Annex I - STATEMENT OF WORKS (SoW) CONSTRUCTION OF A NEW DISTRICT COURT/PIRACY COURT IN MOKA, MAURITIUS. A. Executive Summary. 1. In order to repress piracy in the Horn of Africa and in the absence of effective justice and law enforcement systems in the land areas from which the pirates operate, the capacity of those systems in the region, which do have the potential to repress piracy and have shown interest to do so, must be developed. Hence, the UNODC program strategy is centered on the provision of UNODC expertise, advisory and capacity building services to Kenya, Tanzania, Mauritius and the Seychelles for the strengthening and establishment of regional cooperation mechanisms and specific support to strengthen the capacity of their law enforcement and criminal justice systems to efficiently deter, investigate, prosecute and detain pirates. 2. To this end the United Nations Office on Drugs and Crime (UNODC), intends to carry out infrastructural and capacity improvement within the Judiciary in Mauritius by constructing a new District court/ Piracy court in Moka. The works include: a. Construction of a single story courthouse building. b. General External works B. Site location. The new District court/ Piracy court in located in the district Moka, in the central part of Mauritius. The exact location the site is as attached in ANNEX A. C. Construction of one (1) No. New District/Piracy courthouse. 1. The construction of the courthouse will include; a. Erection of a construction sign board. b. Excavation works for a new foundation. c. Backfilling. d. Structural works, (column bases, ground beams, ring beams, beams, lintels, staircases and columns. e. Construction of 200mm thick walls reinforced with hoop iron in every alternate course finished with 12 mm thick cement sand screed plaster and paint.
f. Installation of an approved joint sealer for the expansion joint. g. 31 No. New hardwood timber doors varnished and complete with all accessories as specified in the B.o.Q (locks, hinges and handles). h. 36 No. steel grilled windows painted with gloss paint and complete with all accessories as specified in the B.o.Q. i. 11 No. steel grilled doors and 1 steel plated door painted with gloss paint and complete with all accessories as specified in the B.o.Q (locks, hinges and handles). j. 47 No. aluminium windows fitted with glazing and of which 28 No. are fitted with steel grills as protective shield. k. 3 staircases finished with granite and with mild steel balustrades. l. IT4 roofing sheets and timber trusses to cover selected areas. m. Supply and fixing of 60x60 cm precast concrete paving slabs all round the building. n. Cement sand floor screed finished with epoxy industrial paint and ceramic tiling to selected areas as per the drawings. o. An insulated waterproofed roof slab with parapet walls, coping and rain water disposal. p. A judge s area, a witness box an accused caging as pr the drawings. q. Electrical installations & fittings (cabling, conduits, switches, lighting points, luminaires, sockets, earthing system, 1 No generator set, distribution board sockets, consumer unit, a fire alarm, detection and suppression system and a CCTV system. r. Mechanical, plumbing and sanitary installations & fittings (wash hand basins, PPR pipe work, floor traps, 3 No. water tanks, booster pumps, 4 urinals, 14 water closets, sewerage pipes, rain water downpipes, inspection chambers, man holes, HVAC,(air conditioning split units extractor units and complete with accessories as specified in the drawings and the B.O.Q). D. General external works. 1. The external works include; a.construction of Three (3) No. Gatehouse and gates. b.construction of a new Boundary wall. c.construction of a new One (1) No. Septic tank and One (1) No. soak way unit. d.construction of a new Drive way and parking e.construction of a generator house and Installation of One 1 No. Generator set.
E. Construction of three (3) No. new gatehouses and four (4) No gates. 1. To control access in and out of the Moka District Magistrates court, there will be construction of 3 gates and 3 gate houses to compound. The scope of works for this includes: a. Excavation and backfilling works. b. Foundations for the columns and the walls. c. Reinforced concrete columns and beams. d. 20cm thick Concrete block walling. e. Supply and installation of Three (3) No. steel gates complete with iron monger as per the B.O.Q. f. 1 No. suspended reinforced solid slab waterproofed flat roof with 200mm thick parapet roof with coping as per the details. g. Supply and fixing of 2 No. timber doors and frames varnished and fitted with specified iron mongery as per the door schedules per gate house. h. Supply and fixing of 3 No. aluminium windows fitted with specified iron mongery as per the window schedules per gate house. i. Plaster and paint to internal wall surfaces and wall tiles to the wet areas. j. Plaster and paint with textured paint to external wall surfaces. k. Supply and installation of Electrical works (conduits, fluorescent light tubes, switches, sockets, together with trunking and all associated fixtures). l. Supply and installation of 3 No. double leaf, steel framed gates. F. Construction of a new boundary wall. 1. To ensure security of the Moka District Magistrates court, there will be construction of a boundary wall. The scope of works for this includes; a. Excavation and backfilling works. b. Foundations for the columns and the walls. c. Reinforced concrete columns and beams. d. Precast concrete copping. e. 20cm thick Concrete block walling. f. Supply and installation of steel grills.
G. Construction of a new driveway & parking. 1. To provide a proper vehicular parking and circulation within the Moka District Magistrates court there will be construction of a new driveway and parking. The scope of works for this includes; a.excavation and backfilling works b.laying of precast concrete interlocking blocks and precast concrete kerbs c.road marking with reflective paint. H. Construction of a new foul water drainage system. 1. There will be construction of a foul water drainage system to channel away water from the buildings in to the septic tanks. The scope of works involved will be; a.excavation works. b.supply and installation of UPVC pipes for the sewerage system. c.construction of inspection chambers. d.construction of gully traps. e.supply and installation of medium duty cast iron covers. f. Supply and installation of UPVC solid drain pipes iron pipes. I. Construction of a new one (1) no. septic tank & one (1) no soak away. 1. There will be construction of 1 No. septic tank and 1 No. soak away to soak the waste water into the ground. The scope of works will involve; a.excavation works. b.reinforced concrete works for bottom and cover slab. c.20 cm thick concrete walling. d.step iron fixed to concrete works. e.heavy duty cast iron man hole covers. J. Construction of a new generator & transformer house and installation of one 1 no. generator set. 1. There will be construction of 1 No. generator house to house the generator. The scope of works will involve; a.excavation works. b.reinforced concrete works for bottom and cover slab. c.20 cm thick concrete blocks walling finished with plaster and paint. d.1 No. mild steel door.
e.vent blocks. f. Electrical fittings and connections. g.supply of One (1) no. 44 KVA generator with associated electrical cabling as per the B.O.Q.
