Coleman, Deputy Human Resources Administrator Open Public Hearing Motion was made by Chairman Stephenson and seconded by Commissioner Oughterson to open the Public Hearing at 1 p.m. All were in favor. Open meeting and approval of minutes Motion was made by Chairman Stephenson and seconded by Commissioner Sherman to open the Commission meeting at 1 p.m. and to waive the reading of minutes and approve the 04/08/15 minutes. All were in agreement. DEPARTMENT OF HUMAN RESOURCES AND CIVIL SERVICE COMMISSION Resolutions for the Public Hearing The Commission reviewed the resolutions and discussed the documentation which will be submitted with the resolutions. There were no guests in attendance at the public hearing. Review of Civil Service Law, Section 57 The Commission reviewed Civil Service Law, Section 57, and plan to review another section of law at their next monthly meeting. Exempt Position Review Policy The Commission needs to have a policy to follow when exempt class positions become vacant. Michael Russell reported he has prepared a drafted policy for the Commission s review at another meeting. Page 1 of 5

Miscellaneous The Commission discussed various miscellaneous items with no actions taken. JOB SPECIFICATION REVIEW Early Intervention Services Coordinator Deputy Human Resources Administrator The Commission reviewed the job specs listed above. Motion was made by Commissioner Sherman and seconded by Chairman Stephenson to approve the revisions as discussed. All were in favor, and Chairman Stephenson requested that the revised specs be sent to the appointing authorities where the positions exist. JOB ABOLISHMENTS Title: Position Control#: Jurisdiction: Per: Aging Services Aide 002354 Office for the Aging Resolution #113-15 Aging Services Aide 002355 Office for the Aging Resolution #113-15 Senior Public Health Technician 004905 Public Health Resolution #351-14 Senior Public Health Technician 004906 Public Health Resolution #351-14 COUNTY CLERK Request for reinstatement to the eligible list April Palmer submitted a request on April 21, 2015, to be reinstated to the Motor Vehicle Cashier eligible list, as she was resigning from her Motor Vehicle Casher position. April s probationary period ended September 2, 2014. Once a candidate receives a permanent appointment from an eligible list and finishes the probationary period, the candidate cannot receive another appointment from the same eligible list. On May 4, 2015, Ms. Palmer rescinded her resignation in the department. Since she is not eligible for reinstatement to the eligible list and has decided not to resign from her permanent competitive class position, it was the Commission s consensus that she is not eligible for a reinstatement at this time. PUBLIC HEALTH Reclassification of Director of Health and Human Services position The staff was informed that the NYS Civil Service Commission will not consider approving the Public Health Director in the non-competitive class while the Director of Health and Human Services position is classified as non-competitive. The Director of Health and Human Services position was vacated almost a year ago and is not anticipated being utilized in the foreseeable future, as the Director of Community Services is currently overseeing both the Community Mental Health Department and the Department of Social Services. The Legislature has not abolished the position. Motion was made by Commissioner Sherman and seconded by Chairman Stephenson to reclassify the position of Director of Health and Human Services from non-competitive to competitive and to have the staff inform the state of their decision. WEEDSPORT CENTRAL SCHOOL Adoption of Director of Operations & Technology Infrastructure job spec New Position Duties Statement (Director of Operations & Technology Infrastructure) The Commission reviewed a New Position Duties Statement for one Director of Operations & Technology Infrastructure position and a job spec for the title. Motion was made by Commissioner Sherman and seconded by Chairman Stephenson to adopt the job specification and to classify the position as Director of Operations & Technology Infrastructure with the jurisdictional class being competitive. Commissioner Oughterson opposed. Commissioner Stephenson will oversee sending a letter to Shaun O Connor, District Superintendent of Weedsport Central School, advising him of their decision. In addition, Commissioner Stephenson will express the Commission s disappointment in the way that Weedsport Central School wants positions classified for a particular individual instead of for a position, and the school district continues to hire employees who do not meet the minimum qualifications. This letter will be copied to Douglas Tomandl, Superintendent for Business and Finance, as well as Randy Ray, School Attorney. CAYUGA-ONONDAGA BOCES Request for cross-training period for Account Clerk Typist positions The Commission reviewed a letter from BOCES requesting a cross-training period for two Account Clerk Typists who will be promoted to Senior Account Clerk Typists effective July 1, 2015, in order to allow a smooth transition. Motion was made by Commissioner Sherman and seconded by Commissioner Oughterson to approve the training periods as requested. All were in agreement, and Chairman Stephenson directed that the BOCES administration be made aware of their decision. SEYMOUR PUBLIC LIBRARY New Position Duties Statement (Research Aide) The Commission reviewed a New Position Duties Statement for one Research Aide position. Motion was made by Chairman Stephenson and seconded by Commissioner Sherman to classify the position as Research Aide with the jurisdictional class being competitive. All agreed, and Chairman Stephenson advised that the staff inform the Library Director of their decision and that the position will be placed in the position control file when the staff receives a copy of the board minutes showing the creation of the position. Reinstatement request for Leigh Romano to Librarian I position The Commission reviewed a letter requesting approval of the reinstatement of Leigh Romano to the position of Librarian I. Motion was made by Commissioner Sherman and seconded by Commissioner Oughterson to approve the reinstatement. All agreed. TOWN OF STERLING Change in title of Superintendent of Public Works to Superintendent of Public Works PT Upon the recommendation of NYS, motion was made by Commissioner Sherman and seconded by Chairman Stephenson to change the title of Superintendent of Public Works to Superintendent of Public Works PT in the Town of Sterling in order to meet the criteria for non-competitive classification based on the less than 5,000 population of the town.
