Evaluate, Clean, and Tune Guidance The Evaluate, Clean and Tune (ECT) process serves three essential purposes in the Weatherization Assistance Program (WAP). The first is to evaluate the existing system to determine its efficiency, safety, durability, and overall ability to perform as intended. The second function is the cleaning of the system to ensure that it is running as efficiently as possible, as well as to ensure durability of the components. The third is to tune the system to make it as efficient as possible for as long as possible. The listed standards have been set for those individuals performing the ECT as part of the North Carolina Weatherization Assistance Program. These standards borrow heavily from Air Conditioning Contractors of America (ACCA) Standard 4 as referenced in the North Carolina Weatherization Installation Standards. This standard is not meant to replace ACCA Standard 4, but rather to supplement and provide further guidance on what is expected in an ECT performed for the WAP program. This is meant as a technical assistance component and may aid in the establishment of a contracted service with HVAC professionals. In all cases, the NC Weatherization Installation Standards and applicable codes govern. This standard provides MINIMUM requirements for the inspection by appropriately licensed contractors of residential HVAC equipment. Relevant inspections of components are called out, along with the required corrections to be made as part of the ECT. Recommended repairs are also noted, and may be completed by the ECT contractor or another HVAC contractor, but are considered outside the scope of typical ECT measures. In all cases where cleaning of coils is recommended, an industry accepted solvent and water shall be used. Water alone shall not be used to clean coils. Air cleaning, using vacuum or compressed air, shall be done in such a way that does not spread lint and other particulates into sensitive compartments of the HVAC system. When feasible, removing components to clean them shall always be the preferred method. Identifying units as needing significant repair or replacement does not necessarily ensure that they will be replaced, due to budgetary and other programmatic restraints. It is for this reason that units, even those in a state of disrepair, are cleaned and tuned in addition to being evaluated. The obligation and objective of this program is to deliver the client the most efficient unit regardless of impending repairs or replacement. Inspect all equipment and components to ensure that they do not violate manufacturer s instructions, warranty requirements, building codes, health and safety standards, environmental regulations, and overall industry best practices. Identify the HVAC system inventory of equipment, controls, components, and accessories as outlined in the Heating Ventilation and Air Conditioning System Evaluation provided by the North Carolina Weatherization Assistance Program. No repair shall be made by the contractor performing the ECT that exceeds the contract defined scope of work without approval by the Weatherization Service Provider (WSP). All safety and maintenance concerns should be documented and presented to the WSP. Work identified as life threatening shall be corrected immediately so as to protect clients and staff regardless of contract terms. Evaluate, Clean, and Tune Guidance August 2012 Page 1 of 23
