PARTICULAR SPECIFICATION PASSENGER LIFTS 1.0 GENERAL 1.1 Regulations and Standards The lifts, the material and the installation including the machine room and pit shall comply with all the relevant standards and regulations. In particular: (i) European Parliament and Council Directive 95/16/EC of 29 June 1995 as adopted in Malta, by virtue of the Legal Notice 370 of 2002 Lifts Regulations. All lifts and safety components within the scope of the Regulations, which are to be provided under this contract will have to: Be safe (or in the case of a safety component enable the lift in which it is installed to be safe); Meet the relevant essential health and safety requirements in their design, construction and installation; Satisfy the appropriate conformity assessment procedures set out in the Regulations. Carry CE marking; Be accompanied by an EC declaration of conformity. (ii) Maltese Standard MSA EN 81-2.2000 for the hydraulic lift, MSA EN81-1.2000 for the electric traction lift, as applicable. (iii) European standard EN 81-72.2003 for firefighters lift, as applicable. (iv) European standard EN 81-70.2003 for safety rules for the construction and installation of passenger lifts, particular applications for passenger and goods passenger lifts and accessibility to lifts for persons including persons with disability. (v) Factories (Hoists and Lifts) Regulations, 1964. (vi) Current Edition of the I.E.E. Wiring Regulations. (vii) Current Edition of the Electricity Supply Regulations as issued by the Enemalta Corporation. The Tenderer shall be required to certify, at tendering stage, that the whole installation will conform to the above standards and regulations. MTS Consulting Ltd 2
Any deviations from the above standards must be clearly indicated by the contractor at tendering stage. 1.2 Limits of Work All civil engineering works, including pit, lift well motor room and relative openings, shall be carried out by others. The supply and fixing of any part of any metal structure necessary for the operation of the lift shall, however, form part of this tender. 1.3 Maintenance The tenderer shall cover complete maintenance of the equipment and the installation for a period of twenty-four (24) months following handover. The maintenance shall be in line with the Maltese Standard MSA EN 13015:2001. This shall also include routine bimonthly visits as necessary, to keep the lifts in continuous working order, the free supply and use of lubricants, all replacements, including lights and batteries, etc. A six monthly examination by a competent person shall also be undertaken, on the general operation, running clearances, main drive system and gearing and operational check of safety devices. A report of Examination of Lift shall be compiled and copies passed to client, competent Authorities and the O.H.S.V. A log book shall be kept in order to record dates and nature of visits and condition of lifts. 1.4 Documents to be Submitted with Tender The tenderer shall submit with his tender the following documentation : a. Descriptive brochure regarding cabin and doors finishes he is proposing. b. Certification that the whole installation shall conform to standards as specified in 1.1 above. c. Reference list of projects with similar type / capacity lifts. d. Confirmation that lift shaft dimensions are acceptable and will accommodate proposed lift installation. 1.5 Drawings to be Submitted The successful contractor shall within 4 weeks from signing of contract submit the drawings / documents listed hereunder: Three sets of general arrangement drawings, indicating also civil engineering works to comply with the dimension of the lift shafts as indicated in the drawing and all other relevant builder s work. 1.6 Inspection and Certificate of Compliance Prior to handing over of the lift, the contractor shall obtain the certificate of inspection in accordance with the Factories (Hoists and Lifts) Regulation, 1964 and the Certification of a Notified Body. 1.7 Systems Supply All equipment and components, including cabins and their accessories, shall be supplied as a complete system by the same manufacturer, details of which are to be submitted with the tender. 1.8 Overvoltage Trip A three phase motor protector is to be supplied and installed for each motor. The motor protector is to automatically isolate the power supply to the motor in the event of: a. A phase loss. b. A phase reversal. c. A 9% voltage difference between phases. d. A phase angle variation of more than 10%. e. The voltage goes below the under voltage setting. f. The voltage goes above the over voltage setting. The adjustable voltage setting ranges are to be: under voltage over voltage 300 to 500 volts 360 to 560 volts The tripping unit can be reset automatically or manually after a set time delay in the range of 20 to 300 seconds. 