Practical sheet : Residency permit Please read the practical sheet on "Entry, stay and work procedures for International Researchers in France" issued by the Helpdesk to know if you need a residency permit and what kind of residency permit you may need. "Scientific" residency permit You must apply for a residency permit (carte de séjour) at the Préfecture de Maine-et-Loire, Bureau des Etrangers, Site Hanneloup, 7 bis rue Hanneloup, Angers) within two months of your arrival in France. We strongly suggest you to apply for it as soon as you arrive. Obtaining a residency permit may be a lengthy process. The Préfecture issues an application receipt which can be used for formalities in the meantime. 1. Filing an application (you will need): Form "Demande de titre de séjour en qualité de Scientifique (Application for a "scientific" residency permit) Form Vie privée et familiale (Family and private life) (with a copy of the identity card or passport or residency permit of the person with whom you are If you are staying in a Foyer or in a University residence : you need a certificate signed by the director If you are renting an apartment : you need the latest EDF bill, or a rental bill, or the rental agreement Family booklet or birth certificate Hosting Agreement (Convention d Accueil) Work contract with the University of Angers or grant certificate (If you do not have a work contract or a grant certificate: you must produce your latest salary slips or an updated bank certificate showing that your income is 850 a month or 10,000 a year as a minimum, or a letter from your employer in your home country certifying that you can provide for yourself during your stay in France) 4 ID photographs (3.5x4.5cm)
2. Application receipt : Obtaining a residency permit is subject to a medical check-up (expected delay = 1 to 3 months, or more). In the meantime, the Préfecture issues an application receipt which is valid for 3 months. Apply at the Préfecture for a receipt renewal in the event that you still have not been issued a residency permit 8 days before the receipt expires. You need the following : 1 ID photo Former receipt 3. Medical check-up : Obtaining a residency permit is subject to a medical check-up which is carried out at : OFII, 9 rue Bergère, Nantes. You are scheduled for an appointment by post. After the check-up, the OFII gives you a medical certificate and sends a copy of the certificate to the Préfecture de Maine-et-Loire. 4. Receiving your residency permit : Your residency permit is made available at the Préfecture. You are required to appear in person. You need the following : Application receipt The letter in which you were invited to come and collect the residency permit NB : OFII fiscal stamps A 340 OFII fiscal stamp is required to obtain a residency permit. Make sure the OFII fiscal stamp you buy is labeled "ANAEM" or "OMI". You may give the stamp to the OFII or to the Préfecture. The OFII fiscal stamps can be bought as indicated below. Don t forget to give the Helpdesk a copy of your residency permit application receipt and then a copy of your residency permit.
Residency permits for "Employees", or "Temporary workers", or "Visitors" You come from a foreign country (except Algeria) A long-stay visa can be used as a valid residency permit for up to one year in France : Here is the administrative process to follow : 1 - When you arrive in France, fill out the «Visa de long séjour - Demande d attestation OFII» form which was given to you by the French consulate or embassy in your home country when you applied for a visa. Send the form to the OFII, Direction Territoriale, 9 rue Bergère, 44000 Nantes, France. 2 - In return you will receive an OFII receipt which can be used as a temporary residency permit. You will be given an appointment for a medical check-up in Nantes. (Expected delay : 1 to 3 months, or more). 3 - Before the medical check-up : For an "employee" residency permit (titre de séjour salarié ), buy a 70 OFII fiscal stamp. Renewing your residency permit : After your visa expires, you are required to have a residency permit if you wish to stay in France. Apply for a residency permit renewal within two months before your visa expires at the Préfecture de Maine-et-Loire, Bureau des Etrangers, Site Hanneloup, 7 bis rue Hanneloup, Angers.
