DIRECTOR, ENVIRONMENT JOB GROUP R (1 POST) An officer at this level will be responsible to the County Chief Officer, Environment for the administration and coordination of all the activities related to Environment. Specific duties and responsibilities include: a) Development of by laws and ensuring that they are in conformity with the Environmental Management and Coordination Act (EMCA) 1999. b) Liaising with other Departments staff in drafting of legal documents c) Managing programs and projects d) Validating technical reports e) Responsible for development and updating of an Environmental database. ASSISTANT DIRECTOR ENVIRONMENT JOB GROUP P (1 POST) An officer at this level will be responsible to the County Director, Environment for the following duties and responsibilities: a) Overseeing the use of all resources within the county Department. b) Developing schemes for recycling, pollution reduction and pollution prevention together with environmental conservation. c) Providing environmental training to staff at all levels. d) Writing of plans and reports e) Keeping up to date with changes in environmental legislation and initiatives f) Liaising with regulatory bodies such as NEMA. g) Managing environmental strategy budgets h) Ensure compliance with environmental legislation i) Meet regularly with staff, direct them to provide supervision and ensure open communication and j) Reviewing the departments policies and procedures to employees, residents, visitors, non - governmental agencies For appointment to this grade, an officer must: a) Have at least a minimum relevant work experience of ten (10) years in Environment Management, three (3) years of which as Principal Environment Officer or in a comparable and relevant position in either Public Service or Private sector. b) Have a Bachelor s Degree in Environment related field e.g. Environmental Management, Environmental Studies, and Environmental Engineering, Environmental Sciences or any other relevant qualification from a recognized institution. c) Have a Master s Degree in Environment related field e.g. Environment Management, Environment Studies, and Environment Science, Environment Engineering, Natural Resources or any other relevant qualification from a recognized institution. d) Attended a Senior Management Course lasting not less than four (4) weeks from a recognized institution and e) Demonstrated professional ability, initiative and competence in organizing and directing work. 3. PRINCIPAL ENVIRONMENT OFFICER JOB GROUP N (2 POSTS) An officer at this level will be responsible to the Assistant Director Environment for the following duties and responsibilities: a) Facilitating Consultative Programs for: Collecting information for preparing action/ legislations/strategic action plans. Developing and maintaining databases 2

Developing research proposals Coordinating stakeholders Monitoring, evaluation and reporting b) Responsible for generation of work plan activities and reporting of work plan in the Department. c) Supervising and coordinating all environmental related matters undertaken by the Ministry. d) Facilitating exchange of environmental information among various institutions. For appointment to this grade, an officer must: a) Have a minimum of eight (8) years relevant working experience in the field of Environment, three (3) years of which as Chief Environment Officer or in Comparable relevant position either in the Public Service or Private sector. b) Have a Bachelor s Degree in Environment related field e.g. Environmental Management, Environmental Studies, and Environmental Engineering, Environmental Sciences or any other relevant qualification from a recognized institution. c) Attended a Senior Management Course lasting not less than four (4) weeks from a recognized institution d) Be Proficient in Computer Applications and e) Demonstrated Administrative and professional competence in work performance. 4. PRINCIPAL RESEARCH OFFICER JOB GROUP N (3 POSTS) An officer at this level will be responsible for the following duties and responsibilities: a) Carrying out continued research and analysis in the relevant Department; b) Managing data collection, presenting findings and recommendations; c) Data extraction and analysis; d) Prepare databases as well as manage and manipulate them whenever needed e) Providing expert interpretation, explanation and analysis; f) Maintain a periodically updated inventory of publications on current issues, legislation and major public policy issues/questions and g) Maintain statistical information and records on research issues. For appointment to this grade, an officer must have: a) A minimum of five (5) years relevant working experience in the field of Research, three (3) of which as Chief Research Officer Job Group M or in Comparable and relevant position b) A Bachelor s degree in specialized discipline including Economics, Agriculture, Environment, c) Sociology, Science, International Trade or other Social Science; d) A thorough knowledge and understanding of the concepts and techniques of professional research e) with emphasis on public policy analysis and f) Have practical competencies in using Statistical Package for the Social Sciences (SPSS). 3

