1 FIRE CHIEF / ADMINISTRATOR Purpose The primary purpose of this position shall be to administer and coordinate the daily operations and activities of the Eastwood Fire Protection District (the Fire District ). These activities are accomplished by the daily supervision of all Fire District programs. The secondary purpose of this position shall be overseeing all emergency activities in which the Fire District is engaged. This shall be accomplished by the Fire Chief responding to these activities or, in the event of his/her absence, by someone so qualified. Minimum Qualifications The Fire Chief shall possess and maintain a valid Kentucky driver s license. The Fire Chief must be a Kentucky state certified Firefighter. The Fire Chief must be a Kentucky state certified Instructor, Level 1. The Fire Chief must possess a high school diploma or equivalent. The Fire Chief must be 21 years of age or older. The Fire Chief must possess 10 years minimum of fire service experience. The Fire Chief must reside within 5 miles of the Fire District. Desirable Qualifications Possess a college degree, Fire Science or Business degree preferred Possess a current Kentucky state EMT certification Possess a Kentucky state Building Code Inspectors certificate Have successfully completed NFA Leadership 1 and 2 Courses Proficient in the use of Firehouse Software Management System and Microsoft Office Suite 1403 Certificate 400 Hr. Level Physical Fitness - standards for FF Experience in preparing and managing budgets
2 General Information The Fire Chief must be able to demonstrate that he/she is extremely self-motivated and capable of regularly exercising discretion and independent judgment. The Fire Chief must be able to demonstrate that he/she can express himself/herself clearly, both verbally and in writing. The Fire Chief shall be able to demonstrate through testing or interview the ability to interact with the public, including under extreme conditions, and take complaints with tact, discretion and without the loss of authority. The Fire Chief shall be able to demonstrate knowledge of all applicable codes and ordinances to the Fire District and enforce same as necessary. The Fire Chief shall have a working knowledge of basic operational features and fire hazards presented by the various occupancies within the Fire District and shall conduct a semi-annual inspection of all commercial properties. The Fire Chief shall have a working knowledge of basic building construction and life safety as it relates to building construction germane to the various types of occupancies within the Fire District. The Fire Chief shall be able to operate a computer with Windows 7 based programs, including Microsoft Office, fax machine, and copy machine. The Fire Chief shall be directly responsible to the Fire District s Board of Trustees. The Fire Chief shall be subject to all qualifications, rules, and regulations set forth by the Fire District s Board of Trustees as well as applicable federal, state, or local laws. The Fire Chief shall work with limited or no supervision. Administrative Duties The Fire Chief shall be responsible for the day to day operations of the Fire District and shall be considered the Chief Executive Officer and Administrator. The Fire Chief shall be ultimately responsible for all functions of the Fire District as dictated by KRS Chapter 75, including but not limited to the following specific functions and activities: 1. Fire Prevention 2. Training 3. Apparatus Maintenance 4. Equipment Maintenance 5. Facility Maintenance 6. Equipment and Inventory 7. Record Keeping
3 8. Testing and Certifications 9. Financial and budget management The Fire Chief shall have the authority to delegate these duties and responsibilities but shall retain the ultimate responsibility to insure their functions are carried out. The Fire Chief shall be responsible for the preparation of the Fire District budget and monthly financial updates to the Board of Trustees. The Fire Chief shall be responsible for the preparation and administration of long range planning for the Fire District, including the establishment of 2, 5, and 10 year goals as it relates to finance and operations. The Fire Chief shall be responsible for enforcing rules and regulations applicable to the operations of the Fire District. Such rules and regulations shall be enforced by the Fire Chief and all other officers through the chain of command. The Fire Chief shall review all new building construction plans within this Fire District s jurisdiction, and shall make recommendations to the appropriate government office. The Fire Chief shall review the water systems of the Fire District and shall make recommendations for the locations of any new fire hydrants. The Fire Chief shall be responsible for all communications on behalf of the Fire District with the media and shall act as the Public Information Officer if requested by the Board of Trustees. The Fire Chief shall be responsible for the written specifications for, and shall bid, all new equipment purchases in accordance with KRS Chapter 75 and in accordance with the Fire District budget. The Fire Chief shall have the authority to purchase budgeted items and to have items repaired in the event the repairs are deemed an emergency. The Fire Chief shall be responsible to the Board of Trustees and shall provide a monthly report of the Fire District, including but not limited to financial reports. The Fire Chief shall be responsible for providing to the Board of Trustees on an annual basis a written report containing the following information: 1. A summary of fire prevention activities; 2. A summary of training activities; 3. A list of major facility or apparatus repairs; 4. Certifications and testing of apparatus and equipment; 5. An inventory of the facility, apparatus, and equipment; 6. A list of new equipment purchases and a list of any equipment removed from inventory; 7. A report on the fire hydrant inspection program, including any repairs or those hydrants that remain out of service;
