1 VIENNA POLICE HIGHLIGHTS November 6, 2009 The following summary contains various incidents of general interest as well as vehicular crashes handled by the Town of Vienna, Virginia Police Department from October 30- November 5, Readers are reminded that an arrest is based upon probable cause and does not always mean that someone was physically taken into custody. Furthermore, it does not mean that an individual is automatically guilty of a crime. (VIENNA POLICE HIGHLIGHTS is not meant to be a listing of every incident or call handled by the Vienna Police, but merely a more substantive summary of several incidents which may be of interest to the community. Some reports may be outside the date parameters due to extended investigations or other circumstances. Some cases are not included at all due to ongoing investigations. Please contact MPO Bill Murray for further information at [email protected]) INCIDENTS Fraud Case Block Glyndon Street, SE Between September 1 and October 30 A restaurant owner reported that he had purchased a computer program from an individual several years ago. The program crashed recently and when the salesperson/ technician was asked to come repair it, he wanted to charge a large amount of money. This upset the restaurant owner. The salesperson/ technician had eaten lunch and after the disagreement left the restaurant without paying for his meal. This case is still being investigated. Fraud Case Block Desale Street, SW October 19 A citizen reported that an unknown individual used his credit card information to make a fraudulent purchase. This case is still being investigated. 1
2 Grand Larceny Block Locust Street, SE October 26 between 12:00 a.m. and 11:00 p.m. A woman reported that she was missing several items of jewelry from inside of her home. The woman reported that many people have access to her home and there were no signs of forced entry. This case is still being investigated. Lost Property Block Patrick Street, SE Between October 26 and November 4 A citizen reported that she had misplaced her 3 month supply of W.I.C. vouchers during the listed times. Fraud Case Block Dogwood Street, SW October 27 1:00 p.m. A citizen reported that her credit card company had called her to alert her to some unusual activity. It was determined that there were fraudulent charges which had been made using the woman s credit card number. This case is still being investigated. Medical Case Vienna Police Headquarters 215 Center Street, South October 30 5:20 p.m. A mother and son came to Vienna Police Headquarters. The mother reported that she was having problems with her son. While in the building the boy began becoming disorderly and attempted to harm himself. The boy was then transported to a medical facility by police for further evaluation and treatment. 2
3 Arrest- Driving While Intoxicated Park Street at Locust Street, SE October 31 2:38 a.m. While on routine patrol a vehicle suddenly pulled out in front of Officer Lyons cruiser. Officer Lyons was able to swerve and successfully avoid a crash. After conducting a traffic stop on the vehicle, Officer Lyons interacted with the driver and detected signs of possible impairment. The driver, 23 year old Omar Peter Bardouil of Chantal Lane in Fairfax, Virginia attempted to perform several field sobriety tests. He was subsequently arrested for Driving While Intoxicated and transported to the Fairfax County Adult Detention Center for analysis of his breath. After analysis Mr. Bardouil was formally charged and held on an unsecured bond of $ Unlicensed Solicitor Block Mashie Drive, SE October 31 1:38 p.m. Officer Fried responded for a report by an alert citizen of door to door solicitation. Officer Fried located the individuals and identified all involved. After ensuring they were not wanted by any jurisdiction, they were issued warnings and released. Shoplifting Case CVS 337 Maple Avenue, SE November 1 1:13 a.m. A store clerk observed an individual and his girlfriend conceal two bottles of wine and attempt to exit the store. The clerk confronted the individuals and they fled from the store after dropping one of the bottles. Found Property Block Church Street, NE November 1 5:36 p.m. A wallet was found near the Freeman Store. The wallet was secured in storage pending retrieval by its owner. 3
4 Suspicious Event Block Hillcrest Drive, SW Between November 1 at 9:00 p.m. and November 3 at 7:00 p.m. A citizen reported that an unknown individual had left trash on the windshield of her vehicle. Vandalism Case Block Mill Street, SE Between November 1 at 10:30 p.m. and November 2 at 5:30 a.m. A citizen advised that during the listed times an unknown subject broke the passenger side window out of his truck. Nothing appeared to have been taken from the interior. Lost Property Block Dominion Road, NE November 2 between 12:00 p.m. and 1:00 p.m. A citizen reported that he left a diaper bag and its contents on the roof of his automobile and drove away. Found Property Block Moorefield Hill Court, SW November 2 3:46 p.m. A homeowner advised that a bicycle had been abandoned on his property. The bicycle was collected by Officer Ruddy and placed in to storage pending retrieval by its owner. Arrests- Alcohol Violation, Reckless Driving Block Roberts Drive, NW November 2 11:14 p.m. MPO Shaver responded to Roberts Drive to investigate a three car crash. His investigation revealed that 20 year old Leslie D. Aristizabal of Noyes Court in Fairfax, Virginia had swerved and struck two legally parked vehicles. MPO Shaver also detected the presence of alcohol and issued Ms. Aristizabal a summons for Underage Possession of Alcohol. A summons for Reckless Driving was also issued for the crash. Ms. Aristizabal was released after signing both summonses. 4
5 Welfare Check Block Sharon Lane, NW November 3 10:22 a.m. An employer called to request that an officer check on the welfare of an employee that had been missing from work. Officer Ruddy responded and found an unsecured door at the subject s home. An interior search of the home yielded nothing unusual. It was later learned that the individual had been arrested and was incarcerated in Prince William County, Virginia. Unlicensed Solicitor Block Westwood Drive, NE November 3 11:29 a.m. A Town of Vienna employee notified police about an unlicensed solicitor selling curb numbers without a license. MPO Evans located the individual and determined his identity. After a check to see if the individual was wanted by any other jurisdiction, he was issued a warning and released. Abandoned Vehicle Block Cabin Road, SE November 3 4:28 p.m. A citizen advised that a vehicle had been abandoned in front of his residence. MPO Oliver placed a warning notice on the vehicle and will follow up on this case. Found Property Block Maple Avenue, East November 4 9:05 a.m. An employee of the Taco Bell reported that someone had abandoned a bicycle on the property. The bike was brought back to Vienna Police Headquarters and stored pending retrieval by its owner. 5