RESEARCH OFFICER JOB GROUP K (5 POSTS) An officer at this level will be responsible for the following duties and responsibilities: a) Carrying out continued research and analysis in the relevant department; b) Managing data collection, presenting findings and recommendations; c) Data extraction and analysis; d) Prepare databases as well as manage and manipulate them whenever needed e) Providing expert interpretation, explanation and analysis; f) Maintain statistical information and records on research issues. ENVIRONMENT INSPECTOR I JOB GROUP K (9 POSTS) An officer at this level will be responsible for the following duties and responsibilities: a) Liaising with other agencies in inspection and monitoring of the environment b) Processing and responding to environmental incidents reported to the Ministry c) Collecting and collating data and information related to the Environment d) Creation of awareness to the community on environmental conservation and management e) Identifying areas of environmental concern and ensuring that they are addressed in development plans. f) Mobilizing the public to participate in environmental conservation and management g) Ensuring compliance and enforcement of environmental regulations within designed areas. For appointment to this grade, one must: a) Served for a minimum period of six (6) years, three (3) years of which as Environment Assistant 11 or in a comparable and relevant position in the public service or private sector b) Have a Diploma in Environmental related field such Environmental Studies, Environmental Science, Biological Sciences, Natural Resource Management or its equivalent from a recognized Institution OR c) Degree in Environmental related field such Environmental Studies, Environmental Science, Biological Sciences, Natural Resource Management or its equivalent from a recognized a Institution and d) A certificate in computer applications from a recognized institution preferably in web design 4

PRINCIPAL TOURISM OFFICER JOB GROUP N (4 POSTS) An officer at this level will be responsible for the following duties and responsibilities: a) Promoting County Tourism Products b) Organizing County Tourism and Travel Expos/fairs in collaboration with relevant stakeholders c) Organizing County participation in National and International tourism events d) Developing marketing materials to foster branding, destination image and competencies e) Equipping County information Centers with marketing materials and with travel technology f) Organizing cultural Tourism and other county Tourism festivals g) Co-coordinating task forces on tourism industry issues on a broad scale h) Establishing and promote County e-tourism and website design for market access and linkages i) Performing other related duties as assigned. Requirement for Appointment For appointment to this grade, an officer must have: a) A minimum of Eight (8) years relevant working experience in the field of Tourism, three (3) years of which as Chief Tourism Officer Job Group M or in Comparable and relevant position in the Public Service or Private sector. b) A Bachelor s degree in any of the following fields:tourism, environmental Science, Business Administration, Economics, Commerce, Sociology, Geography, International Relationor equivalent and relevant qualification from a recognized Institution. c) Certificate in Senior Management Course lasting not less than four (4) weeks from a recognized institution d) Excellent interpersonal, written and oral communication skills e) Ability to liaise with community groups, stakeholders in the tourism industry f) Ability to work independently, within large teams or to lead a team, cohesively and efficiently and g) Demonstrated organizational and leadership skills and relevant experience 3. TOURISM ASSISTANT 1 JOB GROUP K (9 POSTS) An officer at this level will be responsible for the following duties and responsibilities: a) Identifying and documenting Tourism products b) Identifying community based tourism projects c) Promoting existing tourist attractions through advertising campaigns, developing promotional literature including artwork, writing press releases and copy for tourism guides/newsletters d) Organizing special and seasonal events and festivals 6

