Development Statement Stansbury at Muirfield Village 10799 Drake Road The subject property consists of 11.75 acres of vacant ground that features gently sloping land, fallow meadows with a variety of invasive plant material, a dry swale, mature trees that are primarily located at or near the boundaries of the parcel and a vacant house and small outbuildings. This property was once a small operating farm, but this use was abandoned approximately 12 years ago. What makes this parcel unique is that it is located in the north central section of Murifield Village. It is completely surrounded by existing medium density single family housing that was generally built in the 1980 s. The former owner of the property is deceased and the land is now held in a Trust by his children and is listed for sale. The attached Development Plan, while preliminary in nature, manifests the tenants of conservation planning. The swale corridor has divided the site into generally two halfs and has afforded the opportunity to cluster home sites about internal open space and reserves for areas of tree preservation/reforestation and/or localized storm water management. Specific siting of houses will be arranged in coordination with significant tree locations, if and as they exist. Significant areas of naturalized space are to remain largely about the entire perimeter of the site as physical separation from the surrounding neighborhood, for areas of storm water management and re-established reforestation/meadow development (the meadows existing condition is not a native landscape, having been cultivated for many years prior). The perimeter open space is comprised of both dedicated community space held in reserve and perpetual open space easements on individual lots that restrict not only development, but disturbance as well. These reserves and easements, which comprise 52.4% of the project, will be subjected to and protected by recorded deed/title restrictions. We believe that a sub-market exists within Muirfield Village for residents who are or soon will be empty nesters and whose preference would be to continue to live within the community. As such, the proposed housing type is anticipated to be modest in physical size (+/- 3,200 square feet) understanding that the market is for step-down dwellings, but of the highest quality of materials and architectural character. These homes will focus on first floor space and amenities, thereby minimizing the traditional second-story masses that are evident in the surrounding neighborhood. Lower profile, smaller and more clustered houses will be the development s image. Due to the project s size, internal site orientation, the unusual abundance of open space and wooded perimeter reserves rarely seen even by Muirfield s standards, their visual impact on the larger community will be minimal. We anticipate the price point for the homes to be in the range of $625-675,000.

We understand the Community Plan shows this site as low density residential. The surrounding neighbor is indicated as medium density residential. For the reasons stated above and the attributes of the development s design and extensive amount of open space/reserves, we believe that a density consistent with the neighborhood and Muirfield Village in general is warranted. It is noteworthy to add that we communicated directly with the Muirfield Association at a very early stage in the design process and have included several of their thoughts and ideas in the Development Plan that is being presented to you with this application. It is our desire to include this development as part of the association and create an extension of the community pathway system that abuts the site. We do not wish or intend to create a monotonous look or feel to this project, but rather to encourage individual architectural character utilizing a family of materials and colors that is the hallmark of Muirfield Village.
