17 th ASEAN+ Age Group Chess Championships 2016 29 th May - 7 th June 2016 Dusit Thani Hotel, Pattaya City, Chon Buri, Thailand Invitation Under the auspices of the ASEAN Chess Confederation (ACC) and the Asian Chess Federation (ACF), ASEAN Chess Academy in collaboration with Thailand Chess Association, have the honour of inviting all Asian national chess federations to participate in the 17 th ASEAN+ Age Group Chess Championships 2016 which are to be held at the 5-star Dusit Thani Pattaya Hotel, Pattaya City, Chon Buri, Thailand, during 29 th May 2016 (Arrival) - 7 th June 2016 (Departure). Tournament Regulations and Rules 1. Eligibility and Participation 1.1 Each federation may register any number of players in the Under 08, Under 10, Under 12, Under 14, Under 16, Under 18, and Under 20, with separate events for Open and Girls. 1.2 Players must not have reached the relevant age before 1 st January 2016. 1.3 In addition, there shall be 2 categories for Senior >50 and Senior >60. These senior players must reach the age required during the year 2016. (7-round Swiss for Standard Chess.) 1.4 Players outside the Association of Southeast Asian Nations (ASEAN) are welcome to play in this tournament. 1.5 National chess federations may send as many players as they wish, however, they shall be responsible for their own expenses. System and Pairing 3.1 Where possible, each category shall be conducted in the Swiss System of 9 rounds, using the Swiss Manager Program. 3.2 In the last 2 rounds, where possible, players from the same federation and who have more than 50% score shall not be paired to play each other. 3.3 Standard Chess: Each player is accorded with 90 minutes + 30 seconds increment (starting from move 1). 3.4 Rapid Chess: Each player is accorded with 25 minutes to complete the game. 3.5 Blitz Chess: Each player is accorded with 5 minutes to complete the game. 3.6 FIDE Law of Chess and Zero Tolerance shall apply. 4. Tie Breaks The final ranking order of the players shall be determined by the number of points scored. If at the end of the tournament, two or more players are tied for the first place or for any prize, the tie shall be broken according to the following tie breaks in the order below: Direct Encounter; Buchholz Cut 1; Buchholz; Greater Number of Wins with Black Pieces; Greater Number of Wins. 5. Medals 5.1 Medals shall be awarded to the top three positions in each event and category. 5.2 Team Medals shall be awarded based on the total score of the top three players of a Federation. Any Federation with less than 3 players shall not be eligible for a team award. In the case of tie, the tie-break scores of each player shall be determined. (See 4.) 5.3 For Individual Medals, where there is a tie, not more than 3 players shall receive the same colour medal. For each category, not more than 5 medals shall be awarded. Examples: If 2 players tied for first and 2 players tied for third, then, 2 Gold Medals shall awarded, and there shall be no Silver, but 2 Bronze Medals shall be awarded. If 3 players tied for first, then, no Silver and Bronze Medals shall be awarded. If more than 3 players tied for first, then, the 3 highest players based on the tie-break shall receive the God Medals and the Silver and the Bronze Medals shall not be awarded. 5.4 In the determination of FIDE Direct Title Awards, it is applicable to Standard Chess only, whereby the tie-break shall be used in the case of more than one Gold, or more than one Silver, or more than one Bronze were awarded. FM/WFM titles are awarded to the winners (regardless of ASEAN or Non-ASEAN players) of the youth categories. In the event of a tie, after the tiebreak, only the top three finishers shall be awarded. CM/WCM titles are awarded, after the tiebreak, to Silver and Bronze Medal winners, and not more than one title shall be awarded for each (2 nd /3 rd ) position. IM/WIM titles are awarded for the ASEAN Under 20 category. 6. Certificates 6.1 Certificates shall be awarded to the players who have finished in the top three positions. 6.2 Certificates of Participation shall be given to players, FIDE accredited trainers, managers, and appointed Technical Officials. 7. Appeals Committee 7.1 The Appeals Committee shall comprise 3 persons who will be appointed at the Technical Meeting. 7.2 A protest against a decision of an Arbiter must be submitted in writing to the Chief Arbiter, within 15 minutes after the end of the relevant playing session. In submitting a protest, a protest fee of USD 100.00 (One Hundred US Dollars) shall be paid to the Appeals Committee, which is refundable if the protest is upheld. The Appeals Committee, however, may decide to refund the fee if it considers that the appeal was not frivolous. 7.3 The decision of the Appeals Committee shall be final and binding immediately. 8. Medical and Insurance From the duration of arrival and until departure, the Organizer shall insure the participants against accidents and the need for medical services, including cost of medicines, in the case of acute illnesses, surgical operations, etc. The Organizer shall not be responsible for medical services needed for treatment of chronic or other illnesses which already existed before the arrival at the Tournament. 