Ministry of Culture and Tourism, Ministry of Foreign Affairs. 05 December May 2012 Eastern Anatolia. Programme in Brief: The mobilized the culture sector in Turkey s least developed region east Anatolia - - with the aim of increasing incomes and enhancing understanding of shared culture between the people of eastern Anatolia and of neighboring countries, and among people of different faiths. The Programme built the capacities of managers of cultural assets, local authorities and civil society in eastern Anatolia to protect the region's rich cultural heritage while also implementing sustainable tourism practices by providing business development services in various sectors. At the end of the Programme, local authorities and civil society were able to identify and manage shared culture assets in line with international norms, and to respect the way that people in other countries, from other backgrounds or of different faiths than their own value those cultural assets. Similarly, an increased understanding of shared culture was achieved at the national level.
2 Main Achievements 1 Contribution to raise local (and national) awareness of cultural heritage in Kars as a driving factor for economic growth and development. By increasing cultural awareness, the JP substantively contributed to community building and empowerment, including women. In this regard, the programme s efforts to mainstream gender and reach women are to be remarked. Significantly developed national and local capacities in the sector of cultural heritage safeguarding and cultural, winter and nature tourism, and significant linkages between local and national stakeholders have been created. The foundations for a model for strategic direction, prioritization and safeguarding of tangible and intangible cultural heritage and cultural tourism delivery in Kars have been established. A number of key policy and operational tools for developing cultural, winter and nature tourism in Kars have been provided: a. A tourism strategy (Tourism Master Plan) for Kars has been developed and officially endorsed by the government; b. A system for the digitization of tangible cultural heritage in Kars has been established and is fully operational; and c. the final draft of the Ani Site Management Plan. lia Enhancing the Capacity of Turkey to Adapt to Climate Change Environment and Climate Change USD 7,000,000 UNEP, UNDP, FAO, UNIDO. Ministry of Environment and Forestry, Ministry of Foreign Affairs. 12 June February 2012 Seyhan River Basin. Programme in Brief: This programme's goal was to develop capacity for managing climate change risks for rural and coastal development in Turkey. Main initiatives included (i) mainstreaming climate framework; (ii) building capacity in national and regional institutions; (iii) promoting pilot community- based adaptation projects specifically in the Seyhan River Basin; and (iv) integrating climate change adaptation into all UN agencies in Turkey. Main achievements 2 A plan for education, training and public awareness on adaptation to climate change (UNFCCC article 6) was implemented and completed. 3 sciences department to improve the knowledge of government and other institutional staff on climate change and environmental issues. Measures for the integration of climate change adaptation into national legislation were developed, and dissemination efforts were made with relevant authorities Participatory Vulnerability Analysis workshops were organized in eleven different provinces and the methodology was disseminated. The eco- efficiency and cleaner production center, was established, which has the objective to disseminates the methodology and concept of eco- efficiency, of helps formulate strategic policies, provides training and financial support, among other functions. Technical capacity for data management, analysis and interpretation was developed, helping to improve the quality of drought and flood early warnings across Turkey, and the capacity of end- users to respond to early warnings was improved. Approximately USD 1.9 million were distributed among the 18 projects; 230 man/day of monitoring field visits were carried out; 55,000 people corresponding to 2,5 percent of the population of the River Basin were benefited and/or contacted; the impact of climate change on animal husbandry was presented using an econometric model for the first time; modern irrigation systems in 2,218 ha of land were set up for demonstration purposes; the drought and salinity resistance of tomato, beans, melon, watermelon, okra and 249 local species of these products were analyzed, the gene pools of resistant types were taken under protection; and future impacts on water resources, forests, ecosystem services and animal husbandry in the basin were identified through projections. Programme in Brief: Targeting SMEs in the textile sector, the largest and most labour- intensive sector in Turkey, this programme aimed at enabling the local business community to reach a state of responsible competitiveness, involving both upgrading the productivity and market access of firms as well as benefiting local disadvantaged communities in poor areas, including Central and South-
4 eastern Anatolia. SMEs technological and innovative capacities will be developed to reduce the costs of doing business for an integrated pro- poor economy through an IT based value chain management platform and create a decent work environment. Key Achievements An online Value Chain Management Platform (VCMP) was activated by İTKİB and utilized by T/A value chain actors. At the end of the programme the platform had 5,217 active members. The capacity of national SME support and advisory institutions in the field of clustering and business linkage development was enhanced. 95 people received training on cluster development, and over 100 SMEs participated in the cluster diagnostic studies and another 26 to network analysis. An assessment report on CSR in Turkish T/A industry produced. Programme in Brief: Youth unemployment in Turkey is nearly 20%, twice the national average. Among youth, half as many women as men are employed. The 's goal was to reduce poverty by improving work opportunities for women and young people, with a focus on vulnerable migrant populations in the Antalya region. The programme supported the adoption and implementation of employment policies at the national and local level that benefit the most vulnerable groups in the labor market within the context of Turkey s east- west migration. Main Achievements 3 The programme supported the development of the National Youth Employment Action Plan which has been adopted by ISKUR. It has received financial commitment from the Turkish Employment Agency (ISKUR) and the Ministry of Labor. As first of its kind in Turkey, the programme conducted a Baseline Research for Local Monitoring of Migration Impacts on the Labor Market and Employment. 5 Employability and Vocational training and other capacity building programs reaching over 1,600 unemployed and migrant young men and women were delivered effectively. A new approach to entrepreneurship training for young people was also piloted as well as innovative training to women working in the agricultural sector that will contribute to both the local economy and the provision of decent work for women and migrants. Launched an innovative Basic Life Skills, with potential for integration to the broader ISKUR vocational trainings. More than 1200 young people benefited from the Basic Life Skills training to date. The high level of stakeholder active engagement in the UNJP at local and national levels was notable, as was the development of clustering initiatives in the Yacht building, Cut flower and Health tourism sectors. Indeed the clustering investment by the UNJP has produced high dividends for the local economy and has attracted major funding from the Ministry of the Economy.
