3 Cutting red tape Initiative Reducing Admin Burden for Businesses (launched 2006) 230,000,000 times a year Austrian companies comply with information obligations to public authorities or a third person 5,700 information obligations cause administrative burden of 4.3 billion Euro a year (1.6 % of GDP, measured in 2007) target: reduce burden by 25 % or more than 1 billion Euro by simplification measures planned or already implemented Austrian Business Service Portal (BSP) = flagship project of the initiative 3

4 Why start a one-stop-shop? Businesses must report the same or similar information to different authorities Ways of submitting applications and notifications are neither comparable nor well coordinated (paper, , internet upload, via electronic interface, ) No cross-process elements and no consolidation of processes Businesses are confronted with different access schemes to egovernment systems Relevant information for businesses are scattered and difficult to access Businesses have to invest plenty of time and effort for day-to-day routines 4

5 Targets BSP will be the central egov one-stop-shop for businesses providing informational and transactional services BSP enables businesses to have efficient and effective administrative procedures with federal government via tailored and prompt information, single sign-on for all egovernment services and an easy identity and access management BSP cuts costs for businesses in the long run of up to 300 Mio., depending on the services provided BSP creates benefits for public administration by improved quality of data, reduced maintenance requirements and reduced set-up costs for new egov applications 5

6 Legal / organisation framework Business Service Portal Act (Unternehmensserviceportalgesetz) obliges ministries to take part Organisation framework: - Executive Board: high level management representatives of all ministries and main partners - Steering Committee: Ministry of Finance and Federal Chancellery, Federal Computing Centre, Statistical office and Social Security - Programme management core team Close co-operation with business organizations, chambers and public interest bodies 6

9 Implementation January 2010: information portal goes online May 2012: first expansion of the BSP goes online September 2011: start of the transaction portal pilot with single sign-on Currently: start of phase 2 9

10 First step: provide information Business Service Act (Unternehmensserviceportalgesetz) obliges ministries to take part and provide information for the business service portal Content is structured around life situations for businesses in 11 categories, i.e. starting up, taxes and finance, employment Starting point = top 500 information obligations from the initiative reducing administrative burden for businesses Central editorial team can make suggestions BUT ministry has the last word concerning publication 10

11 Pilot phase for second step Crucial to involve businesses: - Think aloud tests and focus groups with selected group of companies - Challenge especially the registration and log-on process and the administration area (available after log-on) - Input also on the information part of the portal Takes time, but is worth the effort Results feed back into an iterative development process 11

12 Second step: egovernment Services Currently 15 services available via single sign-on for registered businesses, i.e.: - social security (i.e. register employees, special transactions for construction businesses) - FinanzOnline = virtual tax office - data processing register - electronic invoicing with the federal government (mandatory by 1 January 2014) - registration of firearms (Directive 2008/51/EC) - Lobbying and Advocacy Register (registration of lobbying firms and corporate lobbyists) - transparency database (publication of information about subsidies and transfers ) 12

13 Phase 2 of the BSP BSP will provide fully electronic processes for businesses from reporting to notification BSP aims to avoid duplicate reporting Consolidation of information obligations regarding business situations (i.e. starting-up, subsidies), not only ICT changes but organizational/legal changes necessary BSP will be providing an electronic interface for automated data transmission from business software systems to public authorities 13

15 Lessons learned Involve political and high-level management from the start, ensure on-going support Legal framework is helpful Manage expectations on both sides - administration and businesses; ICT can do a lot but not solve everything Organisational / legal aspects are more challenging than the technical implementation Cooperation is a central element of the BSP, aimed at providing assistance with the informational and transactional sections Collaboration across the federal government and with regional authorities (Länder and municipalities) is key for administrative reform, but takes time 15
