2 A new momentum for state modernisation Harmonising actions linked to state reform Jean-François Copé, minister for budget and state modernisation, has defined a strategy for state modernisation, to set off a continuous process of transformation for the benefit of users, taxpayers and civil servants. Creation of the Directorate General for State Modernisation (DGME) at the Ministry of Economy, Finance and Industry. This directorate has an interministerial vocation. Public management modernisation and modernisation audit programmes Administrative simplification, better regulation, service quality E-government master plan and new online services 2

15 Open standards preferred The promotion of common norms and standards: the General Interoperability Framework (RGI which stands for Référentiel Général d Intéropérabilité), General Accessibility Framework (RGA which stands for Référentiel Général d'accessibilité) and the General Security Framework (RGS which stands for Référentiel Général de Sécurité). As an example: It will be required for public services to accept the Open Document Format promoted by ODF Alliance (ISO26300) The ODF Format should be used for editable office documents by Administration Public services must not migrate from their current editable office documents to another format than Open Document Format. 15

16 Open Source Software usage The Administration uses Open source software in three different ways: Use of generic open source software: OpenOffice.org: the office suite. Already workstations equipped Linux: mainly on servers, Announcement of the migration of the parliament for 2007 Apache : http server Jonas: Application Server promoted by Objectweb Contribute to an existing open source project: OCSInventory: a computer inventory system GPLI: an asset management software Gantt Project : as part as a project management solution CybEO : e-learning platform The agency bought the solution and published it under the open source license Cecill Develop specific software and publish under an open source software license. management system specifically design for the needs of Administration (Réponse en ligne) 16

Alexis was Project Director for the GIP MDS [modernisation of declarations to welfare agencies] which promoted the Internet portal net-entreprises.fr. Before joining the public service, Alexis worked as a Freelance IT Consultant ( ). He was previously Operations Director of a European Internet Hosting Company he had co-founded. 30