e) Providing support, guidance and sometimes administering funding for local tourism-related business and advising new tourism businesses f) Creativity and innovative strategic thinking along with good PR and marketing skills. Requirement for Appointment For appointment to this grade, an officer must have: e) Served for a minimum period ofsix (6), three (3) years of which as Tourism Assistant 11 or in a comparable and relevant position in the public service or private sector f) A Diploma in any of the following: Tourism, Hospitality Management, Tour Guide, Travel. Tour Operations or their equivalent from a recognized Institution OR g) Degree in any of the following: Tourism, Hospitality Management, Tour Guide, Travel. Tour Operations or their equivalent from a recognized Institution and h) A certificate in computer applications from a recognized institution preferably in web design 4. TOUR GUIDE 11 JOB GROUP J (8 POSTS) at this level entails: a) Guide visitors around the attraction sites in the county b) Informing or educating county of tourism sites c) Carrying out research regarding county tourists sites d) Coordinating between public and the community e) Enforcement of compliance with tourism with tourism legislation f) Giving advisory and extension services to the sector g) Formulate,implement and manage itinerary Requirement for Appointment For appointment to this grade, one must have: a) Served in the grade of Tour Guide 111 for at least three (3) years either in Public Service or Private sector b) Diploma in Tourism or Related field from recognized institution in Kenya c) Excellent communication skills, d) Valid Tour guide Driving license e) Proficiency in computer applications and f) Demonstrated professional administration and administrative competency in work 5. CLERICAL OFFICER 1I, JG F (12 POSTS) Duties and responsibilities An officer at this level will be responsible for the following duties and responsibilities:- a) Compiling statistical records b) Sorting letters and filing them c) Dispatching letters and maintaining an efficient filing system d) Compiling and drafting simple letters 7

Requirements for appointment For appointment to this grade, a candidate must be in possession of:- a) Kenya Certificate of Secondary Education (KCSE) mean grade C- or its approved equivalent and b) Proficient in computer application from a recognized institution 6. For appointment to this grade, a candidate must: a) Have relevant working experience of not less than twelve (12) years, three (3) years of which at the grade of Principal Superintending Engineer (structural) or comparable and relevant position in the public service or private sector. b) A Bachelor s degree in relevant Engineering fields or its equivalent and relevant qualification from a recognized Institution. c) A Master s degree in relevant Engineering fields or its equivalent and relevant qualification from a recognized Institution. d) Be registered with Engineers Board of Kenya (EBK) or Board of Registration Architects and Quantity Surveyors (BORAQS). e) Be in possession of a current valid annual practicing license from the Engineers Board of Kenya. f) Corporate membership with Institution of Engineers of Kenya (IEK). g) Attended Strategic Leadership Development Course lasting not less than six (6) weeks from a recognized institution h) Demonstrated a high degree of professional competence and administrative capability required for effective planning, direction, control and coordination of structure, civil engineering development and implementation of mechanical building and i) Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on leadership and integrity Terms of service Three (3) years renewable contract 2. CHIEF SUPERINTENDING QUANTITY SURVEYOR JG P (1 POST) Duties and responsibilities An officer at this level will be deployed at the county headquarters as head of the Quantity Survey unit and will be responsible to the Director of Public Works for the following duties and responsibilities a) Coordination, checking and recommending for approval of tender documents including Bills of Quantities prepared by Quantity Survey b) Ensure professional standards accuracy c) Counterchecking of site measurements and valuations, variation orders, calculation of fluctuation and preparations of final accounts. d) Preparation of cost estimates, Bills of Quantities, monthly valuation on site, site measurement, preparation of variation orders and final accounts involving the implementation of development projects for the county. e) Supervise quantity surveying services in the county and supervise the staff working under him/her. f) Coordination of design, supervision of construction and maintenance of public buildings civil and other public works g) Responsible for research activities,administration and supervision 10

