The new regulation, which will come into force on July 1 st 2015, will apply to all ships> 5000 GT calling Community ports. With a schedule that goes up to 2019, it is expected, among other things, that companies develop a ship level CO2 emissions monitoring plan and a company level annual emissions report to be developed under specific guidelines on parameters and indicators. In order to be effectively implemented, the EU Regulation implementation by companies will need to avoid a bureaucratic just for compliance approach. This means to allow companies to focus on the Regulation opportunity to improve their knowledge on energy consumptions and to systematically monitor the levels of transport service provided (mileage and cargo carried) under a standardized approach to energy efficiency. The introduction of a common framework will favor performance analysis of the many factors that influence transport energy consumptions and the diffusion of the best energy efficiency solutions, establishing conditions for a strong improvement of maritime transport competitiveness. During second half of 2014 the Italian Administration (Ministry of Economic Development and Ministry of Infrastructure & Transport) has worked with industrial associations and private sector experts to develop a Plan for LNG distribution infrastructures which will cover road and maritime transport, as required by Directive n. 94 of 22nd October 2014 on Alternative fuels. A consultative process on the draft version of the plan is foreseen to be opened before summer 2015.
