SPECIAL ENVIRONMENTAL PROTECTION AREAS (SEPAs) SEPAs are naturally, historically and culturally rich areas at national and international importance but under pressure However, Pressures on ecosystems Urbanization, Agriculture & Fisheries, Tourism, Industry, Transportation Etc. SEPAs are large areas that cannot been fenced by their spatial borders and too complex to be managed by a single institution. DUTIES AND RESPONSIBILITIES OF GDPNA - Research, Monitoring and Protection for biodiversity (flora, fauna, habitat and ecosystem) - Planning and Project Preparation (management plan, physical plan and Land-use decisions ) - Environmental Infrastructure Services - Solid Waste Management - Waste Water Treatment Services - Drinking Water Supply Services (Planning, Project, construction and monitoring)

To date achievements/activities (14 September 2009 25 November 2012)

OUTCOME 1 Responsible institutions improved the capacities and internal structure needed for prioritizing the establishment of new MCPAs and for more effectively managing existing MCPAs.

OUTCOME 1 At Six Project- Areas, establishment of local management units as well as MCPA training and implementation center LMUs working legal document was drafted. Offices were opened in Foça SEPA & Gökova SEPA (MCPA Centre). 57 staff were recruited among 17 of them will be working at project sites.

OUTCOME 1- The orientation training for 57 staff were delivered between 9 and 15 January 2011. The first training (in Turkish) will be available in e-learning platform in December 2012 http://eogrenme.dka.csb.gov.tr/.

OUTCOME 1- MCPA Training and Implementation Centre Kindly the use of the building was provided by the Akyaka Municipality in Gökova SEPA The First training was delivered on the sustainable tourism in April 2012.

OUTCOME 1- For the MCPA Training and Implementation Centre The Capacity Building Program kick-off meeting was organized with the facilitation of NOAA and WWF MedPO on January 27&28 2011. The need analyses and capacity building program curricula was developed with the participation of the planning group on 20-22 June 2011. The first training on MPA 101 was delivered to stakeholders between 20-24 November 2012.

OUTCOME 1- Trainings for the 6 project sites relevant public staff Module I: Protected Areas, Biodiversity and Introduction to MCPA Training; Organized at MCPA Centre between 1 & 5 May 2011 in Akyaka, Gökova SEPA. 44 Trainees from GDPNA staff, project stakeholders, relevant GOs, academia, municipality staff, development agencies.

OUTCOME 1- At Six Project-Areas, conducting information and awareness raising activities for staff of relevant institutions and organizations Project brochure, stickers, local working groups and no fishing zones brochures were printed and distributed. UNEP-MAP RAC/SPA Species Strategy and Action Plans were published in Turkish. Project web site was made online and today the second version will be made online in December at: Turkish www.dka.csb.gov.tr English www.mpa.csb.gov.tr Turkish Marine species book was published.

Sustainable Tourism Training in MPAs, with the cooperation of WWF MedPO under MedPAN South Project, was delivered to public and private sector representatives at the MCPA Training and Implementation Centre between 25 and 27 April 2012.

OUTCOME 1- The definition /assessment of methodology and criteria of core zones, buffer zones and sustainable use areas in MPAs were evaluated for the Turkish situation, and of activities that can (not) be performed. The workshop were carried out on 21 May 2010 with the participation of 73 representatives and experts from public, private, academia, municipalities and NGO sectors.

OUTCOME 1- MCPAs marine biodiversity inventory studies, and MCPA mooring system establishment. Göcek-Dalaman Coves mooring system was established with 97 moors. Köyceğiz-Dalyan SEPA marine biodiversity inventory study was finalized. Ayvalık Islands Nature Park marine biodiversity inventory study was commenced.

OUTCOME 1- Improving and strengthening of MCPA regulatory system Four staff of İzmir Environment and Urbanization completed sailing-licence course at Piri Reis Maritime Association.

OUTCOME 1- Expansion of coverage of marine areas within National Protected Areas : Saros Gulf SEPA was established (in total 73.021 ha with marine component 53.834 ha), and Gökova SEPA was extended (52.088 ha) The tender process was completed for Biodiversity Study of the Saros Gulf.

OUTCOME 1- Marine and Coastal Protected Areas National Strategy and Action Plan will be finalized early 2013.

OUTCOME 2 MCPA financial planning and management systems will be facilitating effective business planning, adequate levels of revenue generation and cost-effective management

OUTCOME 2 : Permissions and Management Branch Directorate is operational Commenced as the Business Development Unit under EPASA in January 2010. Officially established as the Permissions and Management Branch Directorate under MoEU GDPNA in August 2011. The duties of the branch comprises use, renting, permissions and management of the coastal public lands, and inspection of these sites.