For appointment to this grade, a candidate must: a) Have relevant working experience of not less than ten (10) years,, three (3) years of which at the grade of Senior Superintending Quantity Surveyor JG N or comparable and relevant position in the public service or Private sector. b) Be a holder of Bachelor s degree in Building Economics/Quantity Surveying or its equivalent and relevant qualification from a recognized institution. c) Have Master s Degree in Building Economics/Quantity Surveying or its equivalent and relevant qualification from a recognized institution. d) Been registered with the Board of Registration of Architects and Quantity Surveyors of Kenya as a Quantity Surveyor (BORAQS) e) Corporate membership of the Institute of Quantity Surveyors of Kenya (IQSK) or Architectural Association of Kenya (AAK) f) Attended a Senior Management Course lasting not less than four (4) weeks from a recognized institution. g) Demonstrated a high degree of professional competence and administrative capability required for effective planning, direction, control and co-ordination of Quantity Surveying functions. h) Satisfy the requirements of Chapter six of the Constitution of Kenya 2010 on leadership and integrity 3. CHIEF SUPERINTENDING ENGINEER (ROADS) JG P (1 POST) 4. CHIEF SUPERINTENDING (STRUCTURAL) JG P (1POST) An officer at this level will be deployed at the county headquarters and will be responsible to the Director of the relevant sectionsfor following duties and responsibilities. a) Design, detailing and site supervision of structures in various material sand forms of construction b) Check and monitor projects designed c) Direction and control of engineers and structural assistants working under him/her d) Coordination of design, supervision of construction and maintenance of building, civil and other public works e) Responsible for research activities administrative and supervision of staff working under him/her f) Design, detailing, site supervision and maintenance of sewerage drainage, roads and paved areas pertaining to public buildings and checking and monitoring projects designed by consultants. g) Supervision of structural and civil works, prepared by the department h) Carry out structural integrity surveys on existing buildings civil works and analysis of test results i) Enforcement of specific, compliance with engineers drawings, conditions of contract, quality control, approval and measurement of completed works, progress reports. j) Assessment of site, location, plan, design, detailing, preparation of Bill of Quantity and contract documents. k) Supervision and administration of bridges and allied structures for roads. l) Supervision and control of applied research projects pertaining to structural materials, foundations, structural elements, constructional techniques. 11

For appointment to this grade, a candidate must: a) Have relevant working experience of not less than ten (10) years, three (3) years of which at the grade of Senior Superintending engineer (Structural/Roads) JG N OR comparable and relevant position in the public service or Private sector. b) A Bachelor s degree in civil Engineering or its equivalent and relevant qualification from a recognized institution c) A Master s degree in Civil Engineering or its equivalent and relevant qualification from a recognized institution. d) Be registered with the Engineers Board of Kenya e) A current valid annual practicing license from the Engineers Board of Kenya f) Corporate membership with the Institution of Engineers of Kenya (IEK) g) Attended a Senior Management Course lasting not less than four (4) weeks from a recognized institution. h) Demonstrated general administration ability required for direction, control and implementation of structural programme including supervision of professional and technical staff and shown merit and ability as reflected in work performance and results i) Satisfy the requirements of Chapter six of the Constitution of Kenya 2010 on leadership and integrity. 5. CHIEF SUPERINTENDING (ARCHITECT) -JG P (1POST) An officer at this level will be responsible to the Director of the relevant section for following duties and responsibilities. a) Designing, preparation of drawings and supervision of construction of civil and structural works for projects b) Preparing and checking finished working drawings/bills of Quantities and all other relevant outputs of relevant fields. c) Analysis of technical information required by project teams at each design stage. d) Develop necessary drawings to meet client specifications. e) Handling construction drawings and details. f) Review and analyze inputs that go into construction drawings and plans. g) Examination and checking of dimensions, annotations and construction details on all drawings to confirm to standards. h) Preparation of production drawings for various public buildings and institutions. For appointment to this grade, a candidate must: a) Have relevant working experience of not less than ten (10) years, three (3) years of which at the grade of Senior Superintending engineer (architect) JG N or comparable and relevant position in the public service or Private sector. b) A Bachelor s degree in civil Engineering, architectural engineering, building economics or its equivalent and relevant qualification from a recognized institution c) A Master s degree in any of the following civil Engineering, architectural Engineering, building economics or its equivalent and relevant qualification from a recognized institution d) Been registered with the Board of Registration of Architects and Quantity Survey of Kenya as an Architect (BORAQS) e) Corporate membership of the Architectural Association of Kenya (AAK) 12

