DUNBRITTON HOUSING ASSOCIATION LTD JOB DESCRIPTION Job Title: Responsible to: Responsible for: Chief Executive Officer Chair and Board of Management Operational Management Team PURPOSE OF THE JOB The Chief Executive Officer (CEO) is the most senior officer having overall responsibility for the organisation and will provide operational and strategic leadership. He/she is responsible and accountable to the Board for the development of Dunbritton s business strategy, its policy and business planning and the continued delivery of high quality affordable housing in vibrant sustainable communities. He/she will to work in partnership with funders, regulators and other stakeholders; lead the executive team within the value, behavioural and performance framework of the organisation and maintain a customer focused approach. OVERALL RESPONSIBILITIES OF THE JOB Lead the strategic direction, growth and development of the Association. Lead the delivery of high quality customer focused services. Develop and support an organisational culture that achieves high levels of performance and innovation. Provide inspirational leadership and vision for the management of Dunbritton. Promote the Association s brand and develop its profile, to ensure it is seen as a leader within the sector and local communities and that it maintains its excellent reputation. Support the development of members of the Board. Operate at all times in accordance with the principles of good governance and Dunbritton s Statement of Policy Principles. KEY ACHIEVEMENT AREAS Strategy Propose and recommend clear innovative strategic options that meet the aims of the Association and its stakeholders. Deliver and drive forward the corporate Vision & Purpose to ensure that Dunbritton continues to be a forward-thinking, responsive, efficient and dynamic organisation. Lead in the delivery of the strategic objectives of the Association as set out in the Business Plan.
Develop strategic plans, which ensure that DHA, working in partnership with customers and other stakeholders, delivers positive outcomes for tenants and the wider community. Work with public and private agencies to ensure access to funding and finance pursuant to the Association s strategic objectives. Ensure that Dunbritton has and retains the leadership skills and capacity to respond positively and proactively to the political, social and economic environment. Leadership Provide motivational leadership and support to the Operational Management Team. Develop the Operational Management Team in adopting a collaborative and supportive approach, maintaining up to date professional knowledge and providing advice and assistance to colleagues. Inspire a culture of organisational development by ensuring the regular review of management, performance, learning and development within the Organisation to: harness the strengths and talents of employees at all levels ensure that the conditions exist for employees to grow and develop ensure that appropriate performance management and development systems, quality standards monitoring and review are used to optimise employee motivation and satisfaction. Demonstrate the ambition that inspires the Operational Management Team to transform services and communities. Promote Equality and Diversity in all aspects of the Association s business. Governance Deliver excellent governance by ensuring the activities of Dunbritton are carried out to the highest standards of integrity and professionalism in accordance with statutory bodies and regulatory requirements, relevant legislation and best practice. Ensure financial viability is maintained through robust systems that maximise income and ensure value for money. Ensure that the financial probity and capability of Dunbritton is such that it is able to execute development plans, service loans and provide secure housing and housing services to customers.
Ensure effective risk management and risk mitigation. Services Ensure the expectations of the Scottish Social Housing Charter are met. Ensure the provision and maintenance of high quality affordable homes and responsive services to tenants and residents in accordance with policies, business plans and budgets. Ensure that our Customer Service Standards commitments are met Lead Dunbritton in achieving excellence in customer service with a focus on continuous improvement, transforming and innovating services and communities. Ensure that Dunbritton continues to promote a strong, positive image. External Relations and Partnerships Represent and promote the Organisation s interest and develop positive relationships with key stakeholders including tenants, other customers, local authorities, regulators, elected representatives and Scottish Government.

CHIEF EXECUTIVE OFFICER PERSON SPECIFICATION Essential Desirable Education/Qualifications Educated to degree level or membership of a relevant professional organisation Able to evidence continuing professional and leadership development Experience Senior management level experience [minimum 5 years]. Track record in developing people, strategic planning and risk management. Proven success in building successful partnerships Experience of delivering continuous performance and service improvement in an organisation. Creative and innovative management style and substantial experience of effective staff management Preparation, promotion and implementation of business plans and other planning/bidding documents Experience of effective working with a voluntary Board or Management Committee Experience within a successful Registered Social Landlord or housing related organisation Experience in the development of new housing Experience in delivery of community support initiatives Proven track record in achieving value for money
Knowledge and Understanding Significant knowledge of social housing matters, including legislation, regulation, policy and finance Understanding of governance issues & responsibilities including charitable status. Understanding of financial accounts, management accounts and treasury management. Health & Safety responsibilities of an employer and services provider. Understanding of and commitment to performance management Knowledge of Regulatory Standards for Registered Social Landlords.
