A. LEGAL COUNSEL I JOB GROUP M A Legal Counsel I (Drafting Services) shall be responsible to the Senior Legal Counsel. Duties and responsibilities will entail: a) Drafting of Private Members Bills; b) Drafting of amendments to Bills to be proposed to the Assembly by any Member of County assembly or any Committee of County Assembly; c) Training and supervision of Legal Counsel (Drafting services); d) Giving legal interpretation of Acts and Bills and generally giving legal advice on matters relating to County Assembly; e) Providing legal advice to the CASB, County Assembly and its Committee; f) Ensuring that Bills passed by County Assembly comply with the Constitution; g) Liaising with the Office of the Attorney General on litigation matters involving County Assembly; h) Legal representation of County assembly and the CASB in court proceedings; i) Giving of legal opinions on matters before or relating to County Assembly and giving legal advice on commercial matters; j) Providing any other legal services as may be required by County Assembly, the Committees, the Speaker, the CASB or the Clerk; k) Undertaking legal research on matters before the Department Requirements for Appointment For appointment to this grade a candidate must:- 1 P a g e

B. C SENIOR PROCUREMENT OFFICER JOB GROUP P. Updating, interpreting and implementing existing procurement policies, regulations and procedures; Preparing procurement plans in accordance with budget process; Coordinating procurement activities; Carrying out internal monitoring and evaluation on procurement; (iv) Assessing the performance of suppliers and contractors; (v) Coordinating the preparation and the implementation of procurement manual; recommending disposal of unserviceable stores; (vi) Conducting market research; taking stock of stores; (vii) Checking the delivered by suppliers are of the right quality and quantity; Ensuring that delivering stores to the County Assembly; (viii) Preparing payment vouchers for suppliers; and (ix) Distributing quotations requests. Requirement for Appointment For appointment to this grade, an officer must have:- Served in the grade of Procurement Officer II for a minimum period of three (3) years; Bachelors degree in any of the following disciplines:-supply Chain Management, Commerce (Supplies Management option), Procurement and Supplies Management, Business Administration, Logistics or any equivalent qualification from a recognized institution; Certificate in Management Course from a recognized institution; 3 P a g e

PROCUREMENT ASSISTANT, JOB GROUP J a) Maintaining security and safe custody of stores; b) Undertaking procurement and storage activities; c) Issuing and rationing of stores; and d) Making recommendations for disposal of unserviceable stores. Requirement for Appointment For appointment to this grade, an officer must have:- Diploma in Procurement and Supplies or its equivalent qualification from a recognized institution; A degree in Procurement and supplies will be an added advantage; Certificate in computer application skills; and Demonstrated integrity and professional competence. E. HUMAN RESOURCE ASSISTANT I, JOB GROUP K : a) Preparing and overseeing implementation of Human Resource strategies, policies and programs/work plans; 4 P a g e
b) Establishing and managing an efficient and effective, professional and sustainable Human Resource system; c) Preparing schedule of duties; d) Updating records of staff training and development programs; e) Ensuring implementation of computerized human resources management infrastructure; and f) Managing all industrial relations issues. Requirements for Appointment For appointment to this grade, an officer must have: i. Diploma in Human Resource from any recognized Educational Institution ii. A Bachelors degree in Human Resource Management or Business Administration(Human Resource option) or any other equivalent qualification from a recognized institution will be an added advantage; iii. Proficiency in computer application skills and payroll issues; and iv. Demonstrated merit and ability in work performance. F. OFFICE ASSISTANTS JOB GROUP E : Preparing duty roster. Management of kitchen and cleaning stores Evaluating office attendants based on schedule of duties Cleaning of offices, kitchens, and entire compound; Collecting and cleaning crockery for serving tea; (iv) Collecting and delivering documents outside the organization; (v) Delivering documents within the organization (vi) Responsibility for office equipment Requirements for appointment 5 P a g e

SECURITY WARDEN I JOB GROUP F Duties and responsibilities a) Allocating of mail to MCA s Pigeon holes preventing removal of institutional property without proper and authorized documentation; b) Handling of telephone services at security desks; c) Controlling of vehicular traffic/parking; d) Patrolling of offices cark parks lounges etc; e) Performing periodical security night duties; f) Manning the security desk; booking of visitors/guests at the entrances; g) Issuing entry badges; h) Screening members and visitors; i) Storaging visitors baggage Requirements for Appointment Be in possession of Kenya Certificate of Secondary Education grade D+ or its equivalent; 6 P a g e
Be in possession of a Security Training Certificate; or have serve satisfactorily in disciplined service for a period of not less than three (3) years; Have a First Aid certificate/fire fighting certificate/disaster management certificate; and (iv) Be in possession of a certificate of good conduct from CID. H. INTERNAL AUDITOR II, JOB GROUP J a) carrying out audit inspections of County Assembly s records, out audit checks and identifying any accounting errors; and b) Collecting data on periodical financial returns, estimates and expenditure; examining vouchers, cashbooks, ledgers confirming the propriety and accuracy of the transactions; c) Auditing annual accounts; and d) Undertaking audit inspection at the County Assembly. Requirements for Appointment Bachelors degree in any of the following disciplines:- Commerce (Accounting/Finance option), Economics, Mathematics, Statistics or its equivalent qualification from a recognized institution; Or Certified Public Accountants (CPA) Kenya Part III or Certified Internal Auditors (CIA) Part IV from a recognized institution; 7 P a g e

Sign Language Interpreter Job Group J a) 8 P a g e Translating the spoken word into sign language and vice versa; conduct research on current trends on access to communication and cascading the same to stakeholders; Mediating the deaf culture Conduct research on technical information or complex information to gain an understanding of what will be interpreted; (iv) Assist to provide regular sensitization to the staff on basic sign language; (v) Advice for the rights of the deaf in the provision of accessible information by all; (vi) Responsible for creating a training plan for teaching staff on KSL; (vii) The individual will carry out regular research on current trends and conduct sensitizations to the staff. (viii) Any other duty as may be assigned b) Requirements for appointment The successful candidate shall be a Kenyan citizen with: Kenya Certificate of Secondary Education (KCSE) C or its equivalent from a recognized Institution Basic training in Sign Language Interpretation; Two (2) years experience in a busy Sign Language Interpretation environment; (iv) Good listening skills. (v) Good communication skills. (vi) Observe strict confidentiality, (vii) Conduct should be above reproach. (viii) Should not interfere, advice, or interject personal opinions into interpreted situations.
J. MAINTENANCE OFFICER, JOB GROUP K In charge of maintenance servicing and air condition and fridges; Repairs and or servicing of electrical appliances; Maintaining schedule of work done including all costs thereof; (iv) In charge of repair, maintenance and servicing of a minimum 220 KVA generator; (v) General maintenance works for all buildings under the County Assembly. Requirement for Appointment For appointment to this grade, an officer must have:- (iv) served in electrical installations works in any busy institution for a minimum period of three (3) years; Diploma Electrical Engineering or its equivalent qualification from a recognized institution; Certificate in computer application skills; and demonstrated integrity and professional competence as reflected in work performance and results 9 P a g e