4 8. A report on the fire hose inspection program, including any repairs or those sections of hose that remain out of service; 9. A report on manpower, including a list of new firefighters and those who have left the Fire District in the past year; 10. An activities report from the accident investigation committee; and 11. An activities report from the health and safety committee. The Fire Chief shall have the authority to delegate the responsibilities of the above functions and activities, but shall retain the ultimate responsibility to insure that they are carried out. Additional Duties Firefighting and Training The Fire Chief shall be responsible for all fire suppression and emergency incidents within the Fire District s jurisdiction. The Fire Chief shall respond to all alarms dispatched to the Fire District during a scheduled period or tour of duty. During off duty periods, the Fire Chief shall insure that someone so qualified shall respond to take command of the incident in his/her absence. The Fire Chief shall be responsible for attending a minimum of 100 hours training per year. The Fire Chief shall insure adequate staffing by both career and volunteer members in all positions on a 24 hour per day basis to provide adequate fire and emergency medical services protection for the community. Tours of Duty / Scheduled Work Period Tours of duty for all employees shall be defined as the periods during which an employee is on duty, and shall include both scheduled and unscheduled periods. Scheduled Periods: 1. Shifts The employee shall be assigned to an 8 hour shift, Monday through Friday, between the hours of 8:00 a.m. and 5:00 p.m. with one hour for lunch and breaks. Shift hours may be varied from time to time to meet the needs of the Fire District. 2. Training Sessions Scheduled employee periods shall include attendance at the regularly scheduled training sessions held each Tuesday morning and Tuesday evening, or other training sessions so scheduled and approved by the Fire District. 3. Board of Trustees Meetings The Fire Chief shall attend all regular and special board meetings for the Fire District. Unscheduled Periods: 1. Fire/E.M.S.runs Employee s unscheduled periods include participation in responses dispatched to this Fire District during unscheduled periods.
5 2. Special Duties Unscheduled periods include special duties during times outside the scheduled shifts. 3. Meetings Meetings attended by the employee on behalf of the Fire District during time outside the scheduled shifts, including but not limited to Jefferson County Suburban Fire Service Association meetings. Timesheets Due to the nature of the position, the Fire Chief shall be required to keep and submit timesheets. Work Environment It should be understood by the employee that he/she will have to work in many types of conditions that would be deemed undesirable by the general public. These conditions include: dirt, dust, heat, cold, noise, fumes, odors, wetness/humidity, vibration, darkness. The employee should understand that the job will entail working in and around the following conditions, which may be considered health and safety hazards: mechanical hazards, electrical hazards, explosives, and elevated areas. Liabilities of Employment The Fire Chief should fully understand the extent to which error or poor judgment on the job may result in death, severe damage, loss of time, money or public/employees good will. The Fire Chief should understand that a great deal of the information dealt with on a day to day basis is of a confidential nature and should be treated as such. Uniforms The Fire Chief shall be expected to wear the issued uniform when reporting for work, and during all on duty hours. The Fire Chief shall also be expected to be in the appropriate uniform at any time he/she is representing the Fire District. Other Duties It should be understood that the above stated job description of duties and responsibilities cannot cover each and every possible situation that may arise in the discharge of the Fire Chief s duties. Therefore, the Fire Chief shall be expected to perform other additional duties that may arise in the discharge of his/her duties. A great deal must be left to the intelligence, judgment, and discretion of the Fire Chief. Performance Review An annual performance review will be conducted by the personnel committee of the Board of Trustees.
6 The performance evaluation document shall be considered an integral part of this job description as it measures the standards of the employee s work performance. The performance review will cover the duties as outlined in this job description. The personnel committee shall review the Fire Chief s personnel file during the performance evaluation, and shall consider all information in the file as part of the review process and final determination. The personnel committee shall review the customer satisfaction surveys, if any, for the evaluation period to determine the overall effectiveness of the Fire Chief s performance as it relates to the administration of fire ground operations, emergency medical responses, fire inspections, and public education programs.
