DIRECTOR, ROAD SAFETY - REF: NTSA/06/2016/01 Reporting to the Director General, the job holder will be responsible for promoting safe motoring culture in Kenya by providing strategic leadership and direction in formulation, implementation 1 P a g e
and enforcement of Road Safety Prevention and mitigation Programmes in line with the Authority s Strategic Plan. Lead in development and implementation of Road Safety policies and strategies in line with NTSA s Vision, Mission and Mandate; Coordinate the development, promotion and implementation of the Authority s strategic working documents including Road Safety Action Plan as well as operational enforcement plans and orders; Advise on long-term Road Safety Strategic Plans and establish effective internal Monitoring and control systems and procedures to ensure realization of the Authority s Road Safety strategic goals; Build partnerships with other Road Safety Agencies, Governmental, international and national organizations and coordinate the road safety resource mobilization efforts; Coordinate the development of a functioning Road Safety Crash Data System in the country; Develop a monitoring and evaluation framework to check the progress of implementation of road safety action plans both at the national and county level and make appropriate corrective measures; Support the design, planning, execution and monitoring of the overall road safety strategic plan with the objective of making Kenyan Roads much Safer; Initiate, coordinate road crash investigations and follow up on implementation of recommendations thereof ; Initiate and coordinate Road Safety Research and Audit and awareness programmes Coordinate the Transport and Safety Committees at the County Level; Establish effective Road Safety programmes and interventions on speeding, Drunk driving, Pedestrian safety, and General Compliance; Oversee supervision of enforcement bases countrywide to ensure productivity and integrity in enforcement operations and strict adherence to approved operation plans; Seek and Build sustainable, mutually beneficial and collaborative relationships and networks with all stakeholders in road transport sub-sector; Ensure strict fiscal discipline, adherence to budgetary allocations for road safety activities; and 2 P a g e

DIRECTOR, CORPORATE SUPPORT SERVICES - REF: NTSA/06/2016/02 Reporting to the Director General, the job holder will be responsible for ensuring the Authority continuously has the institutional capacity and capabilities necessary to deliver on its mandate. The Director shall oversee the following key functions Human Resource and Administration, Finance and Corporate Affairs and Communication. Develop and oversee the implementation of a dynamic corporate strategy that is able to deliver exemplary services and results as envisioned in the strategic plan; Develop the Authority s budget and continuously monitor and evaluate its implementation; Give oversight to the Authority financial affairs and advise the Authority on financial planning strategies and policies; Ensure effective and efficient management of the Authority s Resources including Finances and Assets; 3 P a g e

DEPUTY DIRECTOR, CORPORATE AFFAIRS AND COMMUNICATIONS - REF: NTSA/06/2016/03 Reporting to the Director, Corporate Support Services, and the job holder will be responsible for articulating, maintaining and portraying the brand and image of the Authority in a positive way to its stakeholders and the public at large. This involves formulating and implementing the corporate affairs and communications strategy to promote positive relations with stakeholders, media and the general public. Maintain data and documentation arising from media monitoring and follow up on NTSA media coverage and mentions; Direct activities of external stakeholders (private and public) and departments that develop and implement communication strategies and information programs touching on the Authority s mandate; Identify main stakeholders groups and audiences, determine the best way to communicate publicity information to them, and develop and implement a communication plan; Write effective press releases and statements, public notices and prepare information for media; and develop and maintain all Authority s public affairs and communications; Draft speeches for the Director General and Chairman and other Executives, and arrange interviews and other forms of contact for them; Establish and maintain the Authority s Public Complaints Mechanism (through logging and resolving) and acting as the liaison contact for the Authority with the Commission on Administrative Justice ( Ombudsman Office); Establish and maintain effective working relationships with stakeholders, government agencies, and media representatives and use these relationships to enhance the Authority s brand and mandate; Respond to requests for information about the Authority s activities or status. SECURITY MANAGER - REF: NTSA/06/2016/05 (RE-ADVERTISEMENT) Reporting to the Deputy Director, HR and Administration, the job holder will have responsibilities of providing support, leadership and management of all security concerns in NTSA Offices including security management; security awareness; and contingency/emergency planning and response. The Manager will also protect the property, information, buildings, grounds and Authority staff to allow for proper execution of duties. 7 P a g e
Develop, organize and control an effective security system to protect the Authority s interests, information, premises, personnel and property; Ensure that proactive security control measures and procedures are implemented and administered at all NTSA premises; Develop, implement, update and advise NTSA Management on security policies, procedures and compliance; Investigate and prepare reports on crimes/incidences involving NTSA personnel, property and assets committed within / outside NTSA premises and recommending corrective control measures; Develop and establish sound emergency procedures on fire detection, prevention and protection and conducting regular mock fire, training and evacuation drills; Establish and manage Radio Communication services network; Ensure provision of armed and un armed security services as the need arises Sensitize staff on security & safety matters; Conduct covert and overt intelligence gathering to detect irregularities likely to affect the core business of the Authority and give a report to management; Co-ordinate security and safety risk assessment surveys; Conduct vulnerability assessment of the Authority premises; Prepare annual budget and procurement plan for the security function; and Manage third party Security Firms guards in the Authority Offices and specifically Liaising with other security/ Government agencies when necessary. DRIVING TEST EXAMINERS - REF: NTSA/06/2016/10 The Driving Test Examiners will be responsible for conducting driver license examinations to determine the eligibility of applicants for licensure, and applying the various laws, rules and regulations in making these determinations. 14 P a g e
