8 OTHER RESPONSIBILITIES 1. The Government of Indonesia is committed to significantly reducing its GHG emissions by 2020 and to shift its economy onto a green development path. Blue Carbon is listed as a supporting activity by the Ministry of Marine Affairs and Fisheries in PERPRES 61/2011 to support Green Development Agenda. 2. Blue carbon supports sustainable coastal livelihoods linking coastal ecosystem conservation and management efforts with ensuring sustained benefits from ecosystem services. Degradation of Coastal Ecosystems through Coastal deforestation, reclamation, declining water quality, pollution, unsustainable aquaculture practices

10 Blue Carbon and REDD+ Indonesia embraces the concept of financial compensation for Reduced Emissions from Deforestation and Degradation (REDD+) as a means of mitigating emissions and creating incentives for more sustainable forest management and governance reforms Under the authority of the President, a REDD+ Task Force was established in 2010, with multiagency representation. The Strategy includes mangrove and peat land forests. In 2013, the National REDD+ Agency was established and began operations in 2014 Held the first FGD Meeting in October 2014 and will have the 2 nd FGD in November 2014

12 INDONESIA WORLD BANK BLUE CARBON PROGRAM Project Objective GREEN DEVELOPMENT SUPPORT PROGRAM INVESTING IN A MORE SUSTAINABLE AND INCLUSIVE INDONESIA BLUE CARBON COASTAL LIVELIHOODS AND ECOSYSTEMS MANAGEMENT PROJECT A CONCEPT NOTE To support the establishment of scientific, institutional and community engagement foundation to benefit from future environmental and financial Blue Carbon opportunities in its coastal mangrove and sea grass ecosystems. Expected outcomes 1. Improved knowledge of the baseline coastal ecosystems carbon stocks and Blue Carbon potential of mangroves and sea grasses in Indonesia. 2. Strengthened capacity of the Blue Carbon Center as a Center of Excellence for Blue Carbon research and development in Indonesia. 3. Community-based coastal ecosystem conservation and management interventions reflecting measurable reductions in mangrove deforestation and sea grass degradation at selected sites.

13 MoMAF WB Blue Carbon Project Components Component 1: Coastal Ecosystem Carbon Stock Assessment and Market Potential To help establish the scientific baseline on carbon sequestration and potential emissions reductions from Indonesia s coastal ecosystems. The component will also conduct a thorough assessment of potential Blue Carbon Markets and explore viable MRV systems for Blue Carbon. Subcomponent A: Establish Scientific Baseline for Blue Carbon Subcomponent B: Indonesian Blue Carbon Market Assessment Component 2: Institutional Capacity Building and Policy Reforms Examines the institutional capacity gaps and policy reforms that need to be addressed in order for the GoI to fully capitalize on the Blue Carbon opportunities available to Indonesia. Subcomponent A: Institutional Capacity Building Subcomponent B: Policy Reforms

14 MoMAF WB Blue Carbon Project Components Component 3: Community-based Coastal Ecosystem Conservation and Management Establishes community engagement and commitment to adopting a Blue Carbon-based coastal ecosystem conservation and management approach through a series of local demonstration projects Taking advantage of COREMAP-CTI sites Component 4: Project Management This component will consist of the following activities: (a) Monitoring and evaluation of project performance; (b) Establishing learning networks and dissemination of best practice; (c) Compliance monitoring on safeguards and fiduciary management (including external audit); (d) Coordination with partner organizations; and (e) Incremental operating costs. The project is structured as a 4 year Technical Assistance, from with a total financing package of US$100 million
