artist t participate in an Explre and Develp prject. Hwever, there may be an applicatin fr which a prfessinal cultural planner wuld be an apprpriate chice. If s, please discuss this with the Arts Bard s Prgram Cnsultant. 1 Prfessinal artists have cmpleted basic training in their discipline (thrugh frmal training r mentrship, as apprpriate), have a bdy f wrk that has received critical recgnitin and are recgnized as prfessinals by their peers. Artist Cntract The Arts Prfessins Act, nw in effect in Saskatchewan, requires that written cntracts be used in all transactins between prfessinal artists and thse wh hire them, engage their services r use their creative wrk. These written cntracts help slidify the relatinship between the artist and thse wh cntract their services by prviding a clear understanding f the transactin. This prvides an extra measure f prtectin t bth parties and assists initiatives, such as Creative Partnerships prjects, mve frward in a straightfrward manner. The Act als recgnizes the artist as a prfessinal and emphasizes the imprtance f fair cmpensatin. Fr further infrmatin abut The Arts Prfessins Act, cntracting an artist and elements f a cntract, visit the Gvernment f Saskatchewan website at www.tpcs.gv.sk.ca/arts-prfessins-act². Adjudicatin Nte: Applicants are t cnsider the Adjudicatin Criteria when develping their applicatins. Fr infrmatin abut the Saskatchewan Arts Bard s adjudicatin prcess and hw funds are allcated, visit ur website at www.artsbard.sk.ca/adjudicatin. An independent panel f jurrs assesses applicatins thrugh a cmpetitive prcess based n the fllwing: Adjudicatin Criteria 1. Artistic Merit The prpsed prject reflects the partners desire t develp and present highquality artistic prgramming that is relevant t and apprpriate fr the prject s bjectives. The prpsed prject invlves an artist r arts prfessinal with experience and expertise apprpriate fr the prject. If a specific artist partner has been identified at the time f applicatin, the jury will cnsider: the artist s prfessinal experience, past wrk and level f achievement. If a specific artist partner has nt been identified at the time f applicatin, the jury will cnsider: the jb descriptin that includes the psitin s required skills, experience, and duties and respnsibilities. The prpsed prject demnstrates pprtunities fr participants, partners and the public t engage with, learn abut, understand and appreciate Saskatchewan art and artists. 2. Impact The explratin questin is thughtful, aims t fcus the prpsed residency in a meaningful way, and is apprpriate fr the prject s partners and the identified cmmunity. The prpsed prject intends t undertake an apprpriate assessment f cmmunity needs and interest, encurage artistic and cultural develpment that is currently missing in the cmmunity, and strengthen the capacity f the lead partner rganizatin t engage the cmmunity in the arts. The prpsed prject intends t reach a brad sectr f the identified cmmunity and fster links and cmmunity resurces Fr prjects that explre Abriginal art frms, skills, knwledge teachings and/r wrld view, the prject is culturally authentic and includes the apprpriate participatin f Traditinal Knwledge Keepers/Elders. ² Infrmatin abut artists cntracts als is available n the CARFAC Saskatchewan website at www.carfac.sk.ca. Cntact an Arts Bard Prgram Cnsultant fr mre infrmatin. Reprts Grant recipients are required t submit a final reprt, including a financial reprt, n later than 60 days after the prject end date. Recgnitin f Funders Grant recipients are required t acknwledge the supprt f the Saskatchewan Arts Bard, SaskCulture Inc. and the Saskatchewan Ltteries Trust Fund fr Sprt, Culture and Recreatin wherever pssible and apprpriate, particularly n all print material and at selected penings, receptins, perfrmances, events r ther public functins. The Saskatchewan Arts Bard will prvide grant recipients with an acknwledgement statement and access t the funding partners lgs thrugh the Arts Bard s website. Cnfidentiality f Infrmatin The persnal and cnfidential infrmatin that is prvided in an applicatin is cllected, used and disclsed in accrdance with the prvisins f the Freedm f Infrmatin and Prtectin f Privacy Act and the Persnal Infrmatin Prtectin and