PORTUGUESE COMMITMENT WITH THE EUROPEAN DIGITAL AGENDA EFFORTS. A NATIONAL ACTION PLAN IS UNDERWAY, WITH 68 CROSS CUTTING MEASURES TO BOOST THE INFORMATION AND KNOWLEDGE SOCIETY. THE AXIS OF EGOVERNMENT, COORDINATED BY AMA HAS 38 MEASURES FROM ALL AREAS OF THE PUBLIC SECTOR (JUSTICE, EDUCATION, SOCIAL SECURITY, HEALTH, INTERNAL AFFAIRS) 5

PORTUGAL IS A REFERENCE IN THE EGOV DOMAINS. THE TOP POSITIONS IN THE EUROPEAN EGOVERNMENT BECHMARK ARE A REFLEX OF THE NATIONAL EFFORTS. WE DON T SEE IT AS AN END, BUT AS A MEAN TO IMPROVE YEAR AFTER YEAR, MOBILIZING ALL THE PUBLIC ADMINISTRATION. 6

WITHIN THE PRESIDENCY OF THE COUNCIL OF MINISTERS, LEADS THREE POLICY FIELDS OF ADMINISTRATIVE MODERNIZATION: 1. PUBLIC SERVICE DELIVERY (CITIZEN CENTERED) 2. ADMINISTRATIVE SIMPLIFICATION (SIMPLIFY) 3. E-GOVERNMENT (CONNECT) PORTUGAL ASSUMES THESE PRIORITIES IN AN INTEGRATED WAY. 7

1. FINANCING THROUGH SAMA ADMINISTRATIVE MODERNIZATION SUPPORTING SYSTEM, AMA MANAGES THE FINANCING FUNDS OF PROJECT IN ALL PUBLIC ADMINISTRATION. 2. INVESTING IN THE AVAILABLE ONLINE PUBLIC SERVICES - PROMOTING THE USE OF DIGITAL CHANNELS; SEVERAL PUBLIC AND PRIVATE ENTITIES INVOLVED AND A WIDE CATALOGUE OF SERVICES AVAILABLE ONLINE. BASED ON THE DIGITAL BY DEFAULT PRINCIPLE ASSURING THE USAGE O SERVICES THAT ARE ALREADY AVAILABLE ONLINE; TROUGH A MEDIATED ACCESS TO PUBLIC SERVICES, CAN ALSO LEARN HOW TO USE THE SERVICE. 12

ACCORDING TO THE NATIONAL BUDGET LAW, TO ACQUIRE PROPRIETARY SOFTWARE SOLUTIONS, THE PUBLIC BODY SHOULD DEMONSTRATE THAT IT S A GOOD OPTION HAVING IN MIND A TOTAL COST OF OWNERSHIP MODEL. 25

INTEROPERABILITY PLATFORM BRINGS TOGETHER DIFFERENT PUBLIC ADMINISTRATION SYSTEMS, SO THAT CITIZENS ARE NOT REQUIRED TO SUBMIT THE SAME INFORMATION, MULTIPLE TIMES. 26

CITIZEN CARD ONE OF THE BIGGEST ENABLERS OF EGOV DEVELOPMENT IN PORTUGAL FUNCTIONALITIES: E-IDENTIFICATION E-AUTHENTICATION E-SIGNATURE INVOLVEMENT IN THE STORK PROJECT IS ALSO A CLEAR COMMITMENT FOR THE DEVELOPMENT OF A DIGITAL SINGLE MARKET. 27
