Every year our systems process millions of visa applications, border crossings, and passport applications. Purpose of Role The Programme and Project (PPM) function leads and delivers a wide range of Home Office IT projects and programmes. Project Managers will be required to have experience of delivering technology programmes, an understanding of Agile delivery and a track record in the delivery of major software, systems integration or IT moves and installs projects involving multiple activities and streams of people from both IT and business teams. This role is for a G7 Project Manager to work in the IT Moves and Changes portfolio. This is a busy and dynamic environment, delivering a variety of moves and installs for multiple HO systems, to all Home Office staff in the UK and Europe. The successful candidate(s) will lead the delivery of technology projects relating to property changes and estate growth and consolidations, ensuring that the IT systems elements of the project are delivered within agreed requirements and implemented according to appropriate methodology. For example, you may lead on the IT for complex port projects, including juxtaposed ports in France and Belgium as well as Heathrow and Gatwick, lead on and deliver large consolidation projects in accordance with HO estates strategy and Smarter Working principles, mindful of the changing technological environment. You may lead a small team delivering the IT for large complex property consolidations. These projects will typically be medium/high risk with high risk time and cost constraints. Essential Criteria You will need to demonstrate within your application the following essential experience Proven experience in successfully managing the multiple and varied IT components of medium and large-scale IT projects through the full project lifecycle Understanding and practical experience of using at least one of the following methodologies: agile or waterfall Proven experience of the commercial management of project costs and financial monitoring, with the ability to manage external suppliers Proven experience of working in multi-disciplinary teams, forming constructive relationships at all levels, ability to communicate technical concepts to non-technical people as well as complex technical discussions with technical stakeholders Able to understand the strategic consequences of IT decisions a play a key role in influencing strategic decision making in order to support the wider organisational objectives The ability to influence, build and maintaining strong working relationships with stakeholders at a senior level in order to drive forward delivery and achieve successful outcomes for the business. Owning the production of key management products, ensuring they meet the required quality standards and are approved by the relevant stakeholders. Implementing and managing effective and appropriate project governance arrangements, including informal and formal assurance and risk management. Budgeting for, managing, monitoring and reviewing all project economics to include project costs (estimates and actual) and resource costs. Working with programme managers, or other project managers to identify and manage dependencies and interdependencies within programmes or between related projects
Leading the development of the commercial strategy and the procurement processes for the project, liaising with professionals in other related disciplines as required Ensuring that the project focuses on realisation of business benefits including cost saving initiates and vfm Leading stakeholder engagement with internal and external (e.g. OGDs) senior stakeholders to ensure that maximum improvements are made in business operations as the project delivers its products Providing technical assurance to other projects within the portfolio and using expertise to mentor other team members Management of people and budgets Task management of medium project teams Budget management for specific projects Line management duties to be determined Knowledge, skills and experience Strong project and programme management skills, including Agile, and have experience in delivering a range of types of projects in a technical environment with a focus on infrastructure Proven experience in successfully managing the multiple and varied IT components of medium and large-scale property projects from feasibility to delivery, including the establishment of brand new sites with the ability to hit the ground running and work at pace using technical know-how.
