Silverton Police Department Briefing Log Date: 8-22-16 (Monday) 0748 Alarm 200 block Jersey St. Audible alarm, area of activation was reported to be the north glass break. I found the front door to the business locked and all windows appeared intact and secure. I was unable to access the back of the business due to a locked side gate. RP was pending, but I had to clear for a priority medical call. An alarm notice card was left. I was later advised the alarm company received a (late) authorized cancel and the cause of the alarm was determined to be from a mirror in the front lobby falling off the wall. 0830 Animal S. Water St./ Pioneer Dr. We received a report of a pitbull wandering into traffic. I located the dog that was friendly and took it to the vet where it was found to have a chip. Silver Falls Animal Clinic took possession of the dog and would find its owner. 0930 Public 300 block Weiby St. Complainant reported he bought a watch for $225 that was found to be a fake even though it was sold as an original. It happened in Salem so he was advised to contact Salem. 1025 Public 3900 block Edison Rd. NE Complainant reported some suspicious incidents involving the security gate on his driveway. He told me that on two occasions he noticed his gate was opening up at the same time as a semitruck was passing his house. 1141 MVA 300 block Westfield St. I responded to a motor vehicle accident with apparent minor injuries involving a Toyota Corolla (vehicle #1) sedan and a Dodge Dakota pickup (vehicle #2). The driver of vehicle #1 was transported to the hospital for further evaluation and her car was towed from the scene. The driver of vehicle #2 was treated on scene by medics for some cuts to his arm. I completed an Oregon Police Traffic Crash Report and advised both drivers they would need to report the accident to DMV. No citations issued. 1240 Prowler 1000 block Oak St. We received a call that over the last few weeks they have been hearing things and a screen was removed from a window. I was not able to reach the complainant, but advised her we would do extra patrol in the area. 1439 Theft 200 block Lane St. Victim reported that his 52 curved light bar was stolen off of the top of his truck between 2300 hours on 08-21-16 and 0700 hours on the 22 nd. The suspect cut the wires, unscrewed the bar, and stole it, no suspects. Value: $200.00
1734 Driving Comp. Jerome St. / Charles St. Veh: Mercury Marquis Complainant says that the suspect was traveling down Jerome St. at approximately 35 40 mph. Suspect says he was going 24 mph according to his speedometer. He was educated on the narrow streets and how they can make it look as though he may be traveling faster than he actually is, and he was told if he was going to fast he needed to slow down. Date: 8-23-16 (Tuesday) 1330 Disturbance 500 block N. Water St. A male and female had a verbal disturbance in front of the post office. As I arrived he was acting aggressively, throwing his bicycle and ukulele against the fence. He was temporarily detained until it was determined he had committed no enforceable crimes. 1600 Harassment 400 block Adams St. Complainant reported that a male subject continued to call her and her son. I told complainant that if I called the male to stop calling her she could not contact him this time. Complainant said she wanted nothing to do with the male subject. I called and left a message for the male subject advising him to stop contacting complainant and her son. Date: 8-24-16 (Wednesday) 1523 Disorderly Conduct Silverton Reservoir Complainant reported a male subject was screaming profanity at families while pounding on the roof of his pickup. The male subject was detained and identified as Craig Brian Luchau. He was found to be smoking marijuana in a public place and was arrested for Disorderly Conduct II where he was cited for Disorderly Conduct II and smoking marijuana in a public place. He was cited and released from MCCF. Civil/ Verbal Disturbance 500 block Adams St. A male and female were involved in a verbal argument over his friends in the house. He got mad and punched a hole in the bedroom wall. He is an adult and is a tenant of the home. The female is moving out in September and will have to take him to court if he refuses to pay for the damaged wall. 2055 FIR Oak St. / Water St. Fire personnel asked us to check on a reportedly intoxicated elderly male near the theater. I found the male subject and helped him find his car. He crawled in the back of the van to sleep. 2200 Dis Con/ Aslt Public Safety/ Resist Arrest 600 block Miller St. Arrested: Megan Frays, a verbal disturbance was reported and upon arrival Megan Frays physically attacked officers. After she was arrested she was transported to Salem ER. She was cited and released at Salem ER. 2238 Noise Complaint 300 block Rawhide Complainant reported the neighbor kids were being loud and beating on a vehicle. I arrived to find nobody was outside. I attempted contact at the residence and did not receive an answer.
