Annexure A LIMITED TENDER INQUIRY Sub: Printing & distribution of Citizen s Charter for Directorate of Income Tax (PRPP&OL), 6 th Floor, Mayur Bhawan, New Delhi reg. The Directorate i.e. DIT(PRPP&OL) New Delhi, invites technical and financial bid (in separate envelopes) for printing and distribution of Citizen s Charter of the Income Tax Department to various offices of the Income Tax Department all over the country. The design in open files shall be supplied to the successful bidder. Specification of work: 2. Sealed quotations are invited for the following work:- (i) Printing and distribution of 4700,Citizen s Charter of the size of 2 ft. x 3 ft., 2350 each in Hindi and English, on digitally printed self adhesive vinyl, duly pasted and laminated on 3 mm sun board with 1 width 4ft. length double sided tape at the back ( 2 ft at top and 2 ft at bottom). (ii) Distribution of the 4700, Citizen s Charter to the address of the head quarter of 47 offices of the Income Tax Department. Detail of quantity and address are attached with this tender document. (iii) Details of contact person at the head quarter to whom the goods would be handed over would be provided along with work order. (iv) Supply and distribution of the 4700 Citizen s Charter in good condition, to the given address of the head quarter of 47 offices of the Income Tax Department (now onwards would be termed as specified destinations as per Annexure-2 attached with this letter) is required to be completed within one month of issue of the work order. (v) The cost shall include printing, packing & delivery to 47 specified destinations. Rates quoted shall be valid up to four months from submission. 3. The work mentioned in paragraph 2 is to be completed, subject to the following terms and conditions:- (i) The contractor/bidder should have valid service tax, trade tax registration and PAN. Copies of relevant proof are required to be attached with the technical bid. (ii) The contractor/bidder should have experience in the work of printing of posters. Copies of such work orders executed during last three years must be submitted along with the bid. (iii) The contractor/bidder should have minimum turnover of Rs. One Crore during last three years. Provide detail of your turnover during last three years i.e. up to 31.03.2011, 31.03.2012 and 31.03.2013. Submit copy of your balance sheet for the period. (iv) The contractor/bidder should not be black listed by any Government department/agency and should not have any criminal case pending against it. Submit undertaking in respect of the same along with technical bid. (v) A copy of terms and conditions duly singed by the tenderee(s) as a token of acceptance of the same should be attached along with the tender.
4.1 All the items supplied by the firm should be as per the required specification. Under any circumstances, sub-standard material will not be accepted. 4.2 The work of printing and distribution of 4700 Citizen s Charter, to the specified destinations, is required to be completed within one month of issue of the work order. No payment shall be made for damaged or substandard goods and the corresponding amount may be deducted from the bill for the same. The Directorate reserves right to make deduction from the bill for supply of such damaged or substandard goods. The shipment may be inspected by a technical team constituted by this Directorate before dispatch. 5. Penalty: In case the agency fails to complete the supply within stipulated period, penalty of Rs.1000 per day will be imposed on the agency and in case of partial failure partial penalty would be imposed. In case of failure to supply the material, legal action may be initiated against the agency for non-performance of the contract. 6. Payment (i) Payment shall be made after successful completion of the work and submission of bill along with certificates of receipt of goods in good conditions from the 47 offices of Department. (ii) No advance payment shall be made 7. Submission and opening of tender (i) The tender should reach this Directorate by 1300 hours on 8 th May 2013. (ii) Separate envelope should be used for Technical Bid and Financial Bid. (iii) Financial bids should be submitted in the proforma separately annexed with this tender notice. (iv) Tenders received late will not be entertained. (v) Incomplete or conditional tenders will not be entertained. (vi) Bidders shall not be permitted to alter or modify their bids after expiry of the deadline for receipt of bids (vii) The sealed tender super-scribed Supply of Citizen s Charter should reach the Directorate by 8 th May 2013 at Room No. 603, 6th Floor, Mayur Bhawan, Connaught Circus, New Delhi-110001. (viii) The technical bids will be opened first and the financial bids will be opened only after scrutiny of technical bid. The price bids of agency which qualified the technical bid shall only be opened.
