8 Why do we internationalize? Rapid progress of information and communication technology (ICT) has brought us Open Science era. Doing research is becoming more open and data driven. As the emerging economies continue to invest more in science and technology, Japan is relatively decreasing its presence in the word s science and technology landscape: Decreasing the share in the world the number of scientific papers in many disciplines Lower percentage at the internationally co authored articles in comparison with other leading countries Science and technology based innovation (STI) is Japan s engine to realize healthy society, secure clean and economical energy, and to boost economic growth and competitiveness under the situation of decreasing birthrate and aging population. Global challenges cannot be solved by our own. International contribution to the world s development and inclusive innovation are necessary. 8