2.0 LIFTS 2.1 Maintenance Control Gear Up / Down / Stop / Control and Inspection buttons to be installed in control panel as well as on top of car. 2.2 Samples It is very important for the client that samples of the finishes be forwarded with the tender document. 2.3 Telephone and Camera in Lift Cabin The travelling cable in all lifts shall include a dedicated line for the telephone. It is important that the lifts contractor provides a telephone line for this particular lift and as such all necessary co-ordination shall be the responsibility of the contractor. A co-ax cable for future installation of a camera in the lift cabin is to be provided. This cable shall be terminated in appropriate individual box fixed to the wall besides the lift control panel. 2.4 Essential Power Supply / Automatic Evacuation Essential power supply shall be provided for the firefighter s, lift FF1. A power supply from the essential system, off the building s stand-by generator, will be provided (by others) to feed the control panel and will be terminated in a main switch in the shaft. The passenger lifts PL1 and PL2, and the car hoist CH1 shall be equipped with an automatic evacuation control. This will allow the lifts to move to the nearest floor and allow evacuation of any trapped passengers. The operation of the lift will cease until power is restored. FF1 shall also be provided with an automatic evacuation control that will be required in the event that the generator does not operate. MTS Consulting Ltd 4
2.5 Access Control All lifts shall be provided by means of a card access control system, which shall be provided by the access control contractor. In view of this, an interface shall be allowed in each lift cabin for connection by the access control contractor. The car hoist, in addition to the interface described above, shall also have a key access control that will only allow travelling between floors by use of a key. This is to be provided by the lift s contractor. 2.6 Fire Control On receipt of a signal from the Fire Alarm Panel, all the lifts shall descend / ascend to the pre-assigned (evacuation) floor, open doors to allow passengers out, then remain stationary with doors closed. FF1 shall be assigned as firefighters s lift. Thus on the cabin control panel and on the landing at ground floor (to be confirmed by the Engineer prior to installation) there shall be a firefighters s control key switch. The relative keys are to be handed over to the Estate Manager on commissioning. The firefighters s switch shall include a two-phase operation for lift calling and lift operation as specified in EN81-72. Further requirements specified in EN81-72 shall also be included, such as its positioning and labelling. 2.7 Firefighters s Lift The lift designated to be firefighters s lift shall be so designed to ensure proper operation during a fire, as specified in EN81-72. Compliance shall be ensured for the electrical and electronic landing control devices, car and landing controls, and all other necessary equipment. The lift shall include an emergency trap door that ensures a means of escape from the car. This trap door shall form part of a complete system that allows evacuation at any point, as specified in EN81-72. A sump pump shall be supplied and installed within this scope of works to prevent the water level in the pit from reaching the car or equipment which could create malfunction of the firefighters lift. The pump shall be as specified in section 3.0. 3.0 SUMP PUMP The contractor shall supply, install, test and commission the submersible pumps including electrical connection and 50mm diameter HDPE discharge pipework (allow for 15meters of pipework). 3.1 General The sump pump shall be a submersible motor pump for percolating or leakage water. It shall be suitable for handling chemically neutral, slightly contaminated wastewater containing solids with a grain size of up to 10 mm as well as wash water and sea water. The sump pump shall not be required to pump sewage or corrosive liquids. MTS Consulting Ltd 5
3.2 Designation When selecting the brand and model, contractor shall ensure that the variant suitable for aggressive water, such as sea water, is chosen. A typical pump suitable for this use is : Brand : KSB Model : Ama-Drainer 301 S E Variant : C = variant for aggressive water An equal and approved brand and model may be offered provided the manufacturer guarantees its use for the application specified. 3.3 Design The pump shall be: vertical submersible motor pump, single-stage, with level control. The motor shall be single phase (230v), equipped with thermal motor protection with automatic reset and start-up. The motor is cooled by the medium pumped. The pump shall include a non-return valve and a female thread connection socket. All wetted components are manufactured from materials that can withstand corrosion.
