3 What is the Coral Triangle Initiative? Five goals overall 1. Priority seascapes improved governance & management within existing areas 2. Ecosystem-based fisheries management 3. Strengthened management of MPAs 4. Adaptation to climate change 5. Reduced catch of threatened/endangered species Cross-cutting strategy: Effective and efficient CTI-scale collaboration and policy dialogue and related governance

6 Regional Plan of Action Goal 3: Marine Protected Areas Established and Effectively Managed By 2020, region-wide Coral Triangle MPA System (CTMPAS) in place and fully functional Indicator: %/area of total marine and coastal habitats in some form of protected status by habitat type Indicator: %/area of each major marine and coastal habitat type in strictly protected no-take replenishment zones. Indicator: %/area of total marine protected areas under EFFECTIVE management within each country.

7 MPA Actions in Regional Plan of Action Action 1: Jointly establish overall goals, objectives, principles, and operational design elements for a CTMPAS centered around priority MPA networks Action 2: Complete and endorse a comprehensive map of MPA networks to be included in CTMPAS Action 3: Build capacity for effective management of the CTMPAS Action 4: Collaborate around mobilizing sustainable financing for the CTMPAS Action 5: Establish MPA networks, particularly those involving more than one country Action 6: Establish a public/private partnership or Working Group for engaging relevant industries in supporting CTMPAS

8 Priority Regional Activities Identified in CTI Regional Workshop (May 17-19) Action 1: Jointly establish overall goals, objectives, principles, and operational design elements for a CTMPAS centered around priority MPA networks Activity 1: Conduct workshop to help establish the goals and operational design for CTMPAS (USCTI thematic regional exchange for MPAs Phuket, June 17-19, 2010) Activity 2: Develop and manage an information system to track MPAs/ in the CT6 that can be used by the CT6 in planning and development of MPA networks and determine representation of critical habitat and species in the system (e.g. expand CT Atlas system that is initiated) Activity 3: Conduct a public/private round table forum for building support for the CT MPA System (2 nd Qtr. 2011)

9 Priority Regional Activities Identified in CTI Regional Workshop Action 3: Build Capacity for Effective Management of the CTMPAS Activity 1: Conduct regional workshop to review and share capacity building programs/gaps in each country National workshops in each country followed by a regional workshop to facilitate inventory of what is working with outputs: a. Institutional network to continue sharing within country/regional b. Adaptive Framework for CTI capacity development c. Focal point for CD in each country through NCC

10 Benefits and Objectives: Regional CTMPA System June Workshop--Phuket BENEFITS: Regional food security Management of migratory/threatened species Resilience of critical marine habitats and resources at scale Efficiency of scale and opportunity for synergy Knowledge of resource status and MPAs in the Coral Triangle Consistent standards and criteria for MPA management and sharing lessons learned and best practices OBJECTIVES: Improve management /use of resources Manage and protect a large percentage of all critical habitats required by species Develop a regional system of MPAs resilient to climate change and other threats Collaborate on research, capacity, development and knowledge management for the design /implementation of MPA networks Decision makers, stakeholders and supporters have knowledge to commit to design, implementation and management of MPAs and networks, and for policy development Adopt common principles for effective MPAs and networks that can be implemented according to needs of each country

11 MPA Network ROAD MAP June 2010: Report to NCCs and Agencies July 2010: Verify Focal Points, Coordinators by country Aug 2010: Complete technical reviews of National and Regional Draft Proposal for CT 6 to approve Draft Decision Memo for SOM on MPA Networks Nov/Dec 2010: Policy review complete Jan/Feb: Design team formed and meets to review comments on Network Design and select first set of representative and/or criteria for sites/networks for inclusion Dec 2011: One site per country is officially in CT MPAS

12 2 nd MPA Regional Workshop on methodologies to measure MPA management effectiveness (Jan 2011) Share lessons being learned in the development of management effectiveness assessment (MEA) tools in CT6 countries Formulate a framework for development of MEA tool that is suitable for each CT6 adaptable in different contexts Assess gaps of existing and use of MEA tools Identify capacity building needs and provide some immediate support to help countries to fill these needs Provide training of trainers for MEA tool development and application in each country Test the framework/tool in a specific site as a learning opportunity for the workshop

13 CT Atlas Phase 1: Since 2008, the CT Atlas has been funded by CTSP to complete Phase 1 of its work plan Focused on collecting in house data from international NGOs Focused on updating and compiling the MPA data from multiple sources

14 Completed milestones on Phase 1 work plan: Solomon Islands In progress CT Metadata/dataset: -Available spatial data from TNC, WWF, WorldFish and IUCN have been collected, compiled and publish on CT Atlas website GIS map: - An online GIS map has been developed with the spatial layers such as habitats, biodiversity, marine ecoregions, seascapes, threats (coral bleaching, coral disease), MPAs, Sea Surface Temperature, threatened species, monitoring sites and etc. A resource center page has been created with the repository of MPA sites, relevant references/publications, photos and contacts Status in the region. Indonesia 48 national parks information updated MPA data: Malaysia Philippines 42 Marine Parks information updated 562 MPA information updated Timor-Leste Papua New Guinea 1 National Park site information updated MPA data in Kimbe Bay updated

20 October 2010 will be the start of Phase 2 of the CT Atlas with a grant from NOAA to collaborate with the 6 Governments and integrate their data to the database

21 Mechanisms and points of convergence between CTI and ICRI Regional Program Developing and supporting information system to describe CT MPA System (e.g. CT Atlas, national databases focus on basic MPA parameters, baseline, progress, mgt effectiveness etc) Establish MPA Working Group for CTI comprised of CT6 and regional experts Focus on development and application of standard criteria and system for measuring MPA management effectiveness
