Brief Review of Current Activities of the Departments/Agencies under the Ministry: 5.1 Bangladesh Water Development Board (BWDB): Ministry of Water Resources implements most of its development projects,including flood control, drainage and irrigation and collects, processes and preserves data and information about hydraulic and hydrology and distributes these when needed through its principal implementation agency Bangladesh Water Development Board. Main functions of BWDB are as follows: Control and development of river and of river banks, and construction of water bodies, barrage, closure, regulators or any other infrastructures with a view to controlling flood, preventing drought or for irrigation or drainage; Improve the flow of water with the objective of providing assistance to irrigation, forestry, environment, re-excavation of canals and water ways for changing direction of the flow of water; Conservation of river banks and where possible, protection of towns, bazaars, growth centres and other places of historical or national importance; Construct and maintain coastal embankments; Conduct hydrological research and collect all relevant information and data and their preservation and dissemination; In FY 2005-2006 Bangladesh Water Development Board is currently implementing projects for digging/re-excavation of canals for extension of irrigation, town protection and development, prevention of border river erosion, and development of drainage system. Notable programmes/projects river/canal re-excavation programme, small flood control, drainage and irrigation project, Kurigram irrigation project, river conservation and development and town projects, town protection embankment, projects, conservation and development of border rivers protection, river, The Jamuna-Meghna River Erosion Mitigation project and emergency rehabilitation of 2004 flood damage project. Works noteworthy of mention include BWDB during FY 2004-2005 a construction of 28 km. flood protection embankment, construction and repairs of flood control infrastructures(sluice/regulators),101 km. canal digging/re-excavation, construction 54 irrigation structures, digging/re-excavation of 100 km. irrigation canal, 25 km river bank protection work, extension of irrigated area by 1000 hectors, making an additional area of 49000 hectors flood free 800 km. flood control embankment, repairs/rehabilitation of 200 irrigation structures and extension of irrigation facilities to10.53 lac hectors of land. 5.2 Water Resources Planning Organisation (WARPO): Water Resources Planning Organisation (WARPO) is a statutory organisation under the Ministry of Water Resources. Major activities of WARPO include advising the government on formulation of policy, project preparation, formulation of regulatory rules in project completion process as per planning, monitoring and operation etc. Main functions of WARPO are as follows: 1. Formulate environmentally balanced macro-plan for the development of water resources; 2. Formulate National Strategy and Policy for scientific utilisation and conservation of water resources; 3. Develop education, training and professional standard in respect of utilisation of water resources; 4. Accumulate, evaluate and disseminate data about utilisation of water resources; Environmental Monitoring Information Network for Water Resources project is being implemented for collection and dissemination among concerned organizations/individuals all
141 data relating to flood, river erosion and morphology and creation of an integrated network for proper use and planning for land and water resources. 5.3 River Research Institute (RRI): The RRI was established with modern facilities under the ministry of Water Resources for conducting extensive research work in civil engineering and hydraulic problems in the development of water resources and flood control projects. RRI studies physical models to ensure scientific solution to river erosion, river navigability, river control and salinity and takes protective measures in that light of these studies. The main functions of RRI are as follows. 1. Preparation of designs required for river training, erosion checking, flood control, irrigation and drainage and studies through physical modeling for river strategy, control of river siltation, research work relating to river estuary and ebb and flow; 2. Studies of river flow and water division area for development of water resources, use of surface and sub-soil water and studies of environmental subjects specially, salinity and quality of water through mathematical model; 3. Testing of materials used in construction works relating to river training, erosion protection, flood control, irrigation and drainage and studies and evaluation of quality of work done; 4. Conduct training programmes in the above fields and publication of periodicals and reports of technical nature; A project entitled Influence of bandalling on river flow and morphology is being implemented. In the recent past necessary advice for the construction of revetment to protect the Arial Khan road bridge from the erosion of the Arial Khan river was applied after carrying out studies of a physical model. Necessary consultancy advice was offered for primary work in respect of physical model studies to prevent union of the Jamuna-Bangali rivers at Debdanga of Sariakandi upazila in Bogra district. 5.4 Joint River Commission (JRC): JRC emerged as an organisation to provide platform for deliberations on equitable and proper sharing of water of the international rivers flowing through Bangladesh. The main functions of Joint River Commission (JRC) are as follows: 1. Negotiations with neighbouring countries regarding development, management and sharing of the water resources of international/border rivers; 2. Overseeing local meetings of the Joint River Commission including regular meetings with India of Joint River Commission, Joint Commission of Experts, Joint Committee on Water Sharing of the Ganges water at Farakka and the Standing Committee; 3. Make arrangements for data and information about flood and storm forecasting and warnings jointly with India and adopt programme accordingly; 4. Exchange of data and information with Nepal and Bhutan and taking necessary actions in respect of mitigation of flood damages, proper utilisation and development of common water resources; 5.5 Bangladesh Haor and Wetland Development Board (BHWDB): BHWDB was formed under Ministry of Water Resources to play an effective role in the financial development of the poor people of haor and wetland regions. The main functions of BHWDB are as follows. 1. Provide assistance and coordination with all ministries/agencies and local govt. organisations for overall coordination and development of haors and water bodies. To that end the Board will initiate measures to prepare Integrated Master Plan;
142 2. Formulate some projects in view of local demands and implement them through local govt. institutions and any other body depending on the size and nature of the projects; 3. Monitor and coordinate projects of different ministries under implementation in the haor area. 6.
