The History of the Project The Crenshaw Light Rail Transit project is due in part to: The vision and early work of L.A. County Supervisor Yvonne Brathwaite Burke The commitment of Supervisor Mark-Ridley Thomas & Mayor Antonio Villaraigosa, to fight for the money to fund the project. Adoption of a Light Rail Transit (LRT) project instead of a Bus Rapid Transit Project (BRT) The community s drive to make the project a more robust light rail transit line. Budget: Initial BRT budget was $640 million Current LRT budget is $1.76 billion

Crenshaw/LAX Transit Corridor Stipend Agreement RFP provides stipend for unsuccessful, responsive proposers in the amount of One Million Dollars ($1,000,000). Stipend Agreement must be submitted prior to proposal due date. Stipend Agreement includes LACMTA ownership of ATCs, which allows LACMTA to use the ATCs from unsuccessful bidders after contract award.

Examples of ATCs Ventilation Proposed innovation to meet Arson Fire Growth Rate; PE design based on Medium Fire Growth Rate. Station Kit of Parts Metro adopted a Kit of Parts halfway through procurement process to create a branding for stations systemwide. Requirements were broadened for grade separation solutions at La Brea, which also resulted in significant improvements to a station in Inglewood by raising the station out of a deep cut to adjacent street level.

Examples of ATCs (Cont.) Change LRT Structure Type and Means & Methods for Construction over I-405. Creates an opportunity to consider clear span over freeway. Allows use of former railroad bridge to erect falsework and significantly reduces impacts on freeway traffic. Leaves RR bridge in place for alternative uses. Optimizing Horizontal & Vertical Alignments Provides potential cost advantage to proposers Raised inverts of underground stations as much as ten feet.

Lessons Learned Allow confidential one-on-one discussions with Proposers early in RFP phase. ATC process was the only opportunity Proposers had for technical clarification dialogue. Two-step ATC provided screening process to eliminate infeasible or unwanted concepts; allowed Proposers to concentrate resources on only viable concepts. ATC process allowed shortening of the BAFO phase. Reduce overly-prescriptive requirements, yet still adhere to Metro Rail Design Criteria.
BAFO Changes Reduced number of Key Personnel allowing proposers more flexibility in staffing. Allowed more flexibility in hardscape and landscape treatments in station and plaza areas. Reduced daily Liquidated Damages rate and cap on maximum exposure. Reduced cap on liability limits on Builder s Risk Insurance. Change in requirements for deflection criteria on support of excavation walls, allowing greater flexibility in means & methods. Provide staging areas and project office site for Proposer s use.

Station carried as 2 bid options Shell plus fully finished station City of LA Council Motion passes for $40M on May 22 nd Metro Board motion passed 10:1 for $80 M on May 23 rd Ratification expected at June 27 th Board Meeting to add both Leimert Park plus an atgrade station in Westchester community
