1 ADVERTISEMENT Bank of India invites applications in prescribed format from Valuers registered under Section 84 AB of the Wealth Tax Act, for Empanelment as Sarfaesi Valuers in Bank s panel, for the purpose of valuation of primary/ collateral securities related only to actions under the SARFAESI Act, subject to the fulfillment of the criteria related to educational qualifications and experience, details of which are specified hereunder. Sarfaesi Valuers who are already empanelled with the Bank need to apply afresh for continuing their empanelment. Empanelment of Sarfaesi Valuers will be done NBG (National Bank Group Office) wise. The list of NBGs and the Zonal Offices coming under them are given hereunder. Applications as per the prescribed format from areas coming under each Zone shall be submitted to the respective NBG offices only having jurisdiction over the same. In case any Valuer has been found guilty of misconduct in professional capacity in some other Bank/Institution and his name has been circulated/reported by the Indian Banks Association (IBA)/Central Bureau of Investigation (CBI)/ Reserve Bank Of India (RBI)/Any other Govt. Agency/Body, his/her application will not be considered for empanelment. Interested valuers satisfying the eligibility criteria, may submit their applications in the prescribed format so as to reach the respective NBG office on or before Applications received after this date will not be considered. Applications received without relevant particulars shall be summarily rejected. Bank's decision in this regard shall be final and binding on all parties, and Bank would be having absolute discretion to take any decision in this regard.

4 Qualifications: - (i) The valuer should be professionally qualified to value assets. Preference will be given to a firm with accounting /engineering professionals depending upon the requirement. (ii) The valuer should have a graduation degree / diploma in civil engineering / architecture/ town planning (or equivalent) with work experience of 5 years in the field of valuation after completion of the degree. (iii) (iv) (v) (vi) (vii) (viii) (ix) The valuer should be registered with the Institute of valuers, as also under Section 34 AB of the Wealth Tax Act, The registration of the firm of the valuer shall be atleast 5 years old at the time of consideration of application by the Bank. The valuer should have atleast 5 years experience in the valuation of assets for public sector banks. The firm working as the valuer with Debt Recovery Tribunals and High Court would be preferred. The firm of the valuer and the valuers /associate valuer(s) each should have PANs. The valuer should have thorough knowledge of the Industry concerned and also the type of assets to be valued. The valuer against whom complaints have been registered with the CBI, Serious Fraud Investigation Cell and court(s), and/or blacklisted by any bank, is not eligible. The empanelled valuer should preferably be a member of anyone of the professional valuer bodies viz. Institution of valuers, institution of surveyors, Institution of Govt. approved valuers, practicing valuers association of India, the Indian Institution of valuers, centre for valuation studies, research and training royal institution of chartered surveyors, India chapter, American society of appraisers, USA(ASA),appraisal institute USA. Registration with the central/state governments is desirable but not compulsory, however, the valuer should be registered under Section 34AB of Wealth Tax Act, The existing panel of Sarfaesi valuers shall continue till the time revised panel is finalised in terms of the aforesaid guidelines.