Date: 8-25-16 (Thursday) 0752 Arrest 600 block Miller St. Arrested: Megan Frays Charges: Offensive Littering, Giving False Information to Police, Interfering with Peace Officer, Resisting Arrest, and Assaulting Officer. After being called in as a suspicious person at the Jehovah Witness Church on Pine Street Ms. Frays drove through town, then tossed a cigarette from her car. Upon contact Ms. Frays provided false identifying information and was subsequently advised she was under arrest. She interfered with officers, was combative as she resisted arrest and assaulted an officer. She was detained but slipped her hobble several times, kicked at, spit on and grabbed officers. She was transported and lodged at MCCF. 1042 Cold Burglary 1100 block Enstad Ln. Complainant reported that several months ago items were found to be missing from his garage. Complainant believes he found several of the items at the Silver Falls Pawn Shop. Complainant s wife is in the process of collecting serial numbers to compare with items at the pawn shop. 1306 Suspicious Person 800 block E. Main St. Complainant reported a strange older male with curly hair and wearing a black Hooters t-shirt. Complainant said the male subject rang her door bell, stating he thought this was the house he was supposed to come to. The male subject left on foot up towards Ames St. Officers checked the area and were unable to locate him. 1337 Vandalism 400 block N. Water St. Complainant reported sometime between 11 AM and 3 PM yesterday an unknown person(s) slashed her rear driver s side tire. 1500 Trespass 500 block C St. A transient male was sleeping in the bark dust. Business wanted him off property, but not charged, although he has been told several times not to return. He was assisted onto his wheelchair and wheeled off the premise. 1725 Trespass/Drinking in Public 500 block C St. I received a signed citizen s complaint for trespass on a transient male and he was cited and release for the trespass as warned earlier. While speaking with the transient male it was noticed he was drinking a beer out in public and was cited for the violation. We escorted the transient male to the top of the bridge where I promised him a ride to the jail if he returned. He said he would not ever return. 2055 Traffic Crime W C St. / McClaine St. We received a driving complaint from a highway worker working traffic control at the listed intersection. His complaint, involved a silver Mercedes Benz. Complainant reported that the driver of that vehicle failed to obey his direction to stay stopped, nearly ran him over and struck his traffic control device. Complainant told me he believed the driver would have run him down had he not gotten out of the way. Another highway worker at the same intersection witnessed the incident. Her account was that the driver of the suspect vehicle was being aggressive with complainant to the point that she told complainant over the radio to let the driver go. I met with the driver at his home. He declined to speak with me without his attorney present. I met the
driver and his attorney at the Police Department later that evening. The driver said that he was driving at that time, he did go through the intersection, but did not have an altercation with any of the highway workers. The driver was cited and released from the Police Department after the booking process was completed. 2200 Vandalism 400 block N. Water St. Complainant was visiting her friend and an unknown suspect slashed two of hers car s tires. No suspect and no witnesses. 0001 Parking/Public 100 block W. Main St. Upon arrival found that the involved road construction company hadn t signed or otherwise announced their painting project in order to keep people from on-street parking. Because the complainant admitted he wasn't informed of the project until noon today. I was unable to lawfully remove the two vehicles parked on W. Main Street nearest Town Square Park. Complainant stated he would have to paint this area on another day, but would go through the city in order to sign the metered parking spots. 0110 Disabled Motorist/Vehicle Cascade Hwy/Petite Ln. Female RO of car that ran out of fuel and left near Roger's Wayside Park simply wanted me to know it was there. When informed that area was not w/in the incorporated city limits she asked only if I thought the car would be ok there. I told her I would check on the car periodically. She informed me she would have the car removed no later than noon tomorrow. 2153 Domestic 800 block N. Second St. A male subject reported his ex-girlfriend booted in their front door, choked him, punched him, and scratched him on 8-23-16. We interviewed the female who said she attempted to open the door with her key, but couldn t. She denied causing any physical injury to complainant. Date: 8-26-16 (Friday) 0701 Disturbance 900 block Todd Ct. Complainant called the PD at the request of his friend who was stating her roommates kicked in the front door to her residence. The roommates were identified. After speaking with both roommates about what occurred, they said their roommate locked the front door on them went they went out for coffee and donuts. Upon their return they tried to get inside where they have been living for the last month so he pushed the door open. Their roommate was told if she wanted her roommates out she would need to give them a written 30 days eviction notice. Involved parties decided to try and work out their issues amongst them. 1138 Family Disturbance 900 block N. Second St. A male and a female were involved in a verbal disturbance at the above location. The incident was determined to be a non-criminal domestic disturbance. 1224 Public 400 block N. Water St. Complainant called to notify police a former customer of hers has been coming by her residence/business when she did not want him there. Recently he has walked from Mt. Angel to her residence after business hours. Complainant told me she has found him sitting on her porch relaxing. Complainant would like him to not come around anymore. She knows where he lives, but does not want him contacted and advised he is trespassed at this time. I informed