f) Attended a Senior Management Course lasting not less than four (4) weeks from a recognized institution. g) Demonstrated general administration ability required for direction, control and implementation of structural programme including supervision of professional and technical staff and shown merit and ability as reflected in work performance and results h) Satisfy of the requirements of Chapter six of the Constitution of Kenya 2010 on leadership and integrity. 6. CHIEF SUPERINTENDING FIRE OFFICER JG P (1 POST) Duties and responsibilities The Chief Superintending Fire Officer will be answerable to the Director Transport and Safety for the following duties; a) Coordination of designs of fire services/systems in government buildings and construction works b) Directing and coordinating of all fire prevention and protection activities within the county c) Planning and budgeting for resources for fire prevention and protection d) Monitoring the compliance of fire safety standards and identification of training needs and making recommendations e) Enforcement of fire safety standards f) Coordination of public sensitization, training and awareness programmes g) Overseeing fire investigations h) Inspection and certification of public buildings for fire safety compliance i) Advice on provision of adequate means of escape,firefighting, fire alarm, fire detection systems and other general fire precautions j) Supervise staff working under him. For appointment to this grade, a candidate must have: a) Have relevant working experience of not less than ten (10) years, three (3) years of which at the grade of Senior Superintending Fire Officer JG N or comparable and relevant position in the public service or Private sector. b) Have a Bachelor s degree in any of the following disciplines: Electrical/Mechanical/Chemical/Mechatronics engineering or its equivalent qualification from a recognized institution c) A Master s degree in any of the following disciplines: Electrical/Mechanical/Chemical/Mechatronics engineering or its equivalent qualification from a recognized institution d) Been registered by the Engineers Registration Board of Kenya e) Current valid annual Practicing license from the Engineers Registration Board of Kenya f) Corporate Membership with the Institution of Engineers of Kenya (IEK) g) Attended a Senior Management Course lasting not less than four (4) weeks from a recognized institution h) Attended a Strategic Leadership Development course lasting not less than six (6) weeks from a recognized institution i) A valid First Aid Certificate from St. John s Ambulance or Kenya Institute of Highways and Building Technology (KIHBT) or any other recognized institution 13

j) Demonstrated general administrative ability required for direction, control and implementation of fire services programmes k) Satisfy the requirements of Chapter six of the Constitution of Kenya 2010 on leadership and integrity. 7. SENIOR SUPERINTENDING ENGINEER (ROADS)-JOB GROUP N (1 POST) Duties and responsibilities An officer at this level will be deployed at the county headquarters and will be responsible to the Director of Roads for the following duties; a) Planning, structural design for buildings, civil and marine works and other structures and b) Supervision of construction works, general administration of projects. c) Preparation of tender documents and cost estimates for civil, structural and marine works. d) Supervision of staff working in the unit. For appointment to this grade, a candidate must: a) Have relevant working experience of not less than eight (8) years, three (3) years of which at the grade of Superintending engineer (Roads) JG M or comparable and relevant position in the public service or Private sector. b) Have a Bachelor s degree in civil engineering or its equivalent and relevant qualification from a recognized institution c) Been registered with Engineers Board of Kenya d) A current valid annual practicing license from the Engineers Board of Kenya e) Corporate membership with the Institution of Engineers of Kenya (IEK) f) Attended Senior Management Course lasting not less than four (4) weeks from a recognized Institution. g) Demonstrated general administration ability required for direction, control and implementation of structural programme h) Satisfy the requirements of Chapter six of the Constitution of Kenya 2010 on leadership and integrity. 8. PRINCIPAL LABORATORY ANALYST JG N (1 POST) Duties and responsibilities The Principal Laboratory Analyst will be answerable to the Director Roads and Public Works for the following duties. a) Coordinating provision of laboratory services in a number of units/sections b) Preparing work plans and programs for laboratory service activities c) Submitting samples to reference and research institutes for analysis d) Preparing laboratory manuals and quality specifications e) Supervising safe laboratory waste disposal f) Carrying out drug efficacy tests g) Making laboratory materials requisitions h) Undertaking technical evaluation for laboratory supplies/equipment 14

