VACANCY ANNOUNCEMENT National Project Officer, NOA (Ref. ILO/MLW/NPO/3/2016/TC) Technical Support towards Enterprise and Value Chain Development in Malawi Background Private sector development is a key component of the Malawi Growth and Development Strategy (MGDS II). SMEs form part of the private sector in Malawi. The government has put in place some measures to support SME development with the view to facilitate their participation in economic development in general and their integration into value chains in particular. A number of challenges however hinder SMEs effective integration value chains including global value chains. In recognition of this, the International Labour Organization (ILO) is implementing a project to support the Government of Malawi pursue enterprise development strategies and programmes in economic sectors and value chains with high job creation potential The Project seeks to build national capacity for SME and value chain development to help address underlying constraints which limit sector growth, youth employment creation and economic participation. The expected outcome of the project is that SME development organizations, community colleges and other related organizations will be equipped with tools and strategies to enable them effectively support SME promotion in the Country The ILO is therefore looking for a qualified and motivated individual to fill the positing of National Project Officer. Main duties and responsibilities 1. Review and analyse specific development plans and priorities for Malawi, along with socio-economic data, reports and other relevant information and use this data to identify areas for technical cooperation interventions and provide written analysis on these findings to management. 2. Support secondary and primary research in identified sectors and value chains and identify areas for possible support. 1
3. Undertake stakeholder consultations with ILO constituents in Malawi, UN agencies and other development partners to collect further inputs into the development of the proposed UNJP including the donor mapping and identification of resource mobilization opportunities. 4. Assist in identifying and facilitating the design and implementation of initial entrepreneurship and SME development interventions to raise ILO visibility and competitive advantage in the area of SME development and youth entrepreneurship and employment promotion in Malawi. 5. Support the design and implementation of enterprise development training interventions, including Training for Rural Economic Empowerment (TREE), to develop the capacity of national institutions and Business Development Service (BDS) providers and community colleges to support development of SMEs utilization of local economic opportunities and related value chains. 6. Perform other duties as may be assigned by the direct supervisor and overall supervisor Qualification and Experience First level university degree in business management, economics, development studies or related field At least two years of professional experience at the national level in the area of enterprise development. Experience of skills training will be an added advantage. Decent work is central to global efforts to reducing poverty and is a means for achieving equitable, inclusive and sustainable development. Decent Work Country Programmes (DWCPs) are the main instruments through which the ILO member states, together with Workers and Employers organisations (Constituents) coordinate and effectively implement various technical cooperation programmes aimed at achieving Decent Work for All. Developed in partnership with ILO constituents at country level and aligned to national development frameworks, DWCPs aim to tackle major decent work deficits through a limited number of integrated and mutually reinforcing strategic objectives of decent work. The Government of Malawi is working to shift the dependence on the limited formal sector employment and is collaborating with development partners, including the UN System, to elaborate and implement interventions aimed at stimulating SME and youth entrepreneurship development among others things. The national capacity to support SME development and youth entrepreneurship and employment promotion is however still weak and a large number of youth, in particular young women, still have limited or no access to entrepreneurship development support services, finance and markets. As a result entrepreneurial capacity and activity among young people in Malawi is very low.
