Monitoring and Evaluation Advisor Status: Department: Reports to: Compensation band: Overall responsibility: Specific responsibilities: Full-time, Permanent Program Effectiveness Unit, International Programs Senior Monitoring and Evaluation Advisor 3A Reporting to the Senior Monitoring and Evaluation Advisor, the Monitoring and Evaluation Advisor s focus is to strengthen Plan Canada and partners in monitoring systems, program learning feedback mechanisms, and program evaluations in assigned project portfolio. The Advisor will work closely and cross-functionally with technical experts and program managers based in Canada and abroad, and with monitoring and evaluation staff in Plan Country Offices. The Advisor will require solid technical proficiency, engaging facilitation skills, and the ability to work congenially within a highly cross-functional and large team. The Advisor will support the implementation of a wide variety of Plan Canada projects with the objective of improving program effectiveness and ensuring donor compliance. The Advisor is a mid-career professional ( 5+ years of experience) who is looking to advance their career in monitoring and evaluation in a global not-for-profit organization. Proficiency in English is required; French is an asset. Located in Toronto, Ontario, Canada, with approximately 20% of time travelling to different Plan Country Offices. Program start-up: Contribute to the development and design of logical measurement frameworks, monitoring systems and evaluation strategies in project start-ups, including participatory monitoring and feedback mechanisms Strong facilitation skills to guide groups of 20+ in determining data sourcing, collection, and reporting protocols, procedures, and mechanisms in program countries In collaboration with program managers and technical advisors, ensure monitoring and evaluation components are well integrated into start-up workshops and implementation plans of new projects

Program Monitoring, Evaluation and Learning: Support the Senior Advisor in the design and implementation of robust monitoring systems and procedures as well as evaluation strategies for assigned projects in portfolio Review program reports and provide M&E related recommendations to program departments to strengthen the monitoring and evaluation components of the project in portfolio Coordinate with and provide recommendations to M&E staff in Plan Country Offices on monitoring systems incl. data collection tools, data compilation, representation, analysis and reporting Support the maintenance of quality monitoring systems in Plan Canada to enable reporting to donors and other stakeholders In collaboration with program managers, technical experts and external consultants when needed, compile raw data, choose data representations and document lessons learned and best practices from programming, including learning dissemination plans Manage consultants remotely in the design and implementation of evaluation surveys, verifying methodology incl. sampling methods, analysis frameworks, and ensuring quality check mechanisms along with reviewing data collection tools for specific projects Support the integration of lessons learned from project evaluations and reviews to further improve the implementation of projects Strengthen and support both internal and external evaluation processes for Plan Canada supported projects Capacity building and training: Contribute to increasing the technical capacity of Plan Canada staff and Country Offices in the area of monitoring, evaluation and learning, including integration of gender and child rights elements Support Plan Canada staff and Country Offices in the use of data collection methods for qualitative, quantitative and participatory research Represent Plan Canada within relevant Learning networks related to the field of Monitoring, Evaluation and Learning

People Leadership and Managerial: The Advisor position is not expected to have a people leadership role, but rather be an individual contributor as part of a wider team with specific accountabilities within a team. Where the advisor does have managerial responsibilities with temporary, contract, interns, volunteer or permanent staff, they will be responsible for the recruitment, hiring, setting performance expectations, and managing performance, promotion, demotion and discipline up to and including termination in line with organizational policies and adherence to legislative requirements including ESA and Human Rights Code Skills, experience, qualifications: Minimum five (5) years experience in planning, research, monitoring and evaluation of social development programs and projects, preferably in an international development context Proven track record and expertise in results based management approach, including outcome monitoring strategies Demonstrated capacity in data collection, compilation, representation, and analysis skills for both quantitative and qualitative data Proven track record and expertise in developing and implementing monitoring systems in international development contexts in education, health, and livelihoods projects Good understanding of establishing monitoring systems, participatory rural appraisal methods, and sector-specific evaluation methods in international development A working knowledge of institutional donor requirements and RBM approaches of a variety of donors (Canada, EU, UN, etc.) Experience in capacity building, training development and facilitation in areas of monitoring and evaluation Knowledge of statistical analysis, quantitative and qualitative data collection methods. Knowledge of statistical software is preferred Master s degree in statistics, sociology, anthropology, economics, or development research related field or equivalent work experience in monitoring and evaluation is strongly preferred Willingness to work in a dynamic team setting and in crosscultural contexts Ability to manage a variety of tasks simultaneously Strong understanding of gender and child rights issues Ability to review, synthesize information and produce quality reports
