3 Prof. Dr. Veysel EROĞLU Minister of Forestry and Water Affairs The Ministry of Forestry and Water Affairs, formerly structured as the Ministry of Environment and Forestry, was established on June 4, 2011, with a vision to be a respectable and leading institution ensuring the right to live in an healthy environment where fundamental requirements of existing and next generations are considered; life quality is enhanced and natural resources are managed reasonably. Working to fulfill its responsibilities from water to forestry, along with the nature protection, meteorology, erosion and desertification control; our Ministry conducts its activities with an approach giving priority to the satisfaction of the people and organisations it serves, makes every effort to ensure that a sensible, participatory, transparent, integrated and sustainable understanding of management predominates in all its applications. Our main purpose is to leave for future generations a healthy and balanced environment and to make our world a place which is truly liveable. Wishing you greener, healthier and more beautiful days. 1

4 ESTABLISHMENT OF THE MINISTRY The Ministry of Forestry and Water Affairs, previously structured as the Ministry of Environment and Forestry, was established through the Decree law No: 645 on the Organization and Duties of the Ministry of Forestry and Water Affairs, which was published on Official Gazette with date July 4, 2011 and number Duties of the Ministry of Forestry and Water Affairs include: To establish policies with regard to protecting, improving, managing, rehabilitating and maintaining the forestry, combating desertification and erosion, reforestation and range rehabilitation with regard to forestry, To develop policies for protection of nature, to determine protected areas; to protect, manage, improve, operate national parks, natural parks, natural monuments, protected wildlife reserves, wetlands; to preserve biological diversity as well as game and wildlife, To create policies for protecting and utilizing water resources in a sustainable way; to coordinate national water management, To determine policies and strategies for the purposes of monitoring meteorological events and taking essential measures within this regard, To conduct the preparations at the national level for monitoring and contributing to the international affairs within the scope of the Ministry in cooperation and collaboration with the relevant bodies. 2 2

5 Main service units of the Ministry of Forestry and Water Affairs include General Directorate of Combating Desertification and Erosion, General Directorate of Nature Protection and Natural Parks and General Directorate of Water Management. Our affiliated institutions are General Directorate of Forestry, General Directorate of State Hydraulic Works, General Directorate of Meteorology and Turkish Water Institute (SUEN). 15 regional directorates are established under the Ministry. General Directorate of Nature Protection and Natural Parks is in charge of planning, arranging and improving national parks, natural parks, natural monuments, protected wildlife reserves and recreation spots in sufficient number as well as preservation and regenerating plant and animal species of the country. General Directorate of Water Management is responsible for determining policies towards protecting, rehabilitating and utilizing water resources as well as preparing river basin management plans on a basin basis in order to protect and improve water resources. General Directorate of Combating Desertification and Erosion is responsible for creating and monitoring plans and projects of combating desertification and erosion; controlling avalanche, landslide and flood; integrated basin rehabilitation as well as making national and regional plans, and determining policies and strategies for improving water basins on the basis of basin integrity in order to conserve soil and to improve natural resources. General Directorate of State Hydraulic Works is in charge of planning, management, improvement and operation of the water resources throughout the country. General Directorate of Forestry is responsible for protecting forestry and forestry resources against danger of all sorts; developing them in a naturefriendly approach and managing forestry and forestry resources within the integrity of ecosystem and in a manner that will avail the society of multi-purpose sustainable outcomes. General Directorate of Meteorology is in charge of real-time monitoring of weather, climate and water events; interpreting data and sharing the acquired information with the relevant authorities by means of rendering high-quality, reliable meteorological services in a manner that will increase the security of life and property in any aspects of life. Turkish Water Institute conducts and support scientific research to develop national and international water policies and is responsible for development of shortterm and long-term water management strategies of Turkey. 3 3

7 MAIN SERVICE UNITS OF THE MINISTRY GENERAL DIRECTORATE OF WATER MANAGEMENT KIZILCAHAMAM-ANKARA Main duties are; To prepare Basin Protection Action Plans (BPAP), To prepare River Basin Management Plans, To determine the specific provisions for drinking water sources, special provisions for drinking water Resources, Sectoral allocation basin base. Water efficiency, To determine water quality standards at basin level, To establish an effective monitoring system for water quality control, To constitute a database for water resources, To prepare flood and drought management plans, To determine the effects of climate change scenarios at basin level, To develop a national and international water management policy, 5

8 MAIN SERVICE UNITS OF THE MINISTRY GENERAL DIRECTORATE OF NATURE PROTECTION AND NATIONAL PARKS The duties of the General Directorate as follows: To perform the functions such as designation, organization, protection, development, management and advertisement of national parks, nature parks, nature monuments, nature conservation areas and wetlands, To perform the duties determined by National Parks Law, To protect and enhance wild animals, forest game hunting resources and water resources in forests as well as brook, pond and river, wetlands and vulnerable areas, plan and manage hunting resources and control any studies such as inventory, planning, projects, implementation and monitoring, and establish facilities for these services, YENİCE-KARABÜK ADAPAZARI LONGOS 6