complainant the next time he is back on her property to contact police and we would formally trespass him from the property. 1327 Dog/Noise 900 block Bryan Ct. I received report of a small dog barking nonstop at the above location. Arrived at the location and located the dog. The dog was in the front yard, but was not barking. Contacted the dog s owner and advised them of the complainant. 1608 Suspicious/Scam 600 block Anderson Dr. Complainant reported an attempted scam. She explained she had been called by "Windows Refund", and they advised they had made a mistake and owed her $780 to be refunded. They walked her through the process to allow them remote access to her computer. She logged onto her online banking for them but then worried they were scamming her. She then quickly unplugged her computer. She said they have been calling and texting her from multiple different phone numbers, telling her to log back on. She said they had moved $24000 from her credit account into her checking and they were claiming they had "Over Refunded" her. They wanted her to send the rest of the $24000 to them via money order. She contacted her bank who confirmed no money was taken or added, just moved into a different account. She had the bank cancel all accounts and cards and had everything flagged through Experian. She even bought a new computer. She is not out any money but she wanted the incident documented. 1809 ATL Eureka Ave / Edison Rd. Caller reported seeing a male on a dirt bike driving down Eureka at a high rate of speed. I checked the area but was UTL. 2300 Found Property Silverton Park Caller informed me she had a Fire Department rider who found keys at an unknown park within Silverton. Caller stated I could find that set of keys on the console of E418. I have placed tagged keys under the front window at the Silverton Police Department. Date: 8-27-16 (Saturday) 0955 Animal Complaint 600 block Pine St. Complainant called for her husband who found a sick skunk on the property. He wanted an officer to look at it. I looked at it from a distance and determined either it was already dead or on its way. I told him since it was on private property and he wasn t the owner of the property I would not put it down. NFA 1500 Reservoir 4381 Silver Falls Dr. NE Several vehicles were issued citations for No parking Permits. 1741 Traffic Crash Oak St. / Digerness Blvd. A moving truck was stuck pulling into a very steep driveway on Oak Street. The rear bumper dug into the road of Oak Street. A neighbor from up the street helped pull the truck free with their pickup.
1845 Noise 600 block Shadow Ct. Caller reported a loud party in the near area. I located a large wedding taking place. The music could be heard while driving on Eureka. The owner was warned of the ordinance and told to turn it down. 2100 Non-Injury MVA: C St. / S. James St. While on patrol, I came upon a cold MVA at the above intersection. The investigation was inconclusive, but MVA involved a speeding sixteen passenger Ford van and a Maroon Ford Windstar that made a right turn in front of the speeding van. No injuries. 2111 Suspicious 1000 block Sage St. Complainant reported there was a male trying multiple keys from a key ring in the front door at the listed address. Upon arrival there were no signs of illegal entry. I met with the homeowners. The male homeowner said he walked outside to lock up his truck. He was very appreciative that his neighbors were watching out for his family. NFA taken. 2313 Noise 800 block Woodland Dr. Complainant reported hearing very loud music coming from the lower area, she wasn t sure if it was coming from the Oregon Gardens. While I was at the very south part of the Gardens I could hear the music coming from the south. I believe the music was coming from an address in Marion County. The residence has a large piece a land just south of the Gardens, but has about a quarter mile driveway which was gated so I could not see anything. Info passed to caller to report to Marion County Sheriff s Office. 0039 Noise 1100 block S. Water St. Complainant reported a loud party coming from the listed residence. Upon arrival there were multiple other residents outside and bothered by the party as well. We made contact at the home and made the homeowner aware of the issue. The other complaint the residents had was that the people from the party were taking up too many parking places within the complex. We warned the homeowner for the noise ordinance and he said he understood. We also told him about the parking issue and that the other residents were unhappy with him. NFA taken. Date: 8-28-16 (Sunday) 1437 Found Property 300 block Coolidge St. Citizen brought in a set of keys he found on a bench by the smaller play structure at Coolidge- McClaine Park. He said he posted about it on Facebook, but had not gotten any response as of yet. Key ring has five keys, including a Toyota car key/fob and a Chrysler fob. Keys were tagged and placed under the front counter. 1501 Parking Violation 4381 Silver Falls Dr. Five vehicles were issued parking cites for not having parking permits in the marine park. 1851 Animal Hobart Rd NE/Pintail Call of dog hit by car. Driver and owner were on scene. When I arrived the dog owner had his dog loaded in the vehicle and was about to leave. The driver of the vehicle was still on scene and shaken up by the incident. The dog owner s came up and said there was no problem. He understood his dog was out in the street when he got hit. He thanked the driver for at least stopping to help. I assisted the dog owner, with help from dispatch, in getting the address for the
emergency animal clinic in Salem. The dog owner then left with his dog, but not before the driver asked for the dog owner s phone number to call up later to see how the dog was doing. It appeared the dog sustained a compound broken rear leg. 2242 Suspicious Safeway parking lot At the request of Safeway I contacted a male subject in his car, a maroon and white Mercury, and asked that he not live in his car in their parking lot. He explained that he and his family had been homeless for a number of months. He agreed to not stay in Safeway's lot any longer. 0111 Intoxicated subject Hospital ER entrance Hospital staff reported an intoxicated female lying in the bark near the back of the ER. We located and identified the female. She was told to move along since she denied any services of the Hospital. 0209 Alarm Eugene Field We noticed the fire alarm going off at Eugene Field School. The RP arrived, it was determined to be at least three bad smoke detectors causing the alarm.
