The Fire Commissioner, appointed under the Fire Services Act, is accountable to the Assistant Deputy Minister, Emergency Management BC to administer the provisions of the Fire Services Act, related statutes and regulations, to ensure the effective enforcement of fire safety legislation and to direct the activities and operations of the Office of the Fire Commissioner (OFC). As the Fire Commissioner you will function at senior levels providing expert advice and assistance; ensure effective ongoing working relationships are established with ministry executive, fire officials, and counterparts at the inter-provincial and international levels; and develop and implement improvements to fire safety policies, regulations, organizations, operations, and service delivery within BC. You must possess extensive experience in and knowledge of fire safety in conjunction with experience in a senior management role with strategic and operational program leadership; experience leading staff; developing and implementing change initiatives; building relationships with government, community, and public stakeholders; and have demonstrated credibility in an authoritative role. 2 Role Description Ministry of Justice Fire Commissioner Office of the Fire Commissioner Emergency Management BC Victoria PURPOSE The Office of the Fire Commissioner is mandated to minimize the loss of life and property from fire through the administration and enforcement of fire safety legislation. The Fire Commissioner, appointed under the Fire Services Act, is accountable to the Assistant Deputy Minister, Emergency Management BC to administer the provisions of the Fire Services Act, related statutes and regulations, to ensure the effective enforcement of fire safety legislation and to direct the activities and operations of the Office of the Fire Commissioner (OFC). NATURE AND SCOPE The Fire Commissioner reports to the Assistant Deputy Minister and is the senior fire authority in the Province of British Columbia and afforded the responsibilities and powers outlined in the Fire Services Act, the British Columbia Fire Code and the Emergency Program Act in the administration and enforcement of fire safety legislation. The incumbent functions at senior levels across government, at municipal and local levels, and nationally and internationally providing expert advice and assistance to ensure the consistent and effective administration and enforcement of fire safety legislation in British Columbia. Effective ongoing working relationships are established with ministry executive staff, fire officials at municipal and local levels, and counterparts at the inter-provincial and international levels to ensure the appropriate administration of fire legislation and the development and implementation of improvements to fire safety policies, regulations, organizations, operations, and service delivery within BC. The Fire Commissioner is accountable for ensuring equitable enforcement of fire safety legislation throughout BC and in this capacity provides expert advice to local governments, fire departments and local assistants, to ensure they are sufficiently informed regarding the delivery of fire protection services within the legislative framework provided by the province.
3 The position is responsible for the effective administration of the OFC and oversees the administration of programs relating to fire prevention, fire investigation, and public education. The incumbent exercises the authority for ordering emergency evacuations. The position represents the final authority for hearing public appeals under the Fire Services Act, the results of which can have a significant economic or public safety impact. PROGRAM LINKAGES The Fire Commissioner interacts with the Minister and Assistant Deputy Minister on legislative matters relating to the Fire Services Act and the BC Fire Code; other members of ministry executive staff on administrative and policy matters relating to fire safety; and operational staff at senior levels across government and senior fire officials at the municipal and local levels in dealing with issues of fire policy, standards and safety. Strong linkages are established and maintained at the interprovincial and international levels by the Fire Commissioner to ensure continued leadership exists in all matters of fire safety and fire prevention within BC. ACCOUNTABILITIES Ensure that the provisions of the Fire Services Act, related statutes and regulations are properly administered by exercising statutory authority in fire investigations, inspections, appeals and inquiries. Ensure that adequate guidance is provided to the public and enforcement authorities on the interpretation and application of fire safety standards. Advise and assist municipalities, local governments, and fire departments in the preparation and enforcement of bylaws relating to fire protection, and in the efficient utilisation of their fire protection resources. Direct the training, development and ongoing activities of approximately 800 Local Assistants to the Fire Commissioner throughout the province. Ensure that the public receives all the benefits of modern technologies for fire prevention and fire safety by proper enforcement, research, information and national and international contacts.
4 Provide a forum for the BC Fire Service through the Fire Safety Advisory Council, to address issues, and build co-operation among fire service partners and to ensure appropriate training standards and certification procedures for fire service personnel are established. Direct provincial and municipal agencies during emergencies and other incidents requiring the involvement of the Office of the Fire Commissioner and exercise evacuation authority under the Fire Services Act, as appropriate. Direct the activities of the Office of the Fire Commissioner through setting of goals, objectives and workplans ensuring effective management and administration of staff and budgets. Act for the Assistant Deputy Minister as required. DIMENSIONS Office Budget: $ 800,000. Office FTE S: 7 staff, plus indirect responsibility for over 800 local assistants throughout the province. QUALIFICATIONS Extensive experience in and knowledge of fire safety; experience in a senior management role with strategic and operational program leadership. Knowledge of fire safety legislation and programs. Experience leading staff; developing and implementing change initiatives in a complex setting requiring tact and influence management; in building relationships with government, community, and public stakeholders; demonstrating credibility in an authoritative role. Fiscal management and budgeting, performance management, well-developed analytical, conceptual and strategic management skills. Ability to analyze and present complex issues to executive; experience developing, evaluating and implementing strategic and operational policy and procedures. Excellent verbal and written communication skills.