6 Trespassing Hair Pair 338 Maple Avenue, West November 4 10:10 a.m. After a subletting business person failed to pay rent, the store owner told them to leave. The individual refused to leave. Officer Fried responded and the individual left the premises after the officer encouraged him to do so. Lost Property Block Maple Avenue, East November 5 between 10:17 a.m. and 12:44 p.m. A citizen reported losing her card case containing credit cards and blank checks. All involved financial institutions were notified to cancel the affected cards and checks. Residential Alarm Block Meadow Lane, SW November 5 4:26 p.m. An alarm company notified police about a residential alarm which was sounding. MPO Burchfield arrived and discovered a door which was ajar. An interior search of the home yielded nothing out of place. The home was secured upon the officer s exit. A short time later a neighbor reported having seen a suspicious male running down the driveway of the residence earlier in the day. The reporting neighbor knew the other neighbor was out of town; however the police were not notified of the event. It is not known if the two incidents are related. Medical Call Block Blair Road, NW November 5 9:29 p.m. Officer Lyons responded to assist Fairfax County EMS with an accidental drug ingestion. Alcohol was mixed with another medication and was causing the victim to feel ill. The victim was transported to an area hospital for further treatment of her non lifethreatening condition. 6
7 CRASHES Park Street near Whispering Wind Court, SE October 26 4:56 p.m. Two vehicles were travelling along Park Street, one behind the other. As the front vehicle slowed to allow an opposing vehicle to turn in front of it, the rear vehicle struck it. The driver of the rear/ striking vehicle was distracted by a passenger. The driver of the rear/ striking vehicle was charged with Failure to Pay Full Time and Maple Avenue near Branch Road, SE October 27 2:52 p.m. Three vehicles were in a line and travelling along Maple Avenue. All three then began moving in to the left turn lane for Beulah Road. The rearmost vehicle, which was travelling too closely behind the middle vehicle, struck it in the rear. The middle vehicle then in turn struck the front vehicle. The driver of the third and rearmost vehicle was charged with Following Too Closely. Locust Street near Glyndon Street, SE October 30 4:10 p.m. One vehicle was attempting to make a right hand turn on to a private lot from Locust Street. During the turn a second vehicle attempted to pass on the right side by coming to the inside of the first vehicle in its turn. This second vehicle was struck. The driver of the second vehicle which attempted to pass was charged with Improper Passing. Lawyers Road at Upham Place, NW November 1 8:07 a.m. One vehicle had stopped on Lawyers Road for a stop sign. A second vehicle approached from the rear at speed and struck the first vehicle. No significant injuries were reported. The driver of the striking vehicle was charged with Failure to Pay Full Time and 7
8 Maple Avenue near Nutley Street, SW November 2 11:06 a.m. One vehicle had stopped on Maple Avenue behind other stopped traffic. A second vehicle approached from the rear and struck it. The driver of the striking vehicle was charged with Failure to Pay Full Time and Maple Avenue near Center Street, SW November 2 11:27 a.m. Three vehicles were stopped on Maple Avenue in a line. The rearmost driver saw vehicles in the next lane over begin to move and proceeded forward as well. The rearmost vehicle struck the middle vehicle which in turn struck the front vehicle. No charges were filed in this case. Beulah Road at Church Street, NE November 2 12:00 p.m. One vehicle had stopped on Beulah Road waiting to turn left on to Church Street. A second vehicle approached from the rear, failed to stop, and struck it in the rear. A pregnant passenger in the first vehicle was transported to an area hospital as a precaution. The driver of the striking vehicle was charged with Failure to Pay Full Time and 500 Block Roberts Drive, NW November 2 11:15 p.m. Please see description above under Incidents Old Courthouse Road near Westbriar Court, NE November 3 9:01 a.m. One vehicle was travelling along Old Courthouse Road and another vehicle turned abruptly in front of it. In an attempt to avoid a collision, the first vehicle applied its brakes and then swerved but the brakes were not effective. The vehicle had recently been in the shop for brake work. No charges were filed in this case. 8
9 Parking Lot of 120 Cherry Street, SE November 3 10:09 a.m. A driver pulled in to a parking lot after experiencing medical issues. The driver s wife (a passenger) turned the vehicle off and proceeded to the driver s side of the vehicle to check on her husband. As the woman was rounding the vehicle, it rolled forward and struck a second vehicle. The driver was transported to an area hospital for treatment of his medical issues. No charges were filed in this case. Maple Avenue near Pleasant Street, SW November 4 10:18 a.m. As one vehicle slowed to a stop on Maple Avenue, a second vehicle struck it from the rear. The driver of the striking vehicle was charged with failure to Pay Full Time and Maple Avenue near Pleasant Street, SW November 4 10:58 a.m. As one vehicle slowed to a stop on Maple Avenue, a second vehicle struck it from the rear. The driver of the striking vehicle was charged with failure to Pay Full Time and Park Street at McHenry Street, SE November 4 5:50 p.m. One vehicle had stopped on Park Street waiting to turn left on to McHenry Street. A second vehicle did not notice the first stopped vehicle and struck it in the rear. The driver of the striking vehicle was charged with Failure to Pay Full Time and 9