OUTCOME 2- Orientation training of Permissions and Management Branch Directorate Cooperation with the WWF-MedPO under MedPAN south Project Sustainable Finance Training between 14 and 15 June 2010 in Ankara.

OUTCOME 2- Development of the Permissions and Management Branch Directorate personnel capacities on MCPA financial management E-learning platform was prepared Face to face trainings on the e-learning platform content were delivered between March 2012 and June 2012.

OUTCOME 2- Determination and implementation of appropriate revenue generating mechanism First site visits were conducted to identify new income generation activities by project consultants together with GDPNA Business Development Unit at six project sites in August and September 2010. Workshops were held to identify the sustainable and environment friendly economic activities for five SEPAs and Ayvalik Adalari Nature Park with representatives from governmental bodies, local authorities, NGOs, private sector in March and April 2012. The feasibility studies were carried for the sustainable diving tourism in Foça SEPA, for sustainable fisheries management in Akçapınar Lagoon in Gökova SEPA, and for management of the mooring sites in Göcek-Dalaman Coves of Fethiye Göcek SEPA.

OUTCOME 2- Studies on appropriate revenue generating mechanism Permissions and Management Branch Directorate of GDPNA keep monitoring the daily recreational use sites. As of 30.04.2012, the number of daily use recreation areas were increased from 45 to 59. The revenue generated from daily use recreation areas was 4.283.452,77 TL in 2010. The revenue generated from daily use recreation areas was 5,158,515.00 TL in 2011.

OUTCOME 2- Marine ecosystem services provided by the sites were identified and valuated. Economic analysis reports for six project sites were prepared. A total of underestimate 410 million USD valued.

OUTCOME 2- The Integration of Economic Principles into Planning Process of MCPAs: A guideline on the integration of environmental economics and economic principles for the planning applications was prepared based on the results of workshop held with stakeholders involved in marine protected area planning on 23 March 2011.

OUTCOME 3 Inter-agency coordination mechanisms in place to regulate and manage economic activities within multiple use areas of the MCPAs

OUTCOME 3- National-level marine protected areas coordination mechanism Technical Committee and National MCPA Strategy and Action Plan WG meetings were held on November 30, July 6, July 10-12 and August 16, 2011 with participation of project stakeholders, academicians, NGOs and experts.

OUTCOME 3 - Local level marine protected areas coordination mechanism at six project sites The first meetings of the Local Working Groups were held on May and June 2010 at six project sites. A draft governing principles of Local Working Groups were prepared. The representatives of the local working groups to be established at each project sites were determined and the groups will be established under the chairmanship of the Mugla and Izmir governors. The concerned groups will be established at the last quarter of 2012.

LOCAL PROJECT BRIEF MEETINGS Akyaka, Gökova SEPA Ayvalık Islands Nature Park

OUTCOME 3- Establishing No Fishing Zones: Six No Fishing Areas (NFAs) covering 1,914 ha were established in the Gökova SEPA in 2010. Monitoring of the areas is still contiuning and juvenile and adult Epinephelus population increased 40% and 20% respectively. Four new no-fishing zones were established in Hisarönü Bay in the Datça-Bozburun SEPA upon the demand of the local fishermen in 2012. A review report on existing fishery and socio-economic research (including micro credits) for the Gokova and Datca-Bozburun SEPAs. The Final Status report on the current knowledge and gaps on the fisheries socioeconomics in Gökova and Datça SEPAs, the Final Communication action report on the benefits of FRAs, the alternative income report for the fisheries sectors in Gokova and Datca SEPAs and Section report on the socio-economic of fishing cooperatives for the MCPA (including FRAs) Strategy and Action Plan. Establishment of a fisheries cooperative in Selimiye Village in June 2012 with the support of the project. Review of studies on fish stocks for six project sites was completed.

OUTCOME 3- Studies to improve the site in line with the Göcek-Dalaman Coves Protection and Use Decisions An assessment report on legislative and infrastructural requirements to mitigate the ship-based marine pollution in Fethiye-Göcek SEPA, and a draft action plan were prepared. A meeting was held to evaluate the assessment report and draft action plan on legislative and infrastructural requirements to mitigate the ship-based marine pollution in Fethiye-Göcek SEPA with representatives from governmental bodies, local authorities, NGOs and private sector on July 2012 in Göcek, Mugla.
