Framework Programme!! EU s multi-national, multi-annual programme for research and technological development (RTD)! 1984! Development and implementation of RTD policies

1995: Green Paper on innovation!! Europe s research and industrial base suffers from a series of weaknesses. (...) The greatest weakness, however, is the comparatively limited capacity to convert scientific breakthroughs and technological achievements into industrial and commercial successes. (White Paper Growth, Competitiveness, Employment. The Challenges and Ways Forward into the 21st Century, EC, 1994).

1997: The first action plan for innovation in Europe!! Top priority To foster a genuine innovation culture. 2 nd priority To set up a legal, regulatory and financial framework conducive to innovation. 3 rd priority To gear research more closely to innovation at both national and community level.

Treaty on the Functioning of the European Union!! Article 179 1. The Union shall have the objective of strengthening its scientific and technological bases by achieving a European research area in which researchers, scientific knowledge and technology circulate freely, and encouraging it to become more competitive, including in its industry, while promoting all the research activities deemed necessary by virtue of other Chapters of the Treaties.
