Project Information Purpose The Adelaide City Council has received an application from Cirque du Soleil for the use of The Plateau in Tampawardli (Park 24) to enable Cirque du Soleil s production Totem to take place between Wednesday 10 June and Sunday 12 July 2015. Adelaide City Council s Public Communication and Consultation Policy outlines the public consultation process that must be undertaken before a temporary lease for the Park Lands may be granted for events which either: a) occupy ( alienate ) the Park Lands for more than three event days, or b) significantly impact public access to a particular Park Land area for more than three days. Background Cirque du Soleil performances have been previously held in the Adelaide Park Lands in 2001, 2005, 2007 and 2012. Based in Quebec, Canada since 1984, Cirque du Soleil s productions are described as a dramatic mix of circus arts and street entertainment. Cirque du Soleil s Big Top touring show, Totem, premiered in Montreal, Canada in 2010. Totem features aerial acrobatics, Native American inspired dance as well as stunning scenery and music. In 2014 and 2015 Totem will tour to Auckland, New Zealand and major Australian cities. The event set up is scheduled to start on Monday 4 May 2015 with pull down to be completed by Friday 24 July 2015. Each performance will attract up to 2,650 people. Project Impacts Cirque du Soleil will be responsible for minimising impacts on the Park Lands by following Adelaide City Council s Standard Operating Procedures for Events in the Park Lands. Public access to The Plateau in Tampawardli (Park 24) will be restricted from setup to pull down in the interest of public safety and to maintain site security. Pedestrian and cyclist access to the shared use pathway adjacent to Sir Donald Bradman Drive will be maintained throughout the lease period. During set up and pull down, traffic marshals will be on site at the points where the vehicle access paths to The Plateau cross the shared use path to ensure pedestrian and cyclist safety. Site preparation works will be undertaken during the setup period and will include the installation of an asphalt hard stand on part of the event site as follows: Asphalt under the big top and other tented structures in
order to meet the engineering requirements of the tented structures. Asphalt pathways to facilitate the safe movement of event staff and patrons throughout the site. The event will be responsible for restoring the park to its original condition at the conclusion of the lease period. Cirque du Soleil will be required to develop a Noise Management Plan in line with Adelaide City Council s Noise Mitigation Standard Operating Procedures. Note: Adelaide City Council s Noise Mitigation Standard Operating Procedures are currently under review and will be presented to Council on 8 July 2014. Timeline A report will be presented to Adelaide City Council in August for a decision regarding the approval or otherwise of the event lease. If approved, event construction is scheduled to begin on Monday 4 May 2015. The event will be staged between Wednesday 10 June and Sunday 12 July 2015 with all infrastructure removed by Friday 24 July 2015. Frequently Asked Questions Will access to Tampawardli (Park 24) be affected during the event? Public access to The Plateau in Tampawardli (Park 24) will be restricted during setup and pull down in the interest of public safety and to maintain site security. During the performance season, the on-site box office will be open to the general public for two hours prior to each performance. Outside of this time, the event site will be closed to the general public in the interest of public safety and to maintain site security. Pedestrian and cyclist access to the shared use pathway adjacent to Sir Donald Bradman Drive will be maintained throughout the lease period. During set up and pull down, traffic marshals will be on site at the points where the vehicle access paths to The Plateau cross the shared use path to ensure pedestrian and cyclist safety. Will it cost to attend the event? The event is only accessible for paying customers. The nominated adult ticket price for this event ranges between $74 and $175 for standard tickets and $325 - $345 for VIP tickets. Discounted rates apply for children aged 2 12 years, seniors, full time students and group bookings. How will the Park Lands be protected during their stay? Cirque du Soleil will be responsible for minimising impacts on the Park Lands by following Adelaide City Council s Standard Operating Procedures for Events in the Park Lands and the Environmental Management Plan for Tampawardli (Park 24). Cirque du Soleil will also use of track or other geotextile matting in high traffic areas as appropriate. The event will be responsible for restoring the park to its original condition at the end of the lease period. Can I expect noise where I live? Some minor noise is anticipated. Predicted noise levels are within accepted guidelines for an event of this nature. Cirque du Soleil will be required to develop a Noise Management Plan in line with Adelaide City Council s Noise Mitigation Standard Operating Procedures. Note: Adelaide City Council s Noise Mitigation Standard Operating Procedures are currently under review and will be presented to Council on 8 July 2014. Residents and businesses in surrounding areas will be notified by the event organiser via a mail drop at least two weeks prior to the event detailing the event times and contact information for complaints or enquiries. Is parking available at the event site? U-Park will operate a car parkin Tampawardli (Park 24) on performance days. The car parking fee will be in line with the endorsed rate for commercial event parking on the Park Lands. I have already seen a poster or advertisement for this event. Has it already been approved? Approval for an event requiring public consultation is only given after the consultation period has concluded and Council has had the opportunity to review any submissions. Adelaide City Council discourages any event from promotions prior to Council approval. In some instances, particularly national tours, there is a need for events to announce dates in each capital city. This however does not constitute Council approval for the event.
