Extra care and other specialist housing is being developed as part of a longer term residential strategy for older people. Increasing the provision of extra care housing and promoting its uptake, will help to improve the independence and quality of life of our older and disabled residents by enabling them to live in their own home with care and support at close proximity, avoiding the need to move into a care home. Adult Social Care aims to create 180 more extra care housing units by 2018/19. This target is part of the Council s overarching priorities and performance targets for the next three years programme. The programme prioritises a range of affordable housing tenures, including extra care. Residents are encouraged to be independent, and can engage with others, or be as self-sufficient as they choose. The Site The proposed development site covers an area of approximately 1.3 hectares with Blenheim Park to the north. Shore Close and Owen House lie to the east, with Owen House providing sheltered accommodation for older people. Existing residential properties border the site to the south and west. Blenheim Park itself will remain in public use and is beyond the scope of these development proposals. The redevelopment of the site, shown with a red boundary, is currently allocated by the Local Plan for education and housing uses (Site Ref: 68 - Ex- Servicemen s Club). The Council have decided that the site is no longer required for educational purposes and that housing in the form of an extra care scheme would help meet the rising demand for specialist housing units. The proximity to Owen House sheltered scheme and the size of the site lends itself to an extra care scheme. The site is currently occupied by CB Hounslow Football Club on a Tenancy at Will. The development proposals will require the football club to relocate to new facilities under construction at their Green Lane site in Hounslow. The Proposal Redeveloping the former Ex-Servicemen s site to provide extra care housing is a key priority for the council who want to develop services which better meet the needs of people with learning disabilities, physical disabilities and dementia. Award winning consultants PRP Architects LLP who specialise in extra care housing were appointed to produce a number of extra care options for the site. The proposal on display is the council s preferred option providing 92 extra care apartments. The proposed development includes 84 one bedroom and 8 two bedroom apartments with a range of communal facilities to provide a balanced community for older people. The proposed development will range from 2 to 3 storeys in height. In addition, 10% of the new dwellings created will be wheelchair user properties. Typical examples of one and two bedroom apartments are shown opposite. A total of 33 parking spaces will be provided as part of the scheme, including allocated off-street parking spaces and a number designated visitor s and wheelchair accessible spaces. Cycle and mobility scooter stores will be provided within the scheme. The redevelopment will provide entirely affordable accommodation, with the scheme making an important contribution to local identified needs. The Council is the registered owner of the land and will need to submit a formal planning application for redevelopment of the site. Prior to making an application the council will use powers available to local authorities to appropriate land for planning purposes allowing a further opportunity to consult on this proposal whilst completing this statutory function. Blenheim Extra Care Scheme Plans - Design Principles Floor Plans The main entrance is located at the front of the site to be clearly visible from the main road. The reception and offices are located adjacent to the entrance providing natural surveillance over the entrance. A light, spacious foyer provides an informal meeting space with access to key communal spaces. The communal lounge enjoys access and views to the landscaped garden courtyard. The residential areas are located beyond controlled access points (dotted blue line). Second Floor Plan The restaurant is accessible from the main entrance and has views through to the learning disabilities garden. Access to apartments is via external covered walkways (colonnaded at ground floor). Corridors with seating bays are provided in the Cluster. Apartments will be provided with a patio or balcony area to give residents a private external space. A changing places facility is located at the First Floor - combined with an Assisted Bathroom. A parking area is provided to the south of the scheme - with a dedicated ambulance bay. Site - Logistics, Access and Surveys The Council is considering early contractor engagement during the pre-construction stages of the project to help develop scheme proposals before submitting a formal planning application. Early contractor engagement allows the council to better consider the site logistics and sequencing of the construction phasing. Vehicle access to the proposed development will remain unchanged and be from United Drive. However, this single point of entry presents challenges for vehicle movements and deliveries during the construction phase. One solution to reduce the potential impact on local residents during the construction phase is to create a secondary temporary vehicular entrance via Shore Close. An optional new pedestrian access is proposed, outside the site boundary, to the north east of the site. The new path will give access to Blenheim Park from Shore Close. The principles of the proposed access and internal layout will need to be discussed with Highways officers during the planning process. A range of ecological surveys have been completed, including habitat survey and specific surveys for reptiles and bats. These surveys have identified that there is no evidence of protected or notable species on this site. Further surveys including a Transport Assessment are scheduled to be completed before finalising our proposals. Discuss the comments received with councillors and officers. Conduct formal discussions with the Local Planning Authority and partners including the HS Primary Care Trust and the Greater London Authority and other statutory consultees about land based matters. Revise the proposals as necessary, after considering feedback from the exhibitions and discussions with technical stakeholders, councillors and council officers. Conduct further public events, including exhibitions, to present updated and refined proposals. Repeat the process above with further discussions with technical, council and statutory stakeholders to make scheme refinements. Write to all interested parties to inform them of the final proposals and to give notice of the council s intent to submit a planning application. Submit planning application.