9. Entry Visas Players and accompanying persons who need visas to enter into the Kingdom of Thailand must notify the Organizer in writing via email to bbso@truemail.co.th, attaching thereto a photocopy of their Passports on the page bearing the photos and personal data before 15 th April 2016. After having been so notified, the Organizer shall issue a letter of confirmation to participate in the Tournament to the players/accompanying persons accordingly via email. Please note that some countries require more than two weeks for visa application at the Royal Thai Embassies/Consulates in their countries. Players from ASEAN countries need not apply for visas to enter into the Kingdom of Thailand. For players outside ASEAN, please check with your Foreign Ministry if you need a visa to enter Thailand. 10. Official Hotel and Venue of Play 10.1 The Official Hotel is the 5-star Dusit Thani Pattaya Hotel, Pattaya City, Chon Buri Province, Kingdom of Thailand. The playing hall is at the Dusit Napalai Grand Ballroom, ground floor, Dusit Thani Pattaya Hotel. 10.2 All players and accompanying persons shall have to be registered through the Organizer and are obliged to stay in the Official Hotel, Dusit Thani Pattaya Hotel. Players or accompanying persons who stay outside the Official Hotel and not registered directly with the Organizer shall not be eligible to participate in this Tournament. 10.3 The Organizer shall provide free board and lodging to one official or coach per Federation on twin-sharing basis. 10.4 Registration and Entry Fees are as follows: Registration Date Before and on After Players Through Federation Players with Direct Registration All Accompanying Persons/Officials USD 200.00 USD 250.00 USD 75.00 USD 300.00 USD 350.00 USD 150.00 The registration and entry fee include the costs of airport transfers from Don Mueang International Airport/Suvarnabhumi International Airport to the Official Hotels and from the Official Hotels to Don Mueang International Airport/Suvarnabhumi International Airport, as well as Accreditation Cards, Certificates, Insurance. Before 1 st April 2016, federations wishing to participate should state their intentions to send players to play in this Tournament to the Organizer for Preliminary Registration, stating the number of players and participants (coaches/officials). Before, federations wishing to participate shall submit their Final Registrations of participants. The Final List of Players/Participants must provide the birth date of each player which must correspond to that appearing on the Passports or travel documents. Page 4 of 6

The Registration Form of Players shall state the name, surname, gender, date of birth, FIDE Rating, FIDE ID No., type of room required and rooming list via email to bbso@truemail.co.th. Player with FIDE ID will be rejected. All players and accompanying persons/coaches are required to send their Passport photo size in jpeg file to the Organizer for preparation of Name Plates and Accreditation Cards via email to bbso@truemail.co.th. If no such photos are sent, the Organizer will charge a fee at USD 2.00 each for photo service at the venue for making the Name Plates and Accreditation Cards. Players and accompanying persons/coaches/officials who have no Accreditation Cards shall not be allowed to enter into the playing area, including the Opening/Closing Ceremony, Social Night Party. Airport Transfers The Organizer shall provide all participants with airport transfers from both Don Mueang International Airport and Suvarnabhumi International Airport to the Official Hotels, and from the Official Hotels to the said two airports. All participants are required however to send their flight details of arrivals and departures to the Organizer at least 7 days before the arrival date (29 th May 2016 for most participants). The Organizer shall not be responsible for airport transfers for those who do not send their flight details by the said date. 13. Social Night Party It is customary of the ASEAN+ Age Group Chess Championships that each Federation from ASEAN and Non- ASEAN shall send one group of players participating in this tournament to perform a show of their choices. Please bring your own musical instruments, dresses, and/or CD/DVD for use in the show. There will be prizes for best performances as to be judged by a special panel of umpires. Page 5 of 6

1 st ASEAN Chess Open Tournament 2016 ASEAN chess is a hybrid of international chess and native chess of Southeast Asian countries, e.g., Thai Chess (Makruk), Myanmar Chess, Cambodian Chess, Lao Chess. It was first played at international level in the Palembang SEA Games in 2011, where Indonesia, Malaysia, Myanmar, Philippines & Thailand had participated. ASEAN Chess Open Tournament will be held concurrently with the 17 th ASEAN+ Age Group 2016 at the same venue, Dusit Thani Pattaya Hotel, Pattaya City, Chon Buri Province, Thailand. All regulations are as stated above except for the following. 15. Eligibility: There shall be two categories: Open and Women. This Tournament is open to all players who know how to play the ASEAN Chess and there are no age limits, nor the number of participants. 16.
