Program $116,000 in new MeasureR 3% funds to the Vincent Grade/Acton Station Second Platform and Siding Extension Project (Vincent Project); B. Reprogram $275,000 in cost savings from the Antelope Valley Line Infrastructure Improvement Strategic Plan (AVL Study) to the Vincent Grade/Acton Station Second Platform and Siding Extension Project (Vincent Project); C. Authorize the Chief Executive Officer, or his designee, to negotiate and execute all agreements necessary for this action. ISSUE $16,400,000 in Metro and State funds have been allocated to the Vincent Project. The recent construction Invitation For Bids (IFB) low bid is higher than the engineer's construction cost estimate. Additional funding is needed to keep the Vincent Project fully funded and not jeopardize previously allocated State funds. Staff is requesting to program $116,000 in new MeasureR 3% funds to the Vincent Project and reprogram $275,000 in cost savings from the AVL Study to fully fund the Vincent Project so that Southern California Regional Rail Authority (SCRRA) can execute a construction contract in June DISCUSSION The Vincent Project will lengthen the existing siding on the Metrolink Antelope Valley Line by 4,000 feet to create a two mile long passing siding. 2 Station. This project adds significant capacity to the northern portion of the Antelope Valley Line, which is mostly single tracked. Longer freight trains will be able to layover on the siding and not interfere with Metrolink trains. This will result in improved overall on time performance and schedule reliability. Project Funding for $16.4M Project In October 2013, the Board approved funding for design plus $6.5M (million) as 50% match for construction, based upon an initial $13M project cost estimate. In spring 2014, a full crossover was added to the project scope, bringing the total project cost to $16.4M. The construction cost was estimated to be $1 0.6M based upon the SCRRA Design Procedures Manual. In June 2014, $1.7M was moved from the Metrolink rehabilitation and renovation program to the Vincent Project to increase the Metro funding commitment to $8.2M as 50% match for construction. The project was also submitted to the California Transportation Commission (CTC) for programing of $8.2M. In December 2014, the CTC allocated $8.2M in matching State Proposition 1 B Trade Corridor Improvement Funds (TCIF), to create $16.4M in total project funding. Cost Increase to $18.1M In March 2015, SCRRA received Invitation For Bids (IFB) construction costs. The engineer's final construction cost estimate prior to the bid opening increased to $12.6M as a result of additional scope and refining the quantities and unit costs. Additional scope included: Relocation of Sprint fiber optic lines Adjustments to drainage components to meet Army Corp of Engineers and the Regional Water Quality Board permitting requirements Signal and track revisions to accommodate a speed increase through the siding and extensions of the setout tracks Revisions to track construction phasing, i.e. adding new track vs shifting existing track, to accommodate and have little impact on rail operations Revisions to quantities based on bidders questions and comments Of the eleven bids received, the low bid was $13.6M, $1M above the engineer's construction cost estimate. A detailed review of the cost estimate revealed that unit prices and lump sum prices were generally higher than the engineer's estimate, which was based on previous construction bids of similar nature and magnitude. The cost difference is largely due to the retaining wall, sub-ballast, track and turnout construction, and railroad signals, which were between $1 OOK to $300K more than the engineer's estimate. With the favorable turn in the economy, bidders increased their unit costs for labor and materials. Eleven bids were received which were uniformly distributed between $13.6M to $17.6M. Based upon the low bid of $13.6M, the total project cost was $18.1 M, which is $1.8M more than the available project funding of $16.4M. Metro Page 2 of 6 Printed on 5/6/2015 powered b~ Leg1 star~m
3 Attachment A shows the construction budget in more detail. Items #1 thru #6 can be reduced, deferred or funded through a future maintenance of way (MOW) or rehabilitation and renovation budget. These actions will bring the total project budget down from $18.1 M to $17.2M. Various track and signal and line speed improvements were recommended such as the Vincent Project. The study was completed in The total study costs were $725,000. There are savings of $275,000 which staff is recommending for reprogramming, to reduce the amount of new MeasureR funds to $116,000 instead of $391,000. SCRRA Reallocation of PTMISEA Funds ($436,000) Proposition 1 B Public Transportation Modernization, Improvement and Service Enhancement Account (PTMISEA) funds accrue directly to SCRRA from the State and are eligible to be used for sealed corridor and crossing improvements. SCRRA will reallocate $436,000 to the Vincent Project to install a required pedestrian crossing warning system. The State TCIF grant requires SCRRA to execute the construction contract by June These actions will fully fund the $17.2M Vincent Project and enable SCRRA to execute the contract in June without jeopardizing the State TCI F funding. DETERMINATION OF SAFETY IMPACT The Vincent Station will have an inter-track fence between the two platforms. The fence will restrict pedestrians from crossing between the two tracks. There will be an at-grade pedestrian crossing. The Vincent Project will be constructed in accordance with the latest Metrolink design standards. 4 FINANCIAL IMPACT $116,000 in Measure R 3% funds will be programmed to the Vincent Project in cost center 2415, Regional Rail, project number task $275,000 in MeasureR 3% funds will be reprogrammed from AVL Study MOU.MRSCRRA02.02 and contract PS project savings. Since this is a multi-year contract/project, the Executive Officer, Regional Rail will be accountable for budgeting the cost in future years. Expenses will start to be incurred in FY , and will be budgeted as part of the FY budget process. ALTERNATIVES CONSIDERED An alternative is to not program the funds to the Vincent Project. This is not recommended since SCRRA has already received an allocation of $8.2M in TCIF funds for the project from the State. If this project does not go forward, Los Angeles County would lose 50% matching construction funds for an important goods movement and capacity enhancing project which benefits the Metrolink commuter rail system. Another alternative is to reprogram prior year rehabilitation and renovation funds to this project. This is advised against since the state of good repair for the existing Metrolink system should not be reduced for a new capital project. Measure R 3% funds are available for new capital projects such as the Vincent Project. With Board approval, the MeasureR funds for this project will be 51% of the total project cost, which is an excellent leveraging of local funds with State funds to construct an important project to increase Metrolink capacity and improve on-time performance and schedule reliability. NEXT STEPS Metro will amend the Vincent Project MOU to add $116,000 in new MeasureR 3% funds plus $275,000 in reprogrammed savings form the AVL Study, to fully fund the Vincent Project. SCRRA will also allocate $436,000 in PTMISEA funds from sealed corridor to the Vincent Project.
