1 Boiler and Burner Cleaning and Servicing Specifications The Town of Groton of Public Works Department is requesting bids to provide manufacturers recommended maintenance, repairs and emergency service for all heating equipment under the jurisdiction of the Facilities Management Division. All equipment and systems shall be maintained to the manufacturer s specification and perform at optimum operational condition. The Public Works Department owns and operates 20 facilities located throughout the Town of Groton. Equipment to be serviced shall include oil and gas fired boilers and furnaces, LP Gas Unit Heaters, LP Gas Radiant Heaters, oil fired hot water heaters, and all associated operating controls. QUALIFICATION OF BIDDER Bidders shall have at least five (5) years experience in the boiler and burner service and repair business, possess a current State of Connecticut S-1 Unlimited Contractor s License and comply with all current Federal, State and local codes, statutes, ordinances, and any other regulatory requirements. The successful bidder must provide a copy of the above-mentioned license to the Town of Groton Public Works Department. The successful bidder may also be required to pull building permits for work other than maintenance and operational repairs (new work). SUBCONTRACTING Subcontracting of any portion of this contract shall not be permitted without written approval from the Town of Groton Public Works Facilities Management Division. SILENCE OF SPECIFICATIONS: The silence of the specification and any supplemental specification as to any details or the omission from it of a detailed description concerning any point shall be regarded as meaning that only the best commercial practices are to prevail and that only materials of first quality and correct type, size and design are to be used. All workmanship shall be of high quality. All interpretations of this specification shall be made upon the basis of this statement. The Town of Groton reserves the right to reject any bid and all bids and to waive any formalities in the bidding procedures if it is in the best interest of the Town to do so.

2 STANDARD SERVICE Normal service labor rates shall apply to work performed during the hours of 7:00 a.m. to 3:30 p.m., Monday through Friday. Normal service must be pre-authorized by the Building and Fleet Supervisor or designee. The Contractor s service technician shall respond on-site to normal service calls within forty-eight (48) hours of the Town s request. Service technician must indicate on their service report, time of arrival and departure from the facility. Each service report must be legible, printed and signed by the service technician and the Town s representative. EMERGENCY SERVICE Emergency service shall be work initiated outside normal working hours as defined above under standard service, including holidays, and that initiated during normal working hours, but identified by the Building and Fleet Supervisor as emergency service. Emergency service rendered under this contract shall be available continually on a twenty-four 24 hour 7 day basis. Twenty-four hour (24) emergency-service capability shall include an answering service response system. Vendor must provide a seven day twenty-four (24) hour a day phone response with call back response within one (1) hour. The licensed Service Technician shall respond to on-site emergency calls within four (4) hours of the Town s request. MECHANICAL EQUIPMENT Contractor shall have available an adequate inventory to perform service in accordance with specifications. Before and after an award is made, the Town reserves the right to visit the bidder s place of business at anytime throughout the duration of the Contract to examine and verify the existence of an adequate inventory and necessary test equipment. In the event that parts required are unavailable due to obsolescence or extended delivery dates, the Contractor (upon approval of the Building and Fleet Supervisor or designee), will substitute new or rebuilt parts of equal quality and performance. REPORTS Upon completion of the annual inspections and servicing, a complete and separate report for each unit shall be submitted in duplicate to the Supervisor of Facilities of designee. This report must fulfill the reporting requirements for the Town of Groton s heating equipment for the Biennial Compliance Certification under 40CFR Part 63 Subpart JJJJJJ section III. This form will be supplied by the Town. ANNUAL SERVICES Annual cleanings of boiler/furnace, unit heaters and burners, shall include the listed facilities and shall be completed during normal service periods. Schedule of an annual service shall be submitted to the Public Works Supervisor of Facilities or designee two weeks prior to the service. Annual services shall take place between September and October of each year unless otherwise designated by the Building and Fleet Supervisor or designee. A summary of needed repairs, including cost estimates, must be

3 submitted no later than October 31 st of each year for each boiler. No safety device will be disconnected without prior approval. Once approved, any safety device that is disconnected will be immediately repaired / replaced. EXECUTION FIRESIDE CLEANING CAST IRON BOILERS 1) Open all fireside doors, inspection openings and smoke hoods etc. Wire brush all fireside surfaces and power vacuum. Clean soot deposits and accumulations from smoke hoods, secondary air openings and all flue passages, baffles and combustion chamber, etc. 2) Inspect refractory making sure it is all tight, combustion chambers, fireside seals, tube sheet, tubes and tube ends, casing and boiler insulation. Notify the Supervisor or Facilities or designee of any required repairs prior to proceeding to step 3. 3) Close all fireside openings with new seals and gaskets as required. WATERSIDE CLEANING 1) Cool and drain boiler. Remove blow down valves, piping, plug caps in mud drums or bottom of wet base boilers. Flush all loose scale and sediment from drums. NOTE: Excessive scale deposits in drums should be brought to Public Works Supervisor of Facilities or designee s attention for any corrective action. 2) Open, clean low water cut-offs, equalizing piping and close with new gasketing. Check switching for proper operation. 3) Test Boiler Pressure Relief valves / Steam Boiler Safety for proper operation. 4) Lubricate circulator pumps / bearing assemblies, pump motors if applicable per manufacturer s recommendation. 5) Equalize steam / hydraulic systems as needed. OWNER INSPECTION Fireside, waterside, low water cut-offs, etc., will be left open to allow for POC or designee or insurance inspection. After inspection and approval, seal all openings with new factory approved gaskets. Test fire for leaks and efficiency per manufacturer s standards. Inspect and test all safety devices for proper operation. BURNER CLEANING The following items, where applicable, will be disassembled, cleaned and adjusted as required: Fan housing Forced draft fan Inlet air damper