Electrnic Dcuments Act. This infrmatin is required t prcess the applicatin. Persnal and cnfidential infrmatin disclsed in the applicatin will nly be shared, as necessary, with emplyees f the Saskatchewan Arts Bard and the jurrs. If awarded a grant, the name f the recipient, cmmunity, prject descriptin and amunt f the grant will be made knwn publicly. The Saskatchewan Arts Bard will respnd apprpriately t any inquiries regarding the privacy plicies and prcedures, including requests t access the applicant s persnal infrmatin. Fr Part 1 Applicant Infrmatin: Name fr Cheque Issue: If the applicatin is successful, the grant will be paid t the Lead Partner rganizatin. Name f Cntact Persn: The cntact persn is a representative f the Lead Partner rganizatin and is the persn wh can discuss the applicatin and prject details with the Arts Bard if the need arises. All crrespndence will be sent t the cntact persn. Fr Part 3 Prject Infrmatin: Prject Dates: N prject activity that takes place befre the Nvember 15 applicatin deadline will be supprted. The prject end date determines when the final reprt will be due (60 days after the end date). Nte: If yu intend t apply fr a Creative Partnerships Artist in Residence grant, the final reprt will need t be received by the Arts Bard n later than May 15 (the applicatin deadline fr an Artist in Residence grant). Cntact the Arts Bard s Prgram Cnsultant t discuss any timeline issues. Fr Part 4 Explratin Questin: List the central questin that will be explred if the applicatin is successful. The explratin questin fcuses the develpment activity and guides reflective thinking thrughut the prject. Examples are: Hw can arts and cultural pprtunities enrich life in ur cmmunity and what are ur cmmunity s current needs and expectatins? Hw can the prvisin f mre creative activity fr ur residents and staff lead t innvatin and grwth in ur health care institutin? Hw can culture and the arts cntribute t ecnmic stability in ur cmmunity? Hw can culture and the arts cntribute t the understanding and celebratin f the stries and experiences f newcmers wh have settled in Saskatchewan cmmunities? PARTNER INFORMATION Lead Partner: Enclse a descriptin f the Lead Partner rganizatin and its histry, mandate and structure. Include a statement f the rganizatin s cmmitment t supprt the partnership including supplies, facilities, human and financial resurces, vlunteer and in-kind cntributins. Cmmunity Partners: Enclse: Artist Partner: Infrmatin abut each f the cnfirmed partners invlved in the prject. Fr each partner, prvide their name, and describe their rle in and cntributin t the prject. A letter frm each f the identified partners that cnfirms their supprt fr the prpsed prject. If a specific Artist Partner has been identified prir t the date f applicatin, enclse the fllwing infrmatin/material t supprt the applicatin: 1. Artist s resume (maximum 3 pages include website URLs if available) 2. Samples f the artist s wrk, as applicable t the art frm, will be frm wrk within the last three years and will be submitted as fllws: Audi maximum 5 7 minutes MP3 Still images maximum 20 digital nly: JPEG r PDF Vides maximum 5 minutes WMV, MPG, MOV, AVI r MP4 Written material maximum 10 pages n 8 ½ x 11 white paper (singlesided, page numbered, duble spaced). If a specific Artist Partner has nt been identified prir t the date f applicatin, enclse a detailed jb descriptin including the psitin s required artistic discipline, skills and experience, and its duties and respnsibilities. Ptential Partners: Enclse a list f the partners that yu wuld like t include in the prject, if the applicatin is successful, in rder t represent the cmmunity s scpe and diversity, and a descriptin f their ptential rles in the prject. Other Elders/Traditinal Knwledge Keepers: Fr prjects that explre Abriginal art frms, skills, knwledge, teachings and/r wrld view: Enclse a list f the Elders and/r Traditinal Knwledge Keepers wh will be invlved, and describe wh they are and their rles in the prject. COMMUNITY PROFILE Enclse a descriptin f the cmmunity. Cmmunity can mean the immediate cmmunity (e.g., a hspital cmmunity r a wrk place cmmunity) r can refer t the gegraphic cmmunity in which an rganizatin is based. COMMUNITY CULTURAL NEEDS Enclse a descriptin f the cmmunity s cultural needs, as yu perceive them. Cultural needs may include cmmunity cultural-use spaces; venues fr turing grups; participatry arts activities fr children, yuth and adults; learning pprtunities in the arts (e.g., classes and wrkshps); cultural heritage preservatin; etc. Creative Partnerships Explre and Develp September 2014 7