9 To protect biodiversity and to take measures regarding the conservation of flora and fauna and their habitats taken under protection through international conventions, To define principles of the protection and use in selected regions agreed by international protection conventions, To observe sensitive areas, and carry out the related works accordingly, To carry out the works concerning the protection of animals in cooperation with relevant institutions and non-governmental organizations, support and control the activities organized in this regard, To carry out the works and activities related to the conservation and enhancement of plant and animal genetic resources within its responsibility, To carry out the works and procedures for regulating forest game hunting, To carry out the works in the sustainable development context acting as a bridge among the sectors. 10 MAIN SERVICE UNITS OF THE MINISTRY GENERAL DIRECTORATE OF COMBATING DESERTIFICATION AND EROSION KURTBOĞAZI 1989 Main duties are; To develop plans and projects on desertification and erosion combating, avalanche, landslide and flood control as well as integrated watershed rehabilitation with a view to protecting soil and fostering natural resources by taking into consideration the watershed integrity and monitor their implementation, support this projects on project basis, develop relevant policies and strategies, and provide cooperation and coordination between institutions and organizations concerned, KURTBOĞAZI

11 To prepare plans towards the development of watersheds at national and regional level and develop relevant policies and strategies, To carry out research and development activities in cooperation with universities and research and development institutes and organize training, publication and advertising activities, To do research and job description, define and confirm unit price analysis and determine implementation principles. 12 AFFILIATED ORGANISATIONS OF THE MINISTRY GENERAL DIRECTORATE OF STATE HYRAULIC WORKS The General Directorate of State Hydraulic Works, which is a public corporation, was established in 1954 under the terms of Law No: 6200 with the objective of developing the country s surface and underground water resources. The General Directorate of State Hydraulic Works (DSI) is the main investing body responsible for the development and management of Turkey s water resources. It is active in the fields of supply of water for agriculture, energy, services (supply of drinking water), as well as in matters relating to the environment and flood control. AKKÖPRÜ DAM 10

13 As a public agency, it is responsible for four major tasks: Supply water to settlements having communal organisation for domestic and industrial use, Take necessary measures to prevent flood hazards from life and property losses, Equip all economically irrigable land with modern irrigation facilities, Develop technically viable generate hydroelectric energy potential. 14 AFFILIATED ORGANISATIONS OF THE MINISTRY GENERAL DIRECTORATE OF FORESTRY Duties of General Directorate of Forestry General Directorate of Forestry is an institution affiliated to the Ministry of Forestry and Water Affairs performing the services of protection, enhancement of forest and benefitting from them in a sustainable way within the frame of authorizations granted by the Constitution and Laws for 173 years. Main duties are; To manage forest resources together with its flora and fauna in an ecological integrity by taking into account their ecological (climate change, water, recreational etc.), economic, social and cultural values, To plan forest resources in a participatory and multi-purpose approach, to protect them against any illegal interventions, natural disasters and fires; to combat invasive pests, To carry out and develop forestry quarantine services; to increase forest area and services provided from forests; to restore and rehabilitate forests and to ensure silvicultural maintenance and regeneration of forests, YENİCE-KARABÜK 12

15 To designate recreational areas, urban forests, research forests and arboretum, protective areas for biological diversity, model and protective forests and to conserve and sustainably manage these areas, To carry out activities such as afforestation and erosion control, rehabilitation of rangelands, combating desertification, floods and avalanche control in any area within forests and outside forests; to develop and implement integrated watershed projects, To grow seeds and seedlings of trees, shrubs and plants of forests, carry out vaccination tasks, establish and manage permanent or temporary nurseries, To carry out research and development, inventory, printing and publishing, advertisement and projects related to its services, implement relevant ones and disseminate the outcomes nationally & internationally, To define technical and administrative principles related to issues within its authority and establish laboratories regarding its work field. 13

16 AFFILIATED ORGANISATIONS OF THE MINISTRY GENERAL DIRECTORATE OF METEOROLOGY The General Directorate of Meteorology was founded under the terms of Law No: 27 on 10 February The central departments of the General Directorate and its 15 Regional Directorates, together with a network of observation stations located in different parts of the country and which are attached to the Regional Directorates, are responsible for provision of meteorological services. 14

17 The duties of the General Directorate are as follows: To prepare and provide meteorological information and weather forecasts, To provide meteorological support for all types of military manoeuvres and actions on land, at sea and in the air, Evaluating observations collected by means of meteorological radars, etc. to make day-to-day and longterm weather forecasts, To make weather forecasts by evaluating pictures obtained from satellites, To keep abreast of the standards of the International Civil Aviation Organisation (ICAO) and the World Meteorological Organisation (WMO), ensuring that meteorological stations are informed and that the standards are implemented, To make synoptic studies of disasters leading to major loss of life and property, To prepare and make weather forecasts for use in the affected areas in fighting adverse agricultural conditions and forest fires, To provide the necessary meteorological services for national and international sports organisations, To provide meteorological information support for Turkish and foreign aeroplanes and other aircraft using Turkish airspace. 15

18 AFFILIATED ORGANISATIONS OF THE MINISTRY TURKISH WATER INSTITUTE (SUEN) Turkish Water Institute was founded on November 2, Main duties of the Institute: To produce knowledge related to future water-related studies, development of short-term and long-term water management strategies of Turkey, To follow up the progress, operations, activities and the information produced by the international organizations in the water area, To conduct activities to enable cooperation among national and international water sectors and collaborate in projects with institutions and persons distinguished in the water sphere, To contribute to the development of necessary tools and means to improve sustainable water policies and strategies for the solution of global water problems, To conduct and support scientific research to develop national and international water policies, To arrange educational programs at national and international levels, To conduct studies on international water law, To produce information on the use of water resources for sustainable development and renewable energy production, To cooperate with international institutions and establishments within the scope of the duties of the institute. 16