4 Blast tube Oil drawer assembly Gas/electric pilot Oil filter-replace core, clean strainers and replace gaskets Nozzles- replace on all burners Clean, lubricate and adjust all linkage Scanner Diffusers Check burner throat refractory Test ignition transformer Replace worn ignition leads Inspect all parts for wear, corrosion, etc. Notify POC or designee in writing if any recommended repairs replacements are required. Inspect thermostatic control systems for proper operation. Air filters, replace all disposable type with new, clean ones and replace reusable type where applicable. Clean oil pump strainer if applicable test for proper pump pressure and vacuum. Check for proper gas pressure if applicable. Inspect and test all safety devices for proper operation. Perform combustion testing and provide results along with the service reports to the POC. Forced Air Furnace Oil/Unitary Roof-top Unit Inspect clean and adjust electrodes and nozzles on oil burners or control valves and thermo setting bulbs on gas burners; lubricate oil burner motors bearings as applicable. Inspect fuel system piping for leaks. Change fuel filter. Check for proper operation of burner primary controls. Replace filter in air handler. Check blower motor for vibration and noise. Lubricate bearings if required. Replace belt. Check electrical burner control and blower wiring- tighten connections. Inspect and clean firebox. Clean blower and air plenum. Check condition of flue pipe damper and stack. Check equipment operation, make adjustments as required. Oil Fired Hot Water Heater Check for water leaks to tank and piping- check for fuel system leaks. Check burner flame and pilot on oil burner- adjust if required.

5 Check operation and condition of pressure relief valve. Check automatic controls for proper operation (temperature regulators, thermostatic devices, automatic fuel shut off valve, etc.) Replace fuel filter element on oil burner. Replace and adjust electrodes and nozzles on oil burner; inspect fire box and flame detection scanner. Check electrical wiring for fraying and loose connections on the oil burner. Clean Firebox. Check for proper draft adjustment- adjust draft meter if necessary. Drain sediment from tank. Radiant Heater Inspect heater for items hanging on or logged into the heater. Inspect underneath in between the tubes and between the grilles. Inspect reflector. Check the reflector for dirt, sagging, cracking and distortion. Clean outside surface with a damp cloth if needed. Inspect vent pipe and outside air inlet. Use a flashlight to look for dirt, obstructions, cracks on the pipe, gaps in sealed areas and corrosion. Remove any carbon deposits or scale using a wire brush. Ensure heat exchanger tube is connected and suspended securely. Inspect gas line for leaks. Inspect burner. Burner must be free of cracks and holes. Inspect igniter and electrode. Replace if cracked broken, eroded or showing signs of wear. Inspect thermostat, sensor and Control Device. There should be no exposed wires or damage to the device or wiring. Check heater support mounts safety and security. GENERAL 1. Replacement parts relating to normal wear and tear (filters, gaskets, fasteners, gauge glass, etc.) required for the execution of annual services shall be provided as part of the lump-sum fee bid for those services. Labor and material cost resulting from faults identified during annual services (to exclude replacement of filters, gaskets, fasteners, gauge glass, etc.) shall be invoiced at the time and material rates bid for normal services after the Building and Fleet Supervisor s approval. 2. Nothing in this specification is intended to allow less than first class workmanship and full compliance with National and Local associated codes. The boiler exterior and boiler room floors are to be left clean and to the satisfaction of the Building and Fleet Supervisor or designee. 3. Upon completion of service to boilers and burners, the successful bidder shall submit to the Public Works Supervisor of Buildings and Fleet, their condition in writing. A copy of this record shall remain at the successful bidder s office. 4. Contractor shall report any problems or concerns found to the Building and Fleet Supervisor.

6 5) After completing work, contractors shall leave premises in a clean, orderly and acceptable condition including the removal of all old parts and material following all statutes and regulations including the Department of Energy and Environmental Protection THE SUPERVISOR OF BUILDINGS AND FLEET OR DESIGNEE MUST APPROVE ANY REPAIR TO ANY PIECE OF EQUIPMENT THAT IS FOUND TO HAVE A DEFICIENCY DISCOVERED DURING THE MAINTENANCE TUNEUP. PAYMENT TERMS No travel charges will be allowed Payment for work relating to this Contract shall consist of: a. A single fee for the one-time annual maintenance service of all heating equipment for the listed facilities. b. Reimbursement throughout the Contract period for invoiced, on-call services (both normal and emergency) performed at the time and material rates (hourly/percentage mark-up over cost) submitted as part of the Contractor s bid. c. Invoices for services performed shall be submitted within five (5) business days after completion of work.
