Applicant must install a sidewalk along the site's entire Suwanee Dam Road frontage, to connect with existing sidewalk in front of Gwinnett Metro New Church. Match to width of existing sidewalk. 4. The proposed subdivision shall not exceed 65 lots for single-family homes. 5. A warrant analysis for dedicated left-turn lane on Suwannee Dam Road (north bound entrance into proposed subdivision) shall be prepared at the developer's expense and accepted by Gwinnett County DOT prior to approval of land disturbance pennit(s). If warranted, the requited improvements and dedication of associated easements shall be provided at the developer's expense subject to coordination with Gwinnett County DOT prior to ratification of the final subdivision plat. 2 ISSUE Ridgeline Land Planning Inc. has submitted an application for annexation of a ± acre tract at 568, 5722, and 5872 Suwanee Dam Road, and requests Medium Density Single Family Residential/Conservation Subdivision District (RS1/CSD) Zoning Classification. DISCUSSION o Property is contiguous to the City when combined with AX 15-5 and annexation would not create any unincorporated islands. The requested oning conforms to the Sugar Hill Land Use Plan. Ad in Gwinnett Daily Post on 7/3, 8/6, 8/13,8/27,9/3 and 9/1/15 FINDINGS OF FACT The City of Sugar Hill has received an application dated July 1, 215 for the annexation of ± acres. The property is currently oned single family residential (R1) in unincorporated Gwinnett County. The applicant has requested a Medium Density Single-Family Residential/Conservation Subdivision District (RS1/CSD) oning classification. In order to create a contiguous boundary to the City, the applicant also requests the annexation of adjacent property, 5.19 acres at 568 Suwanee Dam Road per A..'C They also request the annexation of.94 acres at 5638 Suwannee Dam Road per AX Taken together, these annexation applications meet State of Georgia requirements under the 1% method. The subject annexation does not create any unincorporated islands. As required by Georgia law, Gwinnett County was notified of the application. The County has not returned any objections to this annexation. Adjacent properties arc oned as follows: To the North, Single Family Residential (R-1) in unincorporated Gwinnett County; To the East Single Family Residential (R-1 and RS-1) in unincmporated Gwinnett County and Sugar Hill; To the West, Single Family Residential (R-1) in unincorporated Gwinnett County; To the Sonth, Single Family Residential (R-75) in unincorporated Gwinnett County. The CSD Overlay District requires a concept plan. The applicant's plan shows 65 lots for singlefamily homes on total acres for density of 2.42 units per acre when combined with AX15-6. The minimum floor area is listed as 2,4 square feet for one story homes and 2,6 square 9/3/215 AX 15-4 Page 2 of3
3 feet for two story homes. There is also a SO' wide perimeter buffer and one entrance via Suwanee Road. The site is encumbered by steep topography, streams and wetlands. As required in the CSD Overlay District, 4 percent of the site is permanently reserved for open space, totaling 1.75 acres. ZONING ANALYSIS 1. Will the reoning requested permit a use that is suitable in view of the use and development of adjacent and nearby property? Yes, single-family residential oning is suitable in light of neighboring subdivisions. 2. Will the reoning requested adversely affect the existing use or usability of adjacent or neat by properties? No, the requested oning should not impact adjacent property. 3. Does the propet'ty fot which the reoning is t equested have a reasonable economic use as curt ent oned? Yes, the property could be developed for single-fatuily homes in the unincorporated County. 4. Will the reoning requested create an overcrowding condition with respect to the existing streets, transportation facilities, ot schools? No, the development has frontage on a major thoroughfare. And its sie is not large enough to burden schools or other public services. 5. Does the reoning requested conform to the Sugar Hill Land Use Plan? Yes, this parcel is identified as 'Suburban' on the Sugar Hill Character Area Map, where the requested oning is encouraged. 6. LETIER OF INTENT FOR REZONING Ridgeline Land Planning, Inc. submits this reoning and annexation request for the purpose of reoning to the RS-1/CSD oning designation. The applicant is proposing a Single Family Detached neighborhood. This acre tract is located at the intersection of Suw.anee Dam Road and Ramey Road in Gwinnett County, Georgia. The property is currently undeveloped, and is oned R-1 (Gwinnett County). This proposal also contemplates providing the SO foot required buffer between -1 and RS- 1/CSD on this property in the form of the perimeter Buffer for the portion of the Church property (concurrent annexation) that abuts this tract. The proposed subdivision would consist of 57 single family lots with a minimum lot width of 6 feet and a minimum lot area of 5, ooo square feet. The gross density for the proposal is 2.19 units per acre, and there are no exclusions for Net density. The proposed minimum heated floor area would be 2,4 square feet for one story homes and 2,6 square feet for 2 story homes. The maximum height of homes will be 35 feet. The projected home prices would start in the low $3,'s. The homes will have a minimum 2 car garage. The applicant respectfully requests your approval of this reoning and annexation request.
