1 A Summary of Principles of Enterprise Architecture of Public Entities Version: June 2015

2 Introduction The document presents a summarized version of the principles of enterprise architecture of public entities. A full description of the principles is included in the document Principles of enterprise architecture of public entities 1 (version 1.0). BIZ1 2 Process approach to the provision of services 1. A map of business processes and models of business processes describing the as-is state and to-be state of the service were created. Models of business processes are created using commonly known standards (e.g. Business Process Model and Notation, BPMN). 2. The model of business processes includes also the elements which are outside of the service in particular human actors and ICT systems providing data to the service or receiving data from the service. 3. For each key process: an owner, a measurable objective, measurable benefits, as well as the time and cost of implementation of the process were indicated. 4. Changes required to provide the service organizational, legal and technical were planned on the basis of the differences between the as-is and the to-be state. The elements of the processes which will be supported by the ICT systems were pointed out. 5. Mechanisms for measuring and optimizing processes were designed. BIZ2 Communicating and educating stakeholders of the service 1. Research allowing to establish what information should be provided to stakeholders of the service were conducted. 2. A plan of internal and external communication (including promotion) and education was prepared. 3. A mechanism for providing feedback from users of the service was prepared. 4. 3 BIZ3 Standardization of the service management 1. Service management is based on best practices of IT services management (e.g. ITIL). 2. The service is developed on the basis of generally known standards and methodologies of project management (e.g. PRINCE2, PMBoK), project portfolio management (e.g. Management of Portfolios) or programme management (e.g. Managing Successful Programmes). 3. Expansion of the ICT system supporting operation of the service is measured according to one of the recognized methodologies of software sizing (e.g. COSMIC, IFPUG). BIZ4 The service has an owner 1. A person from among the institution's management who is responsible for the proper functioning of the service as a whole was indicated. 2. The persons responsible for the key elements of the service business processes, data, applications and infrastructure were identified. These persons are authorized to make key changes in the assigned area. BIZ5 The service is provided on the basis of the law in force 1. Based on the model of business processes for the to-be state of the service, it was determined whether there is a legal basis for providing the service. 2. If the legal basis for the provision of the service does not exist, then: a. draft legal acts necessary to provide the service were prepared and agreed upon, at least intra-ministerially, b. a schedule leading to the publication of the necessary legal acts was established, c. public consultations were conducted via the internet platform, d. Regulatory Impact Assessment was prepared on the basis of the model of business processes and the model of service efficiency. BIZ6 Service design based on a model of efficiency 1. The economic value of the service (ENPV economic net present value) was estimated by comparing the value of costs (including capital expenditure and operating costs) and the value of benefits (including social) which are connected with the service. 4 2. The source of funding was identified and the budget for investment and operating costs of the service was ensured. BIZ7 Human resources essential for the service 1. An analysis of the number and the competence of persons required to create and provide the service was carried out, and then the availability of such persons was ensured. 2. If it was necessary to increase the competence of persons in order to perform and provide the service, appropriate training was prepared and provided. DATA1 Standardization of data 1. A data model describing in a uniform way all data in the service was created. 2. Objects specified in the law (including the National Interoperability Framework) and the atomic schemas placed in the repository of interoperability of the electronic Platform of Public Administration Services (epuap) were used in the data model. 3. Rules for collecting and updating data including, among others, rules of validation, correction, anonymization and synchronization, were prepared. 4. The data model was published in the repository of interoperability of the epuap. DATA2 Re-use of data processed by the service 1. All data processed by the service was reviewed and data which is public information and is not derived from another service was indicated. 2. Data referred to in point 1 was made publicly available as wide as possible using network services, enabling automated machine reading of data. DATA3 Optimal use of the existing data sources 1. Data needed to be processed in the service is collected where possible automatically: a. firstly, from a public register, b. secondly, from other services. 2. The possibility of obtaining data automatically is checked periodically. 3. Data which was obtained from the sources listed in point 1 is not required from the service customer. Page 4 of 6 4

5 4. Access to all data relating to the service customer processed in the service was ensured for the service customer. DATA4 Open data standards 1. Data was made available in at least one open standard (not limiting access to data). 2. In the case of services directed exclusively to administration (A2A) if the entities receiving data agree to it data can be made available only in a closed standard. APL1 User-centered service design 1. Research on the needs of a user (citizen, official, entrepreneur) were performed in order to specify: a. The functional scope of the service: for each mode of communication (e.g. computer, mobile device), b. The scope of information: only information necessary to carry out the service, comprehensible to its users, c. The need to prepare different language versions, d. The design and the way the user interface of the service will work. 2. Meters for monitoring usefulness of the services for the users were prepared. 3. Search engine optimization (content, keywords, HTML code, addresses) was performed in order to ensure top position in search results. 4. Tests of the service with the users based on the graphical interface prototype were conducted, and confirmed usability and accessibility of the solution. APL2 Service availability 1. Users needs were researched and on the base of this research certain parameters of availability of the service were determined, e.g. what is the acceptable level of unavailability, how long such breaks can last, how many users will be served by the ICT system at the same time. 2. Components of the ICT system, which will ensure availability of the service in accordance with the parameters of point 1, were provided. 3. Solutions automatically verifying the level of availability of the service were implemented. 4. Information about the level of availability of the service was made publicly available. 5. A plan for the provision of the service describing the procedures and mechanisms which ensure continuity of the service operation was developed. Page 5 of 6 5

6 GEN1 Service interoperability 1. The ICT system serving the provision of the service is based on the service-oriented architecture (SOA) where the key components of this system are the elements that may function independently of others. 2. For the most important functions of the ICT system used for the provision of the service, network interfaces and documentation of these interfaces were made available, and the level of availability of the interfaces was determined. 3. The service automatically exchanges data with other services. 4. The end of providing the service is preceded by informing the service customers and owners of other services which exchange data with it about this fact. GEN2 Service measurability 1. Meters and their values were defined in order to be able to determine the benefits provided by the service (e.g. shortening the time and simplifying settlement of matters). The way of collecting data for the meters was established. 2. Information about the meters and their values was made available to the public and in the business activity plan of the service owner. GEN3 The service ensures security of processed data 1. Mechanisms ensuring the security of data (including personal data) and keeping secrets protected by law were determined. 2. Periodical performance of security tests of the ICT system used for provision of the service was planned. Page 6 of 6 6
