The Office is divided into portfolios, each under an Assistant Auditor General: two comprising teams undertaking financial audits, one undertaking reviews of governance and accountability issues, one team undertaking performance audits, and one focussed on standards & quality. Performance audits are undertaken at the direction of the Auditor General and examine the systems and services provided by public sector organizations and their ability to effectively deliver the outcomes defined by their mandate. PURPOSE OF POSITION The Executive Director: represents the audit team when dealing with IT senior management provides the Auditor General with information and advice on the design, implementation and operating effectiveness of information technology controls from across the government reporting entity co-authors and manages the 18 Month IT Audit and IT plans leads technical reviews of government organizations information technology and control systems oversees and reviews the work of IT Audit Directors, Managers and staff oversees the corporate Systems, Solutions Services team NATURE OF WORK AND POSITION LINKS Leadership The Executive Director provides overall strategic direction and policy for audit work related to the assessment of information technology controls by the IT Audit Group and the Systems, Solutions Services group, a corporate services function that supports professional staff by providing a wide range of technical and business support, as well as managing and protecting information assets. The Executive Director provides comprehensive strategic and operational management, maintenance, administration, monitoring and support of all IT security systems and policies. The incumbent should be able to demonstrate that he/she can: Lead and manage an IT audit group that is effective and responsive in implementing strategies that support the goals and objectives of the Office, and assist in meeting its mandate. Develop and implement the OAG strategic direction for the group. Lead, coach and mentor the IT audit team and Systems, Solutions and Support staff to achieve EDIT, Office of the Auditor General Page 1 of 5
Technical business plan goals; links activities within the group and across the OAG to develop processes that optimize and enhance performance. Help ensure and support the achievement of the mission and intended outcomes of the Office. Provide advice and recommendations related to Office audit mandate, direction or strategic policy to the Auditor General Lead and advance OAG services, remains informed on strategic issues and keeps abreast of audit and evaluation professional developments and directions. Lead the development and maintenance of corporate performance management systems, professional resources management and work approaches to ensure continuous improvement and a high level of service. This position plans, manages and leads a professional team of staff and contractors engaged in a variety of IT audit projects as well the operation of the overall network systems and technological support of the Office. The work involves complex methodologies and professional standards that are continually evolving at a provincial, national and international level, requiring specialized IT knowledge, experience and skill sets as well as an accounting designation. The position contributes to building capacity in this area by overseeing completion of the profession s work requirements for those incumbents in IT Audit working through the CISA program SPECIFIC ACCOUNTABILITIES / DELIVERABLES Strategic Thinking Provides strategic options, comprehensive policy advice, briefing papers, recommendations and perspectives to the Auditor General on a range of functions, activities and issues. Operationalizes the Office s vision, mission and values to support its corporate goals, ensuring linkage and consistency with the assigned business portfolio. Provides leadership and direction and support in the development of the Office Service Plan and ensures the goals and objectives are achieved in the Office s three main lines of business. Provides direction and determines strategies for the most complex and sensitive audit issues in the area of Information Technology. Resources Management Manages assigned fiscal and human resources to ensure they are utilized effectively across the Office, in accordance with all Office policies and processes. Develops and leads multi-dimensional professional teams including outsourced private sector professional audit teams. Contributes to the finalization of audit reports and other required communications Ensures continuous report quality assurance to maintain relevance and compliance with the Auditor General s objectives; facilitates continuous improvement within all OAG business areas. ORGANIZATION CHART Auditor General Assistant Auditor Generals Executive Directors Directors Managers Auditors Associates QUALIFICATIONS, EXPERIENCE AND BEHAVIOURAL COMPETENCIES A degree in Computing Science (Preferred) Post-secondary degree in a related field and a recognized accounting or professional information systems auditing designation (e.g. CISA, CISM, CISSP, CA.IT, CIPS, ITCP, PMP) and any other specialist credential that is relevant to the Office (e.g. a postgraduate degree in Public Administration or speciality area) or equivalent international designation. Knowledge and experience required to oversee and guide audits of major computing environments and applications, and provide leadership to teams engaged in IT audits and IT network support and Business Analyst functions Seasoned private or public sector management experience in an audit environment; some private sector consulting experience would be an asset. Acknowledged leader in the field of IT audit with a demonstrated results orientation. Project management approaches and techniques. Knowledge of government IT plans and strategies An equivalent combination of director level experience and education may be considered. Skills and abilities: Excellent interpersonal, verbal and written communication skills, including preparing and delivering formal presentations if required. Proven ability to create written deliverables, including public reports, public relations material and other communications to the high standards expected of the Office. Demonstrated ability to influence at a senior level and lead projects on behalf of a senior leadership group. Organizational and prioritizing skills required to meet deadlines. Ability to lead or co-ordinate project and cross-office teams if required to meet deliverables of the position. Ability to lead, develop and critically review strategic plans and major initiatives. Ability to implement multi-faceted complex projects. Ability to create a positive climate that promotes responsible change management. Represents the OAG at the Canadian Council of Legislative Auditors and other national and provincial forums; demonstrates leadership for specific topics, functions or interests of the Office on national and international level.
