There is no doubt that combining the requirements of as many bodies as possible into one buy is optimum. The other extreme is one of individual public bodies going to market alone and contracting alone and that s the sub-optimal end of the spectrum. What is the range of services available? The framework provides a wide and flexible range of services. Call-off contracts can include, but are not limited to, one or more of the following services: Desktop Support Server Support Helpdesk Services Application & Website Hosting Application & Website Support Data Hosting Disaster Recovery Technical Partnering Services IT Consultancy (Advice and Strategy) IT Project and Programme Management IT Development and Support Services Data Network Management Services Any call-off contract must be for a minimum of 12 months duration.
What are the benefits of the framework? ITMS Framework Benefits Time-to-Market Cost Savings The IT Managed Services (ITMS) Framework is a result of an extended period of consultation with key stakeholders from across the Scottish public sector. The key benefits of using ITMS are: Typically 60% faster than conducting an OJEU procurement. No need to approach the entire market public bodies have access to suppliers who have already been through a robust pre-qualification and capability assessment. No need for extended commercial discussions suppliers have already agreed to a standard set of Terms and Conditions. Mini-competitions are only between four (Lot 1) or ten (Lot 2) suppliers. All call-off contracts are by mini-competition to ensure Value for Money (VFM). First mini-competition delivered 44% savings. The framework includes maximum day rates that can be reduced during a mini-competition which have been benchmarked as 27% less than a comparable UK framework. There are no charges or levies to use the framework.
Discovery Days Flexibility Compliance Discovery days help you ensure an optimum and clear set of requirements before starting a formal mini-competition process. Depending on the scope of your project, discovery days can range from a simple heads up e-mail to a number of face-toface discussions with framework suppliers. Supports a time efficient procurement that delivers the best technical and VFM solution. A flexible range of services to meet the changing needs of public bodies. A mix of large and small suppliers, who have been selected for their quality and technical capability with a proven track record of delivery and price competitiveness. No limit on call-off contract maximum duration individual contracts can extend beyond the framework duration. The framework suppliers offer national coverage, supported by local sub-contractors where required. By following the framework guidance documents, you are fully compliant with the Public Contracts (Scotland) Regulations and EU procurement legislation. The framework will be managed by Scottish Procurement to ensure it supports the Scottish Government s strategic objectives.