PROJECT DESCRIPTION (maximum 3 pages) Nte: Refer t the Adjudicatin Criteria (pages 4-5) and cnsult with the identified partners when cmpleting the Prject Descriptin. Enclse a descriptin f the prject that includes: Prject Gals and Activity Describe what yu intend t achieve thrugh the prject. Describe the prfessinal activity that is planned and the artists/arts prfessinal that will be invlved. Describe the prject in a way that will allw the jury panel t envisin the prject and hw it will unfld Nte: Prpsed Prject Schedule If the prpsed prject is t explre new appraches fr engaging cmmunities and/r expanding access within existing prgrams: Include detailed infrmatin abut the existing prgram(s), and explain: Hw the prpsed prject prvides a new apprach fr presenting and/r expanding access within the existing prgram(s) Why further wrk with the prgram(s) is necessary and imprtant If the applicant receives annual r multi-year funding thrugh the Saskatchewan Arts Bard, include infrmatin that explains hw the prpsed prject differs frm and impacts the prgrams/activities supprted thrugh its annual r multiyear funding. Cntact the Saskatchewan Arts Bard t discuss the prpsed prject befre submitting the applicatin. If the prpsed prject includes an explratin f Abriginal art frms, skills, knwledge, teachings and/r wrld view, include infrmatin that describes hw Traditinal Knwledge Keepers/Elders will be invlved. Describe the timeline fr the prject and its activities. (It is understd that this will develp further as the prject prgresses.) Include a descriptin f any prgramming ideas that may be explred. Prject Impact Describe the anticipated impact f the prject during its specified term. Describe the anticipated lng-term impact f the prject and pprtunities that may be sustained beynd the duratin f the prject. Prject Dcumentatin and Evaluatin Plan Explain hw the prject will be dcumented (prcess and prduct), wh will be respnsible, what tls will be used and hw the reflectins f the cmmunity and prject partners will be captured. Include a descriptin f hw the applicant prpses t reflect n and answer the explratin questin. Cmmunicatins Plan Describe the plans fr: Cmmunicating with the cmmunity, partners and ther parties invlved in the prject s that it is pssible t get input, and t infrm peple abut what is being dne and learned as a result f the prject s activities Recgnizing the Creative Partnerships funding partners (refer t page 5). BUDGET Cmplete and enclse the Budget template (page 13) Nte: The Budget template als is available as a Wrd dcument n the Arts Bard s website. The budget must balance (ttal revenue must equal ttal expenses). Include nly revenue and expenses that are directly related t the prpsed prject and the prject term. The prject may have cash r in-kind cntributins frm partners r businesses in the cmmunity hwever this is nt a requirement fr receiving a grant. Revenue List all revenue, including the grant request amunt and any cmmunity cntributins (bth cash and in-kind). Indicate whether funding is cnfirmed r uncnfirmed. If a cntributin is uncnfirmed, indicate alternate plans fr acquiring these funds if they are nt available frm the surce(s) listed in the budget. Cash cntributins may cme frm partners r businesses in the cmmunity, fundraising r ther grant surces. Cntributins frm ther surces can be in-kind rather than cash (include in-kind cntributins in bth revenue and expenses). Fr example, if an advertisement is placed in the lcal newspaper and the cst f $50 is waived, this is an in-kind dnatin. In this example, include the $50 in revenue as an in-kind cntributin and in expenses as a $50 advertising cst. Expenses List all prject expenses, bth cash and in-kind. Indicate which expenses will be cvered by the Creative Partnerships grant. Nte: Funding frm ther surces may nt be assigned t the same expenses as thse cvered by the Creative Partnerships grant.
