New Medical Insurance Guidelines Following the ministry s circular, effective from October 1 st, institutions can buy medical insurance cover for international students from any licensed insurance provider as long as insurance policy fulfils the requirements set by MOE Institutes have to submit the insurance group cover policy to EMGS for verification to ensure the coverage fulfils all the criteria set in the 'schedule of benefits' as per document B appendix D. EMGS will configure the group cover policy with expiry date in STARS system and IPTS will have an option to select their Own Group Insurance or EMGS-AXA. If group cover policy has expired, institutes will not be able to select the Own Group Insurance option in STARS. Institutes are required to renew the group cover policy or may select insurance via EMGS-AXA. Institutes will be required to submit each insurance cover note from their group insurance to EMGS for student pass sticker endorsement. 2
New Medical Insurance Guidelines Institute 2 Institution submit the insurance group cover policy to EMGS 5 VAL Approval Process Institution submits documents to EMGS for checking. VAL is issued and student enters the country for Medical Screening and Student Pass endorsement. 1 institution buys medical insurance cover for international students from a licensed insurance provider 3 Insurance Group Cover Registration EMGS registers the insurance group cover policy in STARS 6 Once the student passes the Medical Screening, the institution will submit the Insurance cover note to EMGS to proceed with Student Pass endorsement. 4 STARS Application Institution makes application in STARS and selects the insurance group cover policy from the dropdown list. 7 Endorsement
Insurance Change of Third Party Administrator for AXA The Third Party Administrator (TPA) is the organization in charge of processing insurance claims on behalf of AXA. With effect from 1 st of September 2014, the Medical Insurance Card issued by AXA Affin General Insurance Berhad (AXA) through EMGS has changed to a new format. This is due to the change of the Third Party Administrator (TPA) used by AXA from MediExpress to MiCare. There are no changes to the insurance payment amount or the packages. Students using the older cards (issued before 1 st September) will still be able to use their cards to claim for insurance coverage. They will be able to go to any panel clinic/hospital listed under the MediExpress section on the EMGS website for the duration of their coverage period. The 24-hour hotline number will differ depending on the card. The emergency contact numbers are listed on the cards. 4
Pre-Arrival Medical Screening
Pre-Arrival Medical Screening Students will be required to undergo a Medical Screening prior to their arrival in Malaysia in addition to the one they do after arrival. This step has been taken to protect the community from the spread of communicable diseases. Student will be requested to do the medical screening and upload the documents after the application has been created by the institution in STARS. The VAL issuance will not proceed until the student s pre arrival Medical Screening details have been submitted to EMGS. The application will remain in the status Require Correction until the medical screening report has been received. In addition, all students are REQUIRED to take the vaccines listed in the Health Examination Form. Students are REQUIRED to produce the international certificate of vaccination for verification of information. Without these requirements being fulfilled, the VAL issuance will not proceed. 6
Pre-Arrival Medical Screening 1 Vetting Student * Institution creates application and submits to EMGS 4 Upon arrival, student will proceed for In-Country Medical Screening at EMGS Panel Clinic Supporting Institutions must adhere to additional requirements set out in MOE s circular (Section 1- Part B). * After Institutes have created application in STARS, student can proceed for Medical screening in the home country and upload the results to EMGS portal 2 3 Approval VAL will only be approved AFTER the student has submitted the Pre-Arrival Medical Screening report and is deemed to be SUITABLE to study in Malaysia. 5 Endorsement Once the student passes the Medical Screening, the Student Pass endorsement can proceed.
Additional Requirements for Medical Screening A valid Yellow Fever vaccination certificate is required from all travelers coming from or transited more than 12 hours through countries with risk of Yellow Fever transmission. In addition, all students are REQUIRED to take the vaccines listed in the Health Examination Form. Students are REQUIRED to produce the international certificate of vaccination for verification of information. Institutions are requested to inform their students of this requirement before the student arrives in Malaysia as failure to adhere to this may lead to the student being refused entry into Malaysia. 8

Medical Screening for Renewal
Medical Screening for Renewal Students renewing their student pass will no longer be required to attend a medical screening. Renewal application created after 1 st October 2014 will be exempted from the Medical Screening Fee. Students with renewal applications made before 1 st October 2014, will still be required to attend the medical screening. There will be no refunds for medical screening fees paid prior to 1 st October 2014 11
ikad for Foreign Students
ikad for Foreign Students All students will receive ikad after arrival in Malaysia once their student pass has been endorsed by the Department of Immigration. This card will contain details of their student pass duration. ikad will be issued to students who received the Student Pass endorsement from 1 st July 2014 onwards. The ikad will be renewable on an annual basis; depending on the course and student pass duration. 13
ikad for Foreign Students Institutions are required to report any lost or damaged ikad to EMGS within 14 days. Call +603 2782 5888 (Monday-Sunday / 9am-8pm including public holidays) If the student is cancelling their student pass, Institutions will be required to return the ikad to EMGS. This includes students who are changing their course or Institutions (Variation). ikad Fee: RM50: collected by the Institution at EMGS front counter. Additional RM10 for ikad couriered to the institution. 14
No Objection Letter for Sudan
No Objection Letter for Sudan With effect from 1st October, 2014 students from Sudan will be required to submit a No Objection Certificate (NOC) when applying for New applications. The NOC is to be obtained by the institutions directly from the Embassy of the Republic of Sudan. The institution will be required to provide a copy of the offer letter as well as a copy of the student s passport to the embassy in order to get an NOC. This rule follows a directive from the Government of Sudan requiring their nationals to provide the NOC when applying to higher education institutes in Malaysia. Please note: This does not affect students from South Sudan. 16
EMGS Analytics Dashboard
EMGS Analytics Dashboard EMGS is introducing the EMGS Analytics Dashboard which will enable the Educational Institutions to have clear overview and visual reports of the applications as pertaining to their institution. In order to gain access to this tool, Institutions will be required to create a STARS account. Institutions can use their existing VPN account to access the Analytics dashboard though STARS. 18