ROADS SURVEYOR ASSISTANT I JOB GROUP K (2 POSTS) An officer at this level will work under a senior officer in the specific section of operations for the following duties; a) Preparation of survey annual work plans b) Provision of survey data during feasibility studies and final design c) Identification of road reserves and mapping of the roads in the assigned region d) Identification of survey requirements and standards for specific areas e) Preparation of survey specification and terms of reference for survey works to be contracted out f) Supervision of civil works during construction g) Ensuring that construction reports on volume quantities are in place and thus all entries have supporting documents For appointment to this grade, a candidate must: a) Have a minimum of six (6) years relevant working experience, three (3) years of which at the level of Road Surveyor Assistant 11 or equivalent and relevant position either in the Public Service or Private sector.. b) Have a Diploma in Surveying or equivalent qualification from a recognized institution OR c) Have a Degree in Surveying or equivalent qualification from a recognized institution d) Be a member of Institution of Surveyors of Kenya (ISK) e) Be conversant with modern survey equipment (GPS, Total Station etc) f) Be competent in Computer Aided Design (CAD), GIS and Image processing software. g) Have ability to work under pressure and minimum supervision h) Be of good analytical, communication and interpersonal skills i) Have demonstrated ability to build cohesive teams and adherence to set targets through team work j) Be of high degree of integrity and dependency and 15

ENGINEER II (ARCHITECTURAL) -JG K (2POSTS) An officer at this level will work under a senior officer in the specific section of operations for the following duties; a) Designing, preparation of drawings and supervision of construction of civil and structural works for simple projects b) Preparing and checking finished working drawings/bills of Quantities and all other relevant outputs of relevant fields. c) Analysis of technical information required by project teams at each design stage. d) Prepare necessary drawings to meet client specifications. e) Assist architects/quantity Survey /Engineers in handling construction drawings and details. f) Review and analyze inputs that go into construction drawings and plans and modify them as desired by the architect or Quantity Surveyor. g) Preparation of production drawings for various public buildings and institutions. h) Responsible for the safety of drawing office equipment and supply of drawing office materials. i) Preparation of site inspection reports. j) Maintain a database of relevant works outputs and plans. For appointment to this grade, a candidate must have: a) A Bachelor s degree in Civil Engineering or its equivalent and relevant qualification from a recognized institution. b) Been registered by the relevant body. c) Must be computer literate in Archicad, AutoCAD and other CAD latest versions and must demonstrate ability to draft drawings and details to satisfaction of Project Architect for the Architectural/structural assistant. d) knowledge of Government procedures and standards an e) Satisfy the requirements of Chapter six of the Constitution of Kenya 2010 on leadership and integrity. 12. ENGINEERII (ROADS)JG K (4 POSTS) The duties and responsibilities include; a) Providing designs and specifications b) Undertaking implementation and maintenance works in regard to the departmental needs. c) Preparation of bills of quantities (BOQs). d) Preparing project appraisals, re-measurements and site instructions e) Preparation of project certificates e.g. payments, practical completion, handing over, making good defects etc., f) Preparation of tender documents and estimates. g) Organization of project management meetings h) Preparation of monthly reports and roads maintenance programmes. 16

i) Advice the department on technical matters which include designing, maintaining buildings, installations and infrastructure. j) Responsible to section for design, supervision of construction and maintenance of classified and unclassified roads and design of small span drainage structures. For appointment to this grade, a candidate must: a) Be a holder of a Bachelor s Degree in Civil Engineering from a recognized University b) Been registered by Engineering Registration of Kenya as a graduate Engineer c) Knowledge of Government procedures and standards d) Be computer literate e) Satisfy the requirements of Chapter six of the Constitution of Kenya 2010 on leadership and integrity. 13.
